The City Council on July 12, 1994 adopted a program of priority utility under!

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, EXPRESSING ITS INTENT TO INITIATE PROCEEDING:
PURSUANT TO CHAPTER 11.08 OF THE CARLSBAD MUNICIPAI
CODE AND CALLING A PUBLIC HEARING TO DETERMINE WHETHEF
THE PUBLIC HEALTH, SAFETY, OR WELFARE REQUIRE THt
PORTIONS OF MONROE STREET AND CHESTNUT AVENUE.
FORMATION OF AN UNDERGROUND UTILITY DISTRICT or
WHEREAS, Chapter 11 -08 of the Carlsbad Municipal Code provides
formation in the City of Carlsbad of underground utility districts to accomp
orderly removal of existing overhead facilities and the construction of new unde
