ITEM EXPLANATION: The Carlsbad City Library has provided an adult literacy program since 1984. Sin the library's Adult Learning Program has been fully supported by the City's Gener Under legislation approved in 1990, which created the California Library Literacy : the State Library has provided matching grants to California Public Libraries that t- literacy programs for over five years. The library has received these matching gra past six years. For the Carlsbad City Library, State matching funds for 1996-97 w $29,253; based on the Adult Learning Program's current budget of $133,380. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State mi funds. These matching funds are awarded by the State to extend or enhance exi: literacy services. Grant funds, again, will be used primarily for one-time purchases of equipment an computer software. The amount eligible : matching by the State and the resulting funds available for each local library are listed. Please complete a Plan of Service Abstract, Plan of Service and Budget page, using the enclos instructions and forms. Return the completed forms postmarked by November 8, 1996. We plan to send award letters November 27. Although it is intended that you will be awarded the amount for which you are eligible, your rece of matching hds is contingent upon the State Library's receiving a satisfactory Plan of Service a Budget' from your library. A total of $900,000 was added to the California Literacy Campaign this year, with $600,000 earmarked for the CLLS and $300,000 for Families For Literacy. Your matching funds grant is based on all the services supported by the funds you have certified as eligible for matching. You are required to report on all the learners and tutors supported by these funds. Timely submission of Quarterly Reports to the California State Library is essential for us to be able to keep the CaMomia Libmy Services Board (CLSB) and the Legislature accurately informed on the effectiveness of the California Literacy Campaign. Your certification is a commitment to expend at least the amount you have certified for literacy, and that your fourth quarterly hnancial report must show that you have complied with that commitment. In the event that you under expend the budget upon which the matchmg funds are based you should be reserving a corresponding portion of the CLSA matching hds for return to the state library. Your full participation in the use of CALPEP is important. You should be doing initial CALPEP assessments soon after each new adult learner begins, and again in December and June. Matchine Funds Library Name Carlsbad City Library Use this page and additional pages as needed to describe how your library will use the CLSA matching hnds for the California Library Literacy Services requested for Fiscal Year 1996197. Carlsbad City Library will use 1996/97 CLLS matching fbnds to upgrade its instructional computer lab and data management system, to provide texts and other instructional materials-fo~ adult learners, and to provide general support for tutors and learners. Upgrading instructional computer lab and data management system. (Hardware $13,253; New networking sofiware will be purchased to improve network finctions in the instructional computer lab and enable expanded use of the Internet by tutors and learners. Learners' needs will also be better met with additional instructional soRware for basic skills. For program management, hardware equivalent to that used in the City's administrative network will be acquired, and the network version of the new Literacy Pro data management software will be purchased.
