RECOMMENDED ACTION:
Adopt Resolution No. 9 b - 4& 1 approving Amendment No. I to the consultant agreement with Dokken Engineering for the plancheck of Agua Hedionda Channel Bridge and El Camino Real Bridge in Cannon Road.
ITEM EXPLANATION:
The Local Facilities Management Plans (LFMP) for Zones 8, 13 and 24 require the construction of Cannon Road from its easterly terminus at Armada Drive to El Camino Real. The construction of this segment, known as Cannon Road West, is necassary to provide the acceptable level of service for the arterial street system within those LFMP Zones. Due to economic constraints on the properties within these LFMP zones, the Cannon Road West Fee Program was developed to fund the design and construction of the road. On March 19, 1996, the City Council approved the appropriation of funds for the design of the Cannon Road bridges. The agreement with Dokken Engineering provides the necessary plancheck services to complete the bridge design process.
Dokken Engineering was selected and retained as the best qualified Structural Engineering firm to plancheck the bridge for Cannon Road over Macario Canyon. Inclusion of Reach 2 of Cannon Road

The City has an existing agreement with Dokken Engineering to plancheck Macario Canyon Bridge.
This action would initiate Amendment No. 1 to that agreement.
ENVIRONMENTAL
The project is for the plancheck of the Cannon Road bridges which have no environmental impact.
Cannon Road has two certified EIRs that address the road alignment and include the bridges. Cannon
Road Reach 1 EIR 87-2 was for Macario Canyon Bridge and Kelly Ranch EIR 83-4 was for Agua
Hedionda Bridge.
FISCAL IMPACT:
The project is funded from CFD #I Special Taxes, Transnet Revenues, and Cannon Road West Fees.
Sufficient funds are available from current appropriations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
AGREEMENT WlTH DOKKEN ENGINEERING FOR THE PIANCHECK
CALIFORNIA, APPROVING AMENDMENT NO. 1 TO THE CONSULTANT
OF AGUA HEDIONDA CHANNEL BRIDGE AND EL CAMINO REAL
BRIDGE IN CANNON ROAD.
WHEREAS, the City Council of the City of Carisbad, California has considered the need
to appropriate funds from the Cannon Road West Fee District for the design of the improvement
plans for Agua Hedionda Channel Bridge and El Camino Real Bridge in Cannon Road; and
WHEREAS, the contractor, Dokken Engineering possesses the necessary skills and
qualifications to provide the services required to perform the bridge plancheck; and
WHEREAS, sufficient funds are available from current appropriations; and
WHEREAS, staff has solicited proposals from qualified civil engineering firms to provide
these necessary services to the City; and
WHEREAS, an amendment to the consultant agreement with Dokken Engineering has
been prepared and submitted hereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows:
1. That the above recitations are true and correct.
2. That Amendment No. 1 to the Agreement between the City of Carisbad and Dokken
Engineering is hereby approved and the Mayor is authorized and directed to execute said

agreement. The City Clerk is authorized and directed to forward copies of the signed
Amendment No. 1 to Agreement for Bridge Plancheck Services, as well as the Engineering
Department for processing.

AMENDMENT NO. 1 TO AGREEMENT FOR
BRIDGE PLANCHECK SERVICES
This Amendment is entered into and effective as of the 23rd day of
DECEMBER , 1996, amending the agreement dated June 4, 1996 by and between
the City of Carlsbad, a municipal corporation, hereinafter referred to as "City", and DOKKEN
ENGINEERING, hereinafter referred to as, "Contractor" for the necessary bridge plancheck
services for preparation of a bridge plancheck report; and Contractor possesses the necessary
skills and qualifications to provide the services required by the City.
RECITALS
WHEREAS, the initial agreement, dated June 4, 1996 identified a scope of work
detailing the requirements of the bridge plancheck and associated report for Macario Canyon
Bridge; and
WHEREAS, the parties to this aforementioned agreement desire to alter the
scope of work as follows: provide the same plancheck services and report for the plancheck of
Agua Hedionda Creek Bridge and the El Camino Real bridge; and
WHEREAS, Contractor possesses the necessary skills, experience, professional
expertise, financial abilities, and other qualifications to provide said services required by City; and
WHEREAS, a supplehental scope of work and fee schedule have been
negotiated and agreed to between the parties hereto, and as shown on Exhibit "A Scope of
Services and Fee; and
WHEREAS, the City of Carlsbad, California, hereby finds it necessary, desirable,
and in the public interest to proceed with this Amendment No. 1 for said additional work.
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor hereby agree as follows:
1. Contractor shall provide services as outlined on the attached Exhibit "A".
2. City shall pay Contractor for all work associated with Paragraph 1 above, on a
lump sum basis not-to-exceed $14,300.00. Contractor shall provide City invoices, as detailed in
Exhibit "A", Table 5 and 6, for approval by City.

3. All other provisions of the aforementioned agreement entered into on June 4,
1996, by and between City and Contractor shall remain in full force and effect.
4. All requisite insurance policies to be maintained by the Contractor shall include
coverage for the amended assignment and scope of work.

Review Data and Layout Check
Dokken will perform initial review of plans and all documents, paying special attention to data and
criteria affecting bridge layout, such as high water elevation and freeboard requirements, right-of- way, easements and scour requirements. The purpose of the initial review is to understand
design-related issues prior to starting the full review.
Dokken will perform Layout check. As a first step in checking the bridge plans, a review of the
layout will be completed. Review of the profile and superelevation will be performed.
Dokken will perform Typical Section Check.
Coordination with Designer
During the review process, Dokken Engineering will work closely with the Designer and City to
clarify important issues.

Independent Structural Calculations

City and Project Designer. The purpose of this meeting is to clarify all comments and resolve issues resulting from the review. A list of issues will be provided in advance of the meeting.

Follow-up Review
After the designer has made revisions to the PS&E package, Dokken will perform a follow-up
review will be performed to ensure that all changes have been adequately incorporated. This
process may take up to two iterations prior to the package being ready for Certification.
Certification
At the conclusion of the plan review and revision process, Dokken Engineering will provide
written "Design Certification" that the bridge PS&E package was prepared to and meets current
applicable standards.
