ITEM EXPLANATION: According to Council Policy Statement No, 36, salary increases granted to the Carlsbad City Employees’ Association (CCEA) will be passed through to General Management employees as these increases are granted to the CCEA. The terms of the current MOU with CCEA call for a 1.3% general wage increase effective December 30, 1996. Therefore, attached is the revised management salary schedule reflecting a 1.3% general wage increase effective December 30, Additionally, effective January 1, 1996, the 2% salary increase granted to CCEA, CPOA and CFA was passed-through to the respective general, police and fire management employees as either a salary adjustment or an equivalent cash compensation payment. The 2% pass-through was not applied to the management salary ranges at that time. The Council subsequently decided to continue to administer management compensation consistent with Council Policy Statement No. 36, pending a comprehensive review of the management compensation and performance appraisal systems. Therefore, it is necessary to correct the 1996 management salary ranges by 2% to be consistent with Council Policy. The attached revised management salary schedule reflects both the above noted 1.3% pass-through and this 2% correction to the 1996 salary FISCAL IMPACT: The cost of salary adjustments and related benefits for the 1.3% salary increase for FY 1996/97 amounts to approximately $60,000. There are sufficient funds in the Council’s contingency fund and management employees’ respective fund balances to pay for these adjustments. 1. ResolutionNo. 9 6- ‘?a? . 2. WHEREAS, Council Policy No. 36 specifies that salary increases granted to the Carlsbad City Employees’ Association (CCEA) shall be passed through to General Management employees; and WHEREAS, the CCEA will receive a 1.3% general wage increase effective December 30, 1996; and WHEREAS, funds for this salary adjustment are available in the Council’s contingency fund and management employees’ respective fund balances; and WHEREAS, effective January 1, 1996, the 2% salary increase granted to CCEA, CPOA and CFA was passed-through to the respective general, police and fire management employees as a salary adjustment but not applied to the management salary ranges at that time; and 1 WHEREAS, Council has subsequently decided to administer management 19 20 21 22 23 24 25 26 27 28 1 compensation consistent with Cokcil Policy No. 36; and WHEREAS, it is necessary to correct the management salary ranges by 2% to be consistent with Council Policy. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. That the 1.3% salary increase granted to CCEA will be passed-through to the general management employees effective December 30, 1996. 3. That the amount of $60,000 be transferred from the General Fund Contingency Account to support these salary adjustments. 4. That to be consistent with Council Policy No. 36, the management salary ranges will be corrected by 2% to reflect the salary increase that was given in 1996 but not applied to the salary ranges at that time. 5. That the Management Salary Plan as set forth in Exhibit A, attached hereto and made a part thereof, is hereby adopted.
