RECOMMENDED ACTION: Adopt Resolution No. 9 h - 4 I % approving the Cost Sharing Agreement betwc the City of Carlsbad, the Carlsbad Unified School District and the Encinitas Union Sc District for the Drug Abuse Resistance Education (D,A,R,EJ Program for fiscal year 1996-97, ITEM EXPLANATION: The City has agreed to provide the the Carlsbad and Encinitas school districts with th D.A.R.E. Program for its elementary schools for fiscal year 1996-97. The City has alsc agreed to provide the D.A.R.E. Program to Carlsbad School District's Junior High pro! The Police Department has staffed one D.A.R.E. Officer to Carlsbad and Encinitas elementary schools and one to the Carlsbad Junior High School in accordance with t agreement. Each school district has agreed to pay for one half of the cost of their pro! The cost of each officer is $60,434. Carlsbad Unified School District's cost share fort D.A.R.E. Program for both the elementary and junior high school program is $31,226; Encinitas Union School District 's cost share for the elementary school is $9,066 - a tc $40,292. FISCAL IMPACT: The cost sharing payments of $40,292 will be placed into the General Fund Expense Account and will be used to offset the cost of the D.A.R.E. Program to the City. EXHIBITS: 1. That the cost sharing agreement for the DARE Program, attacl hereto as Exhibit 2, between the City of Carlsbad and the Carlsbad U School District is hereby approved. 2. I COST SHARING AGREEMENT This agreement is made and entered into at Carlsbad, California, this 3rdday of September , 19% by the City of Carlsbad, a municipal corporation hereinafter called "City", and Carlsbad Unified School District, a unified school district, hereinafter called "School District". WHEREAS, the City and the School District find that it would be mutually beneficial to share costs of the Drug Abuse Resistance Education program, hereinafter called D.A.R.E., the parties agree as follows: The City agrees to provide the School District with an eletnentary and junior high school D.A.R.E. program as described in Exhibit "An AND "B and the School District agrees to pay the City a sum certain of $31,226 toward the cost of this program. MODIFICATIONS AND SCHEDULING The description of the program in Exhibit "A" AND "B" is a general guideline only and minor modifications may be made by the City. Scheduling of the programs is at the discretion of the City. CONDITIONS , This agreement is based on the following assumptions: 1) Cartsbad Unified School District agrees to provide $31,226 toward the cost of the elementary and Junior High School D.A.R.E. program. 2) School enrollment at Carlsbad Unified School District and Encinitas Union School District is approximately the same in the 1996/1997 school year as in the 1995/1996 school year. If either of the two assumptions prove to be false, this agreement is VOID. 0 e - The term of this agreement extends from July 1, 1996 to June 30, 1997. METHOD AND TIME OF PAYMENT The School District agrees to pay the City in the following manner: One-half of the amount due will be paid no later than December 31, 1996. The remaining one-half will be paid no later than June 30, 1997. CITY EMPLOYEES City employees who perform duties under this agreement are not, for any purposes whatsoever, employees of the School District. A semester course will be given to students in their last year at each elementary school. Topics covered will include but not be limited to: Showing students how to say no to peers who offer them drugs. Developing self-esteem. Being assertive. Understanding the social pressures which encourage drug use. Learning positive things they can do instead of using drugs. An abbreviated program will also be given to children from kindergarten the fifth grade. The elementary program will be administered and presented by one poli officer. 4 a 0 * Exhibit I3 Junior High School Level, The D.A.R.E. Program at the Junior High level will include but not be hi1 to: Reinforcing techniques for saying no to others who offer drugs. Feeling good about oneself'. Being assertive. A semester course will be given to students during the eighth grade. . Students in other grades will receive an abbreviated program.
