HomeMy WebLinkAbout1996-12-03; City Council; 13926; Sambi Seaside HeightsP 9 0 2 % p 2 s f 8 FINAL MAP CARLSBAD TRACT NO. 92-02 SAMBI SEASIDE HEIGHTS RECOMMENDED ACTION: Adopt Resolution No. %- 40 5 Seaside Heights. approving the Final Map for Carlsbad Tract No. 92-02, Sambi ITEM EXPLANATION: Engineering staff has completed checking the Final Map of Carl&ad Tract 92-02, also known as Sambi Seaside Heights. This is the first map of the 277 dwelling unit, single family and multi- family residential project. This subdivision is within Local Facilities Management Plan (LFMP) Zone 20 and is located south of Palomar Airport Road and east of Hidden Valley Road. It is comprised of 144 lots with uses as follows: 137 single family residential lots, 3 multi-family residential lots, 3 coastal deed restricted lots, 1 community facilities lots and 1 remainder parcel. The Final Map conforms substantially with the vesting tentative map as approved City Council on March 22, 1994 per Resolution No. 94-87 and as amended by Planning Commission on Aug. 21, 1996 per Resolution No. 3977. The Final Map also conforms to the General Plan and all the applicable requirements of the Municipal Code and City Standards. The applicant, Sambi Seaside Heights, L.L.C., a California Limited Liability Company, is requesting the recordation of said Final Map. This map has been found to be consistent with the Growth Management Ordinance. The project density is 4.36 dwelling units per acre which is within the density range of 4-8 du/acre specified for the RM portion of the site as indicated on the land use element of the General Plan, and is at or below the Growth Control Point of 6.0 du/acre. For the RLM portion of the site, the project density is 3.09 dwelling units per acre which is within the density range of O-4 du/acre and is below the growth control point or 3.2.du/ac. This map has been found to comply with the requirements of LFMP Zone 20. Currently, all public facilities within, or impacted by, Zone 20 meet or exceed the adopted performance standards. For a more complete analysis of the public facilities impact for this project, please see the attached Local Facilities Impact Assessment Form. The site has been previously graded as part of the mass grading previously approved for the grading of Aviara Parkway and Hidden Valley Road. In conjunction with the mass grading operation, the applicant has entered into an agreement with the California Coastal Commission, creating a deed restriction over the open space areas within the subdivision. This deed restriction prohibits any encroachment into said areas in perpetuity. Also in conjunction with the mass grading, the applicant has contracted with a licensed environmental consultant to provide construction observation and monitoring services for the mitigation measures required by the tentative map. - Page 2 of Agenda Bill No. FISCAL IMPACT: This project will generate the following fees at building permit issuance: 1. 2. 3. 4. 5. The exact amount of Public Facility Fees are unknown until the applicant submits the application for Building Permits. Public improvements for this project include, roadway improvements, drainage system, potable water system, reclaimed water system, and sewer system all to City Standards. No detailed economic impact analysis of this development has been conducted. While increased operating expenses related to this project are expected to be offset from the increased tax or fee revenue, no exact percentage of offset can be predicted. This project is located within Community Facilities District (CFD) No. 1. Upon recordation of the Final Map, the CFD No. 1 special tax will be apportioned to all lots within the subdivision. Because this is a residential subdivision the owner will be required to pay the one-time special development tax upon issuance of each building permit within the project. SAMBI SEASIDE HEIGHTS. WHEREAS, Sambi Seaside Heights, L.L.C., A California Limited Liability Company, has submitted a Final Map known as Carlsbad Tract No. 92-02 to the City of Carlsbad for approval; and WHEREAS, the Vesting Tentative Map of Carlsbad Tract No. 92-02 with conditions, was approved by the City Council on March 22, 1994, pursuant to Resolution Number 94-87; and WHEREAS, the Revised Vesting Tentative Map of Carlsbad Tract No. 92-02 with conditions, was approved by Planning Commission on August 21, 1996 pursuant to Resolution Number 3977; and 12 13 WHEREAS, the City Engineer has determined that said map substantially conforms to 14 said conditionally approved revised vesting tentative map; and 15 WHEREAS, the conditions of approval for said Final Map have been completed or 16 secured; and 17 WHEREAS, the developer has offered drainage, trail, public street, public utility and open 18 space easements for dedication to the City of Carlsbad; and 19 WHEREAS, the Final Map conforms to the City of Carlsbad General Plan and all 20 requirements of City Codes and Standards; and 21 WHEREAS, the City Council of the City of Carlsbad determined it to be in the public 22 interest to approve said Final Map. 23 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 24 California, as follows: 25 1. That the above recitations are true and correct. 26 2. That said Final Map known as Carlsbad Tract No. 92-02 from Sambi Seaside 27 Heights, L.L.C., which is on file with the City Engineer and is incorporated herein by reference, is 28 accepted.
