AMENDMENT NO. 4TO THE CONSULTANT AGREEMENT
WITH ELLORIN CONSULTING ENGINEERS FOR
CONSULTANT PLANCHECKING SERVICES
RECOMMENDED ACTION:
Adopt Resolution No. 76 - 0 9 approving Amendment No. 4 to the consultant agreement with Ellorin Consulting Engineers, for consultant planchecking services.
ITEM EXPLANATION:
The demand for planchecking services has significantly exceeded estimates for the first quarter. This is due to an increase in activity as evidenced by an increase in planchecking revenues over what had been projected.
The estimated planchecking revenue for the year was $800,000. On September 30, 1996, planchecking revenues were $543,353 which is 2.7 times what was originally estimated for the quarter. Although some leveling off of revenues is anticipated, total annual planchecking revenues are expected to be significantly higher than planned.
To maintain current service levels, existing contracts with firms that provide the City's planchecking services need to be increased. At this time, it is recommended that the City Council approve an
original contract amount was $16O,ooO, this would result in a total annual contract not to exceed increase to the City's contract with Ellorin Consulting Engineers in the amount of $90,000. Since the
$250,000. This increase is conservative in relation to the higher level of activity.
FISCAL IMPACT
Sufficient funds are currently budgeted in the Engineering Operating Budget to cover the requested contract increase for Ellorin Consulting Engineers through the contract expiration date. An additional appropriation will be requested in a separate agenda bill to provide sufficient funding for the remainder of the fiscal year for the period after the contract is renewed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING AMENDMENT NO. 4 TO THE
CONSULTANT AGREEMENT WTH ELLORIN CONSULTING
WHEREAS, the City Council of the City of Carlsbad, California has considered the need
to provide planchecking services; and
WHEREAS, sufficient funds are available from current appropriations; and
WHEREAS, an Amendment No. 4 to the existing consultant agreement with
Ellorin Consulting Engineers, for consultant planchecking services has been prepared and
submitted hereto,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That Amendment No. 4 to the Agreement between the City of Carlsbad and
Ellorin Consulting Engineers, is hereby approved and the Mayor is authorized and directed to
execute said agreement. The City Clerk is authorized and directed to forward copies of the
signed Amendment No. 4 to Agreement for Consultant Planchecking Services as shown
