ITEM EXPLANATION:
The demand for planchecking services has significantly exceeded estimates for the first quarter.

The estimated planchecking revenue for the year was $800,000. On September 30, 1996, planchecking revenues were $543,353 which is 2.7 times what was originally estimated for the quarter. Although some leveling off of revenues is anticipated, total annual planchecking revenues are expected to be significantly higher than planned.
To maintain current service levels, existing contracts with firms that provide the City's planchecking services need to be increased. The recommended increases are outlined in the chart below. The increase is conservative in relation to the increased activity. If additional increases in activity warrant further contract increases, they will be submitted to the City Council at a later date.
FISCAL IMPACT:
Sufficient funds are currently budgeted in the Engineering Operating Budget to cover the requested contract increase through the expiration date for BSI Consultants. An additional appropriation will be requested in a separate agenda bill to provide sufficient funding for the remainder of the fiscal year for the period after the contract is renewed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING AMENDMENT NO. 2 TO THE
CONSULTANT AGREEMENT WlTH BSI CONSULTANTS, INC., FOR
ENGINEERING PIANCHECKING SERVICES.
WHEREAS, the City Council of the City of Carlsbad, California has considered the need
to provide planchecking services; and
WHEREAS, sufficient funds are available from current appropriations: and
WHEREAS, an Amendment No. 2 to the existing consultant agreement with
BSI Consultants, Inc., for engineering planchecking services has been prepared and submitted
hereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That Amendment No. 2 to the Agreement between the City of Carlsbad and
BSI Consultants, Inc., is hereby approved and the Mayor is authorized and directed to execute
said agreement. The City Clerk is authorized and directed to forward copies of the signed
Amendment No. 2 to Agreement for Engineering Planchecking Services as shown in

AMENDMENT NO. 2 TO
AGREEMENT FOR
ENGINEERING PLANCHECKING SERVICES
This Amendment is entered into and effective as of the 21st day of
NOVEMBER , 1996, amending the agreement dated January 11, 1995 and amended on
January 8, 1996 by and between the City of Carlsbad, a municipal corporation, hereinafter
referred to as "Civ, and BSI CONSULTANTS, INC., hereinafter referred to as, "Contractor" for
engineering planchecking services.
RECITALS
WHEREAS, the initial agreement, dated January 11, 1995 identified a scope of
work to provide the necessary services for plancheck of improvement plans, grading and erosion
control plans, final maps, parcel maps, and other services that may be required; and
WHEREAS, the City's need for planchecking services has increased.
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor hereby agree as follows:
1. Increase the total to be paid to the Contractor under this contract by
$1OO,ooO for a total not-to-exceed $200,000 per year unless this contract is amended.
2. All other provisions of the aforementioned agreement entered into on
January 11, 1995 and amended on January 8, 1996, by and between City and Contractor shall
remain in full force and effect.

3. All requisite insurance policies to be maintained by the Contractor shall include
coverage for the amended assignment and scope of work.
