RECOMMENDED ACTION: Adopt Resolution No. 9 b - 4& 1 approving Amendment No. I to the consultant agreement with Dokken Engineering for the plancheck of Agua Hedionda Channel Bridge and El Camino Real Bridge in Cannon Road. ITEM EXPLANATION: The Local Facilities Management Plans (LFMP) for Zones 8, 13 and 24 require the construction of Cannon Road from its easterly terminus at Armada Drive to El Camino Real. The construction of this segment, known as Cannon Road West, is necassary to provide the acceptable level of service for the arterial street system within those LFMP Zones. Due to economic constraints on the properties within these LFMP zones, the Cannon Road West Fee Program was developed to fund the design and construction of the road. On March 19, 1996, the City Council approved the appropriation of funds for the design of the Cannon Road bridges. The agreement with Dokken Engineering provides the necessary plancheck services to complete the bridge design process. Dokken Engineering was selected and retained as the best qualified Structural Engineering firm to plancheck the bridge for Cannon Road over Macario Canyon. Inclusion of Reach 2 of Cannon Road the two additional bridges added to the Macario Canyon Bridge exceed the limit of funds that can be into the design effort has added bridge planchecking of two additional bridges. The plancheck fees for authorized by staff. Staff recommends that the City approve Amendment No. 1 to the agreement with Dokken Engineering, to provide the plancheck services for the Cannon Road and El Camino Real Bridges. The total fee of $28,300 covers the plancheck of all three bridges and is broken down as follows: Macario Canyon Bridge El Camino Bridge $14,000 $ 4,800 Agua Hedionda Channel Bridge $ 9,500 $28,300 The City has an existing agreement with Dokken Engineering to plancheck Macario Canyon Bridge. This action would initiate Amendment No. 1 to that agreement. ENVIRONMENTAL The project is for the plancheck of the Cannon Road bridges which have no environmental impact. Cannon Road has two certified EIRs that address the road alignment and include the bridges. Cannon Road Reach 1 EIR 87-2 was for Macario Canyon Bridge and Kelly Ranch EIR 83-4 was for Agua Hedionda Bridge. FISCAL IMPACT: The project is funded from CFD #I Special Taxes, Transnet Revenues, and Cannon Road West Fees. Sufficient funds are available from current appropriations. EXHIBITS: 1. Location Map 2. WHEREAS, the City Council of the City of Carisbad, California has considered the need to appropriate funds from the Cannon Road West Fee District for the design of the improvement plans for Agua Hedionda Channel Bridge and El Camino Real Bridge in Cannon Road; and WHEREAS, the contractor, Dokken Engineering possesses the necessary skills and qualifications to provide the services required to perform the bridge plancheck; and WHEREAS, sufficient funds are available from current appropriations; and WHEREAS, staff has solicited proposals from qualified civil engineering firms to provide these necessary services to the City; and WHEREAS, an amendment to the consultant agreement with Dokken Engineering has been prepared and submitted hereto. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad, California, as follows: 1. That the above recitations are true and correct. 2. The purpose of the initial review is to understand design-related issues prior to starting the full review. Dokken will perform Layout check. As a first step in checking the bridge plans, a review of the layout will be completed. Review of the profile and superelevation will be performed. Dokken will perform Typical Section Check. Coordination with Designer During the review process, Dokken Engineering will work closely with the Designer and City to clarify important issues. 70% PS&E Plan Review Independent Structural Calculations calculations. As the checker verifies each detail or note, the plan is either highlighted if Dokken will perform Superstnrcture and Substructure Check by preparing independent adequate, or redlined if found inadequate. The result of the review will be a set of highlighted and redlined plans to be used as the basis for review with the designer, plus one set of indexed, bound and sealed structural calculations. Dokken Engineering will use the following bridge design software includes BDS, SEISAB and YIELD. In addition to calculations and comparison of details to other checked bridge plans, tables and nomographs from Caltrans’ Bridge Design Manuals will be utilized. Details and Notes will be performed for constructability and clarity. Special attention will be paid to the item list in During the structural review, Dokken will prepare a separate review of the plan details and notes the Estimate and Special Provisions to ensure that all work required to construct the bridge is covered as an item of work or covered by other items as described in the Special Provisions. The results of this review will be incorporated into the plan set returned to the City, as well as the Report for suggested changes or corrections. 90% PS&E Special Provisions Review verification that all items of work are covered and there is a method of payment for each item. The Report will be updated with each review and the Final report will include the Certification. Findings Meeting Dokken will attend and participate in a findings meeting between involved parties, including the City and Project Designer. The purpose of this meeting is to clarify all comments and resolve issues resulting from the review. A list of issues will be provided in advance of the meeting. 100% PS&E Follow-up Review After the designer has made revisions to the PS&E package, Dokken will perform a follow-up review will be performed to ensure that all changes have been adequately incorporated. This process may take up to two iterations prior to the package being ready for Certification.
