Adopt Resolution No. 9L-3N3 appropriating additional funds to hire additional school crossing guards for Mission Estancia and Aviara Oaks elementary schools.
ITEM EXPLANATION:
The City of Carlsbad currently provides adult crossing guard services at Mission Estancia, Buena Vista, Magnolia, Hope, Kelly, and Jefferson elementary schools. Adult crossing guards are hired through Western Temporary Services. The current annual contract is approximately
$29,000.
Traffic Engineering was asked by officials from both Mission Estancia and Aviara Oaks elementary schools to evaluate two intersections for possible adult crossing guard services. Based on traffic and pedestrian counts, Caltrans warrants are met for the intersection of Calle San Felipe and Calle
Aviara Parkway and Ambrosia Lane at Aviara Oaks Elementary School. Barcelona at Mission Estancia Elementary School and the intersection of
Mission Estancia presently has one City-paid adult crossing guard at the intersection of Calle Barcelona and Rancho Santa Fe Road and has parent volunteers at the intersection of Calle San Felipe and Calle Barcelona. School officials would like a City-paid adult crossing guard to replace the parent volunteers.
Because both the intersection of Calle San Felipe and Calle Barcelona and the intersection of Aviara Parkway and Ambrosia Lane are both warranted intersections where elementary school pedestrians cross, the City Traffic Engineer recommends that the City of Carlsbad provide adult crossing guards at these locations.
Due to the safety issues involved, the police department has added crossing guards through Western Temporary Services for these two intersections on a temporary basis; however, additional funding is needed for the remainder of the fiscal year.
FISCALIMPACZ
The estimated cost to provide crossing guard services for the above two locations for the remainder of the fiscal year is $8,000. There are sufficient funds in the Council contingency account in the general fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAFUSBAD, CALIFORNIA, APPROVING THE FUNDING OF ADDK’IONAL SCHOOL CROSSING GUARD SERVICES
WHEREAS, the City of Carlsbad. California has determined it
to be in the interest of public safety to provide adult crossing guard
services where elementary school pedestrians cross within the City of
Carlsbad: and
WHEREAS. crossing guard services are warranted at the
intersection of Calle San Felipe and Calle Barcelona and the
intersection of Aviara Parkway and Ambrosia Lane:
WHEREAS, there are sufficient funds in the Council contingency
account in the general fund:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California that the amount of $8,000 hereby be
appropriated to the.police department traffic division to increase
adult crossing guard services for the above-mentioned locations.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 22nd day of OCTOBER
1996. by the followlng vote to wit:
