ITEM EXPLANATION:
In fiscal year 1997-98, the City of Carlsbad will be entitled to a new allocation of C
Development Block Grant (CDBG) funds from the U.S. Department of Housing a
Development (HUD). As a participant in the San Diego Urban County HOME Ir
Partnership Consortium, the City will also receive federal HOME funds. To receive the

FISCAL IMPACT:
It is anticipated that the City will receive an estimated $629,000 in new CDBG entitlerr,
and $194,292 in HOME funds during fiscal year 1997-98. Federal regulations for tt
program allow the City to use a maximum of 20 percent (or approximately $125,800) o
allocation for 1997-98 administration costs. Federal regulations for the HOME proc
allow the San Diego Urban County HOME Consortium to use a maximum of 5 percent o
HOME funds for administration costs. Administration of the CDBGIHOME program ca
funded by use of the federal funds; no impact on the General Fund.

HOME INVESTMENT PARTNERSHIP
PROGRAM STRATEGY
The City of Carlsbad, as a member of the San Diego Urban County HOME Consortium, wil
allocate its HOME Investment Partnership funds to implement the following activities directly,
through local housing authorities, or for-profit or non-profit organizations:

1. Housinq Acquisition/Rehabilitation
HOME funds may be used for acquisition of existing housing units with or without
rehabilitation for lower-income persons and special needs groups.
2. Housinq Rehabilitation
HOME funds may be used for housing rehabilitation costs incurred separately or ir
connection with the acquisition of existing housing for lower-income persons and specia
needs groups.
3. Housinq Construction
HOME funds may be used for all eligible costs of housing construction for lower-income
persons and special needs groups, where the existing housing stock is not appropriate for
the development of affordable housing.
4. Rental Assistance
HOME funds may be used for tenant based rental assistance for eligible lower-income
persons and special needs groups, related residential security deposit assistance
programs, and other eligible related costs.
5. Home Buyer Assistance
HOME funds may be used for home buyer assistance programs for lower income persons.
Such programs may include, but are not limited to, downpayment and closing cost
assistance, direct loan to the home buyer, interest subsidy to the lender, or “gap”
financing.
6. Administration/Planninq
A portion of HOME funding may be used for eligible HOME administration and planning
costs, including direct administrative and overhead costs, public information, fair
housing, and program development costs.
7. NOFA Process
The City’s portion of HOME funds will be awarded to eligible housing activities
implemented by the City or by for profit or non-profit organizations. All housing proposals submitted as part of the CDBG/HOME Request for Proposals which were not

recommended for CDBG funding and proposals which are determined to be ineligible
activities under the CDBG Program will be considered for funding under the HOME
Program.
City staff shall evaluate each proposal and present all eligible HOME funded housinc
activities to the Housing Commission. Based upon the evaluation, staff will recommend c
housing activity(ies) to be considered by the Housing Commission for a HOME fundin<
recommendation to the City Council.
Additionally, the Urban County HOME funding program will be implemented througt-
twice yearly Notices of Funding Availability (NOFA's).
7. Leveraqe
In so far as possible, HOME funds will be leveraged with other public and private fundins
sources to enhance program productivity.
8. Area of Activity
HOME funds may be used for housing activities implemented within the City of Carlsbad.

I. Introduction
Funding for the federal Community Development Block Grant (CDBG) Program is authorizec
under Title I of the Housing and Community Development Act of 1974, Public Law 93-383. Thc
program provides grants on a formula basis to entitled cities and counties to develop viable
urban communities through the provision of decent housing, a suitable living environment and
by expanding economic opportunities for low and moderate income persons.
The amount of each entitlement grant is determined by statutory formula which uses several
objective measures of community need, including the extent of poverty, population, housing
overcrowding, age of housing and growth lag in relationship to other metropolitan areas.
Funding for the HOME Investment Partnership (HOME) Program is authorized under the National
Affordable Housing Act of 1990 (NAHA), Public Law 101-625. The program provides grants tc
entitlement cities and consortiums of local governments to increase the supply of decenl
affordable housing to low and very low income persons.
Entitlement communities and consortiums, such as the City of Carlsbad, develop their own
programs and funding priorities (see CDBG/HOME Funding Plan Strategy and 1995-2000
Consolidated Plan). However, maximum feasible priority will be given to activities which meet at
least one of the local community development objectives and at least one of the three broad
national objectives for the CDBG program or best meet the housing need priorities established in
the City’s Consolidated Plan.
II. Program Development
The City of Carlsbad is eligible to receive CDBG funds on an annual basis. The City is also eligible
to receive HOME funds through its participation in the San Diego Urban County HOME
Investment Partnership Program. In order for Carlsbad to receive the grants, a list of community
development objectives must be developed along with an outline of proposed projects. The
City of Carlsbad must also certify that it has followed an approved Consolidated Plan for
Housing and Community Development and that not less than 70% of the CDBG funds will be
used for activities that benefit low and moderate income persons. Low and moderate income
guidelines are based upon household size and a chart is attached for your reference.
111. Request for Proposals
The total amount of CDBG funds from the U.S. Department of Housing 8, Urban Development
estimated to be available for Carlsbad in 1997-98 is $642,253.61. This figure includes an
expected new CDBG allocation of $629,000 and $13,253.61 which will be reallocated from
previously approved projects which were canceled or were completed with a surplus of funds.
The City of Carlsbad has no program income from previous CDBG Entitlement program years.
The total amount of HOME funding available for allocation to eligible projects is anticipated to
be approximately $1 94,292. The primary objective of the HOME Program is to provide affordable
housing opportunities for lower income households.

population, Carlsbad requests assistance from members of the community. Citizen participatior
is critical to the success of the Carlsbad CDBG program. Therefore, we are encouraging al
community members to consider the needs of low and moderate income persons withir
Carlsbad and submit an application for a proposed project(s) or service. The Proposal Review
Process for the CDBG Program is attached for your information.
The recommendations made by the CDBG Funding Committee will be forwarded to the Citb
Council for final action at a future public hearing. All eligible housing proposals which were no1
recommended for funding by the CDBG Funding Committee, as well as proposals which are
determined to be ineligible for funding under the CDBG Program, will be forwarded to the
Housing Commission for consideration of a funding recommendation under the HOME Program.
All proposals will be evaluated by staff of the Housing and Redevelopment Department and a
recommendation for HOME funded will be presented for consideration to the Housing
Commission. The HOME funding recommendations will then be forwarded to the City Council for
final action at a future public hearing.
Activities that can be carried out with CDBG funds may include, but are not limited to: public
service activities, acquisition of real property, relocation and demolition, rehabilitation of
residential and nonresidential structures, construction of public facilities and improvements ana
conversion of schools for eligible purposes. In addition, CDBG funds may be used for activities
relating to energy conservation and renewable energy resources. Assistance may also be
provided to profit-motivated businesses to carry out economic development activities which
benefit low and moderate income persons/households.
The types of activities that generally are not eligible for CDBG funding include: buildings for the
general conduct of government, political activities, income payments, construction of new
housing and other facilities offering 24-hour care.
The City of Carlsbad is committed to using CDBG funds to finance projects and services which
provide direct benefit to low and moderate income residents. Every project proposed for the
CDBG program must address at least one of the three broad National Objectives for the
program. The National Objectives are:

existing conditions pose a serious and immediate threat to the health or welfare of the
community where no other financial resources are available to meet such needs.
In addition to meeting the National Objectives, every project proposed for CDBG funding must
meet at least one of the local Community Development Objectives which are:

It is the intent of the City to only approve CDBG-assisted projects which do not result in the
displacement of low/moderate income persons from their homes. Therefore, all persons
submitting project proposals to the City should consider the displacement impact upon
low/moderate income households.
The City of Carlsbad is committed to using HOME funds to finance housing activities which
increase the supply of affordable decent housing for lower income residents. Every housing
activity proposed for the HOME program must met the eligibility requirements of the HOME
Program and must also comply with the housing need priorities established in the City’s
Consolidated Plan.
IV.
All persons, organizations, agencies, etc. wishing to submit an application for funding
consideration under the CDBG/HOME program must obtain a “Funding Proposal Application”
from the City of Carlsbad Housing and Redevelopment Department. Interested persons may

The City will hold an information session on the application review process. Funding Proposa
Applications can also be obtained by attending the scheduled information session. Training wil.
include CDBG funding eligibility, completing the CDBG application, the application review
process and program obligations once awarded funding. An announcement of this information
session will be mailed to all persons requesting information on the City’s CDBG program.

APPLICATION REVIEW PROCESS
PURPOSE
To set forth procedures to be used for allocating the annual City of Carlsbad Community
Development Block Grant (CDBG) Entitlement funds.
BACKGROUND
Each year the City of Carlsbad is entitled to receive funding from the U.S. Department of Housinc
& Urban Development, through the Community Development Block Grant (CDBG) Program, tc
finance projects and/or services which benefit low/moderate income persons/households withir
the community. Over the years, the number of requests from local service agencies for CDBC
funding have increased and it has become more difficult to select the activities to receive these
funds and to determine the appropriate funding levels. In an effort to facilitate the activity
selection and CDBG funding allocation process, the following procedures have beer
established for the program.
OBJECTIVE
The intent of this process is to streamline the CDBG funding allocation procedures and
implement specific proposal evaluation criteria which can be used +o assist in the selection of
activities for funding on an annual basis. This process describes the CDBG application process:
outlines the review process for activity selection and funding recommendations; and,
summarizes the public hearing requirements. A Community Development Block Grant Funding
Advisory Committee, will be appointed to review and make recommendations to the City
Council on funding levels for each of the CDBG eligible activities submitted by local service
organizations and/or city departments.
PROCEDURES
The goal of the City of Carlsbad is to develop a well balanced CDBG program that reflects the
various public service and public facility needs of its low/moderate income residents, with three
primary areas of focus: 1) affordable housing; 2) general social services for lower incomc
persons: and 3) services for children and adults, including the elderly.
The following procedures outline the steps to be used by the CDBG Funding Advisory Committee
and staff of the Housing and Redevelopment Department in selecting activities which provide
for a well balanced CDBG program and in making recommendations for allocation of the
CDBG funds on an annual basis:
1. Interested persons, non-profit organizations, City departments and others may submit a
request for CDBG funding on the appropriate application form. A public notice in a
local newspaper of general circulation will indicate how to obtain an application and
the due date for all proposals. Generally, the application review process will begin in
November or December of each year.
2. Upon receipt of proposals/applications for funding, Housing and Redevelopmenl
Department staff will make a determination regarding the eligibility of each proposed
project for funding consideration under the CDBG program. Requests for CDBG fund5
shall be considered by the City of Carlsbad for funding only if the application is complete
and demonstrates that all of the following conditions have been met:

a. The governing board formally authorized the organization's request for CDBG
funds from the City of Carlsbad;
The proposed use of funds is an eligible activity, per the Federal regulations for
the CDBG program:
The proposed use of funds meets at least one national objective for the CDBG
program, as established by the Federal regulations: and,
The proposed use of funds meets at least one local objective for the CDBC
program, as established by the City of Carlsbad's Community Development Plan.

3. All complete applications for CDBG funds, which have met the conditions outlinec
above, shall be considered eligible for funding consideration and shall continue in the
activity selection and funding allocation process. All applications which are deemed
ineligible for funding consideration shall receive written notification that the application
for CDBG funds is ineligible due to a specified reason and will not be reviewed further by
staff or the Advisory Committee.
The Community Development Block Grant Funding Advisory Committee will serve as an
advisory committee to consider the needs of low/moderate income Carlsbad residents
and to make recommendations to the City Council for the funding of activities which are
the "most qualified" to meet those needs. The Committee will consist of seven (7) members and will include the following representatives to be appointed by the City
Council: Senior Commissioner, Planning Commissioner, Housing Commissioner, and four
citizens-at-large (one from each quadrant of the City). The CDBG Program Administrator
will serve as staff liaison to this committee for the purpose of considering the funding
recommendations for this program.
Each eligible proposal/application for CDBG funds shall be reviewed and evaluated, for
ranking purposes, based upon the criteria outlined below. The CDBG Funding Advisory
Committee, as well as Housing and Redevelopment Department staff, will evaluate each
eligible proposal/application for funds and assign a score based on a maximum 1OC

interview with the CDBG Funding Advisory Committee and staff during a public meeting.
The public will also be given the opportunity to comment on the eligible proposals being
considered for funding.
The noted interview will provide the Advisory Committee with an opportunity to obtain
additional information regarding the organization and the proposed activity that may
not have been provided in or was unclear within the application. It will be suggested
staff in evaluating the proposal/application prior to this interview.
Following the interview and evaluation of each eligible proposal/application, staff will
categorize the eligible proposals/applications into the following three classifications:

PURPOSE
To set forth procedures to be used for allocating the City of Carlsbad's HOME Investment
Partnership funds, as a member of the San Diego County Urban County HOME Consortium.
BACKGROUND
On July 17, 1996, an agreement between the City of Carlsbad and the County of San Diego was
executed to form the San Diego Urban County HOME Investment Partnership Consortium. As a
member of the County HOME Consortium, the City will be entitled to receive federal HOME
funds to implement such housing activities as housing acquisition/rehabilitation, housing
rehabilitation, housing construction, rental assistance, security deposits, and associated
administration/planning which benefit lower income persons/households within the community.
OBJECTIVE
The intent of this process is to provide the funding allocation procedures for the City's available
HOME funds. This process describes the HOME application process; outlines the review process
requirements. The Housing Commission will serve as the advisory body to City Council. Housing
Commission will review and make recommendations to the City Council on funding levels for
each of the HOME eligible activities submitted by local service organizations and/or city
departments.
In an effort to facilitate the activity selection and HOME funding allocation process, the
following procedures have been established for the program.
PROCEDURES
As detailed in the City's 1995-2000 Consolidated Plan, the goal of the City of Carlsbad is to
address the imbalances between its need for housing assistance and its affordable housing and
supportive housing inventory. It is the general policy of the City of Carlsbad to assist very low
income residents and lower income renter households as a high priority through the use of
available federal resources. The construction or creation of new housing units is considered the
primary strategy to meeting the identified housing needs of the community.
The following procedures outline the steps to be used by the Housing Commission and staff of
the Housing and Redevelopment Department in selecting activities which meet the housing
needs of lower income households and in making recommendations for allocation of the HOME
funds on an annual basis:

shall be considered by the City of Carlsbad for funding only if the application is complete
and demonstrates that @ of the following conditions have been met:

a. The governing board formally authorized the organization's request for HOME
funds from the City of Carlsbad;
The proposed use of funds is an eligible activity, per the Federal regulations for
the HOME program;
The proposed use of funds is consistent with the City of Carlsbad's funding
strategy as established for the CDBG/HOME program.

3. All complete applications for HOME funds, which have met the conditions outlined
above, shall be considered eligible for funding consideration and shall continue in the
activity selection and funding allocation process. All applications which are deemed
ineligible for funding consideration shall receive written notification that the application
for HOME funds is ineligible due to a specified reason and will not be reviewed further by
staff or the Advisory Committee.
The Housing Commission will serve as an advisory committee to consider the housing
needs of low/moderate income Carlsbad residents and to make recommendations to
the City Council for the funding of activities which are the "most qualified" to meet those
needs. The Housing and Redevelopment staff will serve as liaison to this Commission for
the purpose of considering the funding recommendations for this program.
Each eligible proposal/application for HOME funds shall be reviewed and evaluated, for
ranking purposes, based upon the criteria outlined below. The Housing and
Redevelopment Department staff will evaluate each eligible proposal/application for
funds and assign a score based on a maximum 100 point scale using the following
criteria:

The evaluation of each proposal/application will then be presented to the Housing
Commission during a public hearing for review and to determine the level of funding to
be recommended for each proposal.

action during a public hearing. All applications submitted and the funding
recommendations made by the Housing Commission will be submitted to the City
Council for consideration by April of each year.
The City Council will consider the recommendations of the Housing Commission during a
public hearing. After accepting public comments, the City Council may accept the
Commission's recommendations as submitted or modify them as necessary to meet the
needs of low/moderate income persons within the community.
Following City Council action, a Consolidated Funding Plan, including the list of selected
activities and funding amounts for the CDBG/HOME Program, will be submitted to the
U.S. Department of Housing and Urban Development by May 15th for final approval.
