CITY ATTY&!@Z A PURCHASE ORDER TO SDG&E - CSD CITY MGR.~~” FOR ENERGY LIGHTING RETROFIT PROJECT RECOMMENDED ACTION: Adopt Resolution No. qlh -3% awarding a purchase order in the amount of $18,630 to SDG&E for energy lighting retrofits at various facilities. ITEM EXPLANATION Facilities Management, in conjunction with SDG&E, has been conducting ongoing energy audits of City facilities to identify areas where energy consumption and costs can be reduced. This has involved the installation of variable speed drives, energy efficient motors, and energy efficient lighting. The latter involves the re-lamping of conventional fluorescent light fixtures with new energy saving lamps, and electronic ballasts. In addition to reduced energy consumption and costs the heat load in facilities is reduced. SDG&E has an excellent incentive program, based upon the amount of electricity saved, which helps offset the cost of these projects and often results in net payback of three years or less. Most of the City’s major facilities have already been completed. The next phase of this project has been identified and is ready for implementation. The total cost of the project is $26,918, which after deducting the SDG&E incentive of $8,288 will cost the City $18,630. This project will reduce our annual energy consumption by 89,400 kW hours per year and result in an annual savings of $10,075 for a net payback of 1.84 years. Facilities included in this phase of the project are: the Calavera Community Center; Fire Stations #5 and #6; the Harding Community Center; the La Costa Branch Library; and the Stagecoach Community Center FISCAL IMPACT This project is budgeted in the Capital Improvement Program and funds are available in Account Number 300-820-5320-3517. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cadsbad as .- follows: 1. The above recitations are true and correct. 2. Services in the County Administration Center. The Street Lighting Zones assessment tape (Fund No. 6010-01) is 6250 bpi and blocked at 12240. There are 32,797 assessable parcels for a total assessment of $549,720.32. Landscaping Zone T assessment (Fund No. 6010-1 1) includes 13,219 assessable parcels for a total assessment of $457,408.72. Landscaping Zone M assessment (Fund No. 6010-09) includes 34,752 assessable parcels for a total assessment of $380,054.92. Tapes for both Landscaping Zones T and M were prepared by the County of San Diego. Please consider this letter as authorization to use all assessment information as recorded on the aforementioned tapes. NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS: RECITALS SECTION 1. That the above recitals are true and correct. PROTESTS SECTION 2. That all protests and objections of every kind and nature be, and the same hereby are, overruled and denied. CONFIRMATION SECTION 3. That the final assessment and diagram for the proceedings, as contained in the Engineer’s Report is hereby approved and confirmed. SECTION 4. That the public interest and convenience requires, and fhis legislative body does hereby order the maintenance work to be made and performed as said maintenance work is set forth in the Engineer’s Report, and as previously declared and set forth in the Resolution of Intention. SECTION 5. That the assessments contained in said Report for the next fiscal year are hereby confirmed and levied upon the respective lots or parcels of land ,e 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 in the District in the amounts set forth in said final Report. It is hereby further determined that all assessments have been apportioned properly in accordance with the benefits that each parcel receives from the proposed maintenance works of improvement. ANNUAL ASSESSMENT INCREASE SECTION 6. Future assessment increases will be caused by reason of increases in the costs of labor, materials and utility cost increases applied to energy rates and water fees. Assessments can be subsequently modified and increased, as authorized by Section 54954.6 of the Streets and Highways Code of the State of California, to reflect annual increases in the costs of labor and materials based upon the Consumer Price Index, Sun Oiego, as published by the Department of Labor, computed for the first index in March of each year, and those above referenced changes will not constitute new and/or increased assessments requiring additional notification. FILING AND RECORDING SECTION 7. That the above referenced diagram and assessment shall be filed in the office of the City Clerk, with a certified copy to be filed in the office of the Administrative Coordinator-Special Districts. Said diagram and assessment, and the certified copy thereof, shall be open for public inspection. SECTION 8. That the City Clerk is hereby ordered and directed to immediately file a certified copy of the diagram and assessment with the County Auditor. Said filing to be made no later than the third Monday in August. ENTRY UKON THE ASSESSMENT ROLL SECTION 9. That after filing of the diagram and assessment, the County auditor shall enter on the County Assessment Roll opposite each lot or parcel of land the amount assessed thereupon, as shown on the assessment. COLLECTION AND PAYMENT SECTION 10. The assessments shall be collected at the same time and in the same manner as County taxes are collecfed, and all laws providing for the collection and enforcement of County taxes shall apply to the collection and enforcement of the assessments.
