RECOMMENDED ACTION:
Approve Resolution No. “i6-3rlg approving plans and specifications and author-king the City Clerk to advertise for bids for the Buena Vista Channel Dredging, Project No. 2489.
ITEM EXPLANATION:
The Buena Vista Channel Benefit Assessment District was formed in Fiscal Year 19891990 according to the provisions of the Benefit Assessment Act of 1982. The formation was requested by
Plaza Camino Real, Hughes North County Associates and Hughes North County Associates II in
order to provide an effective, consistent means of clearing the channel to allow for design flow. The
channel is located south of Highway 78, between El Camino Real and Jefferson Street Bridge, and
flows into the Buena Vista Lagoon.
The maintenance program is administrated by City staff and consists of the removal of silt,
vegetation and other debris necessary for proper drainage of the channel within the Districts
boundary. Minimum maintenance work is performed on an “as needed” basis, with major vegetation removal occurring every three to four years. The first major contract clearing was completed in May
1993. Due to heavy cattail growth, the next major dredging is scheduled for January and February
1997.
ENVIRONMENTAL REVIEW:
The City has secured U.S. Army Corps of Engineers, State Department of Fish and Game, and Coastal permits. The Planning Director has determined that due to the maintenance nature of an existing drainage channel, it is exempt from the environmental review notice filed August 19, 1992.
FISCAL IMPACT:
The entire maintenance program, including staff time, is funded by the benefit assessments collected from the adjacent property owners. The fund balance is $447,573.
The total construction costs of this project is estimated at $270,000 as follows:
1. Engineer’s estimate for construction
2. Project administration and inspection 3. Contingencies (15% of Engineer’s Estimate)

RESOLUTION NO. 96-378
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE BUENA VISTA CHANNEL DREDGING, PROJECT NO. 2489.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary, desirable, and in the public interest to dredge Buena Vista Channel; and
WHEREAS, plans and specifications for the furnishing of all labor, materials, tools,
equipment, transportation and other expenses necessary or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications as presented are hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with law, Notice to Contractors inviting bids for the Buena Vista Channel
Dredging, Project No. 2489.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 12th day of November , 1996 by the following vote, to wit:
AYES: Council Members Lewis, Nygaard, Hall and Finnila
NOES: None
ABSENT: Council Member Kulchin
