ENG CITY MGR 1 RECOMMENDED ACTION: Adopt Resolution No. 56- 3 3 9 authorizing the Mayor to execute Program ! Agreement No. 020 to Local Agency-State Agreement No. 11-5308 providing fur preliminary engineering and right-of-way phase of the bridge replacement project. ITEM EXPLANATION: The existing Rancho Santa Fe Road bridge over San Marcos Creek has been inadequate to handle future traffic demands and is projected to be totally submc 100-year storm flow in San Marcos Creek and to have about one foot of water over portion of the bridge during the 50-year storm flow. Caltrans recently approved expenditure of $400,000 for the first phase of the bridge process. This phase will cover preliminary engineering to select an alignment, environn and studies to satisfy the National Environmental Protection Act (NEPA) ar Environmental Quality Act (CEQA) and definition of right-of-way needed to construct 1 1 FISCAL IMPACT: The local agency (Carlsbad) funding responsibility for this phase of the project would b $400,000 (or actual costs) with the Federal portion being 80%. This project is la Community Facilities District Number 2. Local funds to pay the 20% portion ($80,000) H from the proposed Community Facilities District Number 2 or fees collected under agrc developers for road improvements required by the Growth Management Plan and the LC Management Plans for Zones 11 and 12. Currently, there is $2.5 million available in Santa Fe Road project account. Once completed, there would be increased operation and maintenance expenses re project over that of the existing Rancho Santa Fe Road Bridge and roadway. All maintenance, involving the physical condition and the operation of the improvements, referred to in Article VI MAINTENANCE of the aforementioned Master Agreement will be performed by the Local Agency at regular intervals or as re for efficient operation of the completed improvements. \ 2.
