RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. 016- 398 APPROVING the Street
Change, SNC 96-02 - renaming Halley Drive to Camino Hills Drive.
ITEM EXPLANATION:
On October 2, 1996, the Planning Commission conducted a public hearing and recomm
approval (6-0) of a street name change to rename Halley Drive to Camino Hills Drive. The
initiating the proposed street name change to remove the conflict and uncertainty surroundins
of the two approved street names is the official name of the continuous roadway created
connection of Halley Drive and Camino Hills Drive. The connection of these two stree
necessiated by the secondary access needs of surrounding development, and the City's
Naming Policy requires that a single street name be assigned to this new roadway configuratic
The recommendation to rename Halley Drive to Camino Hills Drive is based on the fact thz

Twelve letters from residents of the Camino Hills Mobilehome Park were received in suppor
proposed street name change, and one person spoke in support of the proposal at the P~
Commission hearing.
ENVIRONMENTAL REVIEW:
The renaming of a street is exempt from environmental review pursuant to Section 15301 (9:
State CEQA Guidelines. The Planning Director will issue a Notice of Exemption upon final
determination.
FISCAL IMPACT:
Since the proposed street name change is City initiated, the City will bear the minima
associated with the replacement of a street name sign.

SUBJECT: SNC 96-02- HALLEY DRIVE STREET NAME CHANGE - Request for a
street name change that would change existing Halley Drive to Camino Hills
Drive for that portion located in the Carlsbad Research Center.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3990,
RECOMMENDING APPROVAL of Street Name Change No. SNC 96-02, based upon the
findings and subject to the conditions contained therein.
11. INTRODUCTION
The proposed City initiated street name change would rename Halley Drive, a former cul-de-sac
street in the Carlsbad Research Center, to Camino Hills Drive, an existing local street providing
access to the Camino Hills Mobilehome Park. Due to the secondary access needs of projects in
this area, the City Engineer determined that a connection should be made between existing
Halley Drive and Camino Hills Drive thereby creating through access to Faraday Avenue for the
residents of the Camino Hills Mobilehome Park and Evans Point subdivision and through access
to El Camino Real for occupants of Carlsbad Research Center Phase V businesses located west
of College Boulevard. These two streets have therefore become one continuous street with a
different name at each end which conflicts with the City’s Street Naming Policy. The proposed
street name change will resolve this conflict by assigning a single street name to the entire length
of the roadway thereby deleting the second street name.
111. PROJECT DESCRIPTION AND BACKGROUND
The City has initiated the proposed street name change due to changes in the roadway design of
two existing streets occurring as a result of the secondary access needs of existing development
and projects currently under construction. Halley Drive was approved as an industrial cul-de-
sac street providing access to two lots which front on both Halley Drive and Faraday Avenue in
Phase V of the Carlsbad Research Center. Camino Hills Drive was approved as a local street
providing access to the Camino Hills Mobilehome Park from a temporary connection to El
Camino Real. At the time the Carlsbad Research Center and Camino Hills Mobilehome Park
subdivision maps were approved, it was not intended that Halley Drive and Camino Hills Drive
would connect. Due to intersection spacing standards, the Camino Hills Drive intersection with
El Camino Real was approved temporarily until surrounding development could provide an
alternate access point; the Evans Point subdivision subsequently provided the Camino Hills
Mobilehome Park with an access to El Camino Real via Jackspar Drive. The Evans Point e

subdivision necessitated the extension of Camino Hills Drive to the southwest to connect with
Halley Drive to provide secondary access. Also, since secondary access for Phase V (west of
College Blvd.) of the Carlsbad Research Center was to be provided by Faraday Avenue and
future Cannon Road, the connection of Halley Drive and Camino Hills Drive provided
immediate secondary access to the occupants of Phase V of the Carlsbad Research Center.
City Council Policy 20 regulates the naming or renaming of public streets. The policy specifies
that streets which change direction 90 degrees between intersecting streets should have a
different name. The connection of Halley Drive and Camino Hills Drive resulted in a relatively
straight, continuous roadway which does not change direction. Therefore, the proposed street
name change will designate a single street name for the entire length of the roadway.
IV. ANALYSIS
The recommendation of approval for the proposed street name change was developed by
analyzing the proposed street name change for conformance with General Plan Circulation
Element policies and City Council Policy No. 20 (“Street Naming and Addressing Policy”).
A. General Plan
The General Plan Circulation Element includes a policy requiring the City’s maintenance of an
official street naming policy which removes conflicts, duplication and uncertainty. The proposed
street name change is necessary to remove the conflict and uncertainty surrounding the new
street configuration with regard to which of two approved street names is the official street name.
By removing the uncertainty regarding the correct street name, better and less confusing
circulation through the area is ensured, including timely emergency response. Conformance
with the City’s Street Naming Policy for the purpose of removing this conflict and uncertainty is
achieved by the proposed street name change as explained under Item B below.
B. City Council Policy No. 20
The City’s Street Naming Policy requires different names for public or private streets which
change direction 90 degrees between intersecting streets. The connection of Camino Hills Drive
and Halley Drive created one continuous street which does not change direction. Therefore,
changing the Halley Drive street name to Camino Hills Drive, i.e. assigning a single approved
street name to the entire roadway, is consistent with Policy No. 20.
Staffs recommendation to use Camino Hills Drive rather than Halley Drive is based upon the
fact that no structures exist on Halley Drive, while Camino Hills Drive was named after the
adjacent mobilehome park community and serves to identify its location in the City. The
residents of the Camino Hills Mobilehome Park have utilized Camino Hills Drive to access their
homes for many years, and renaming this street would be more disruptive to the surrounding
community than the proposed Halley Drive street name change.
Other policies for naming streets are not analyzed in this report since an existing approved street
name is proposed to replace Halley Drive.

V. ENVIRONMENTAL REVIEW
Changing existing street names qualifies as a minor alteration of existing public facilities
involving no or negligible change of use. The proposal is therefore exempt from environmental
review pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption
will be issued upon final project determination.

BACK GROUND: Due to the number of streets existing and planned in
City of Carlsbad, the City Council determined that it was in the PI -
interest to adopt a policy for naming and numbering new public and pri
streets and changing the names of existing streets, according to authc
given in Section 34091.1 of the Government Code. The Community Develop
Director has determined that it is in. the public interest to revise the exic
policy for naming and numbering new public and private streets to con

PURPOSE:

Chairman Compas announced to the applicant, Commissioners and the public that if the Commission
recommends approval of this item, it will be fomvarded to the City Council for its consideration.
Project Planner Anne Hysong briefly outlined the project, informed the Commission that 12 letters from
Camino Hills Drive area are supporting the change have been received, and recommended that the
Commission recommend approval of SNC 96-02 to the City Council.
Chairman Compas opened the public testimony.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Carlsbad will
hold a public hearing at the Council Chambers, 1200 Carlsbad Village Drive, Carlsbad,
California, at 6:OO p.m. on Wednesday, October 2, 1996, to consider a request for a
street name change that would change existing Halley Drive to Camino Hills Drive for
that portion located in the Carlsbad Research Center.
Those persons wishing to speak on this proposal are cordially invited to attend the
public hearing. Copies of the staff report will be available on and after September 26,
1996. If you have any questions, please call Anne Hysong in the Planning Department
at (619) 438-1 161, extension 4477.
If you challenge the Street Name Change in court, you may be limited to raising only
those issues you or someone else raised at the public hearing described in this notice
or in written correspondence delivered to the City of Carlsbad at or prior to the public
hearing.

CHANGE, RENAMING HALLEY DRIVE TO CAMINO HILLS
DRIVE FOR THAT PORTION LOCATED IN THE CARLSBAD
RESEARCH CENTER.
CASE NAME: HALLEY DRIVE STREET NAME CHANGE
CASE NO.: SNC 96-02
WHEREAS, pursuant to the provisions of the Municipal Code, the I
Commission did, on October 2, 1996, hold a duly noticed public hearing as prescribed b
consider a Street Name Change; and
WHEREAS, the City Council of the City of Carlsbad, on the 19t h day 01
NOVEMBER , 1996, held a duly advertised public hearing to consider said Stre1
Change and at that time received the recommendations, objections, protests, commen
persons interested in or opposed to SNC 96-02; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Counc

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A STREET NAME
CHANGE, RENAMING HALLEY DRIVE TO CAMINO HILLS
DRIVE FOR THAT PORTION LOCATED IN THE CARLSBAD
RESEARCH CENTER.
CASE NAME: HALLEY DRIVE STREET NAME CHANGE
CASE NO.: SNC 96-02
WHEREAS, pursuant to the provisions of the Municipal Code, the P1i
Commission did, on October 2, 1996, hold a duly noticed public hearing as prescribed by
consider a Street Name Change; and
WHEREAS, the City Council of the City of Carlsbad, on the 19th day of -
NOVEMBER , 1996, held a duly advertised public hearing to consider said Street
Change and at that time received the recommendations, objections, protests, comments
persons interested in or opposed to SNC 96-02; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council
City of Carlsbad as follows: ,
1. That the above recitations are true and correct.

2. That the City Council APPROVES Halley Drive Street Name (
SNC 96-02, and that the findings and conditions of the PI4
Commission as set forth in Planning Commission Resolution No. 3'
