RECOMMENDED ACTION:
Adopt Resolution No. 3 7 -2- approving the extension and Amendment No. 2 to the agreement for environmental services for Cannon Road West.
ITEM EXPLANATION:
The Local Facilities Management Plan (LFMP) for Zones 8, 13, and 24 requires the cons Cannon Road from its easterly terminus at Armada Drive to El Camino Real. The cons this segment, known as Cannon Road West, is a requirement of development. Due to constraints on the properties within these LFMP zones, the Cannon Road West Fee Pro developed to fund design and construction of the road.
The Engineering Department has used Betty Dehoney of Tetra Tech, Inc., as a con! permitting for Cannon Road Reach 1 and 2 since 1988 when she was employe(
Technologies. In 1993, she left P&D and began working at Tetra Tech, Inc. Betty Det been working on the project for the last eight years and has the background knowledge to
the environmental permitting process that began when she was at P&D.
The original agreement with Tetra Tech was for several tasks associated with applyin obtaining permits from the California Department of Fish and Game, U.S. Army Corps of i and the California Coastal Commission as a result of impacts from the construction c Canyon Bridge and Agua Hedionda Channel Bridge. The City began the design as mitigation ratio of 5:1 would be required if the mitigation and construction are concurrent. I process of identifying suitable areas for mitigation, it was determined Macario Canyon dic the available acreage required for a 5:l ratio mitigation site. Amendment No. 1 required T Inc., to perform supplemental tasks to investigate other suitable areas for mitigation. Staf pursue a pre-impact mitigation plan at a 1:l ratio. Amendment No. 2 authorizes Tetra Tec design a conceptual wetland mitigation plan for construction impacts at the 1:l ratio. Tt agreement for the environmental services was for $17,320. Amendment No. 1, for $7,€ total of $24,990, fell below the $25,000 limit that requires City Council approval. The a Amendment No. 2 for $5,000 brings the total consultant fee to $29,990. Staff recommend Council approve Amendment No. 2 to the agreement with Tetra Tech to continue environmental services.
ENVIRONMENTAL:
The contract is for the design of the mitigation and environmental permit processing as rc the Environmental Impact Reports for Cannon Road Reach 1 EIR 87-2 and Kelly Ranch Ell
FISCAL IMPACT:
The project is funded from CFD #I Taxes, Transnet Revenues and Cannon Road We Sufficient funds are available from current appropriations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING EXTENSION AND AMENDMENT NO. 2 AND
THE EXTENSION OF AN AGREEMENT WITH TETRA TECH, INC., FOR
ENVIRONMENTAL SERVICES FOR CANNON ROAD WEST.
WHEREAS, funds are available in the Cannon Road West account; and
WHEREAS, Tetra Tech, Inc., has past project experience and involvement
project and has been selected as best qualified; and
WHEREAS, the extension and Amendment No. 2 to the consultant agreement v
Tech, Inc., has been prepared and submitted hereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of (
California, as follows:
1, That the above recitations are true and correct.
2. That sufficient funds are available in the Cannon Road West account.

is authorized and directed to execute said agreement. The City Clerk is authorized and
to forward copies of the signed agreement to the Engineering Department for processing.

SERVICES FOR CANNON ROAD REACH 1
The agf‘eement dated December 4, 1995 for necessary biological and ancillary servic
for preparation of environmental permits between the City of Carlsbad, a municipal corporation 2
Tetra Tech, Inc. is hereby extended for a period of three hundred sixty-five (365) days ending
March 3, 1997.
All other provisions in the original agreement shall remain in full force and effect, excl
that Section 1 and Section 4 are amended to read as follows:
Section 1:
Add the following: Task 8: Preparation of a wetland mitigation plan,
revegetation plan and report. The conceptual mitigation plan will utilize the existing mitigation data accumulated in the design of the 51 mitigation plans to develop a new conceptual mitigation plan. The new mitigation plan will be based on the need for 1:l mitigation. The mitigation site will be located within land currently in agricultural use in Macario Canyon adjacent to existing
wetlands.
The conceptual mitigation plan will be delineated on a 1”=40’ scale topographic map generated from City of Carlsbad base topographic maps.
The mitigation and revegetation report will include, at a minimum, the following information;
Introduction stating the project description and the goals and objectives
of the mitigation.
An explanation of the biological impacts and mitigation requirements.
Results of the soils and water analysis.
The revegetation plan including site preparation, plant palettes, planting
specifications and irrigation alternatives (i.e., best way to irrigate site,
alternatives considering no nearby water source). The plant palette,
container specimen number, size and type should be selected considering the City desire to have a viable habitat in one year.
Maintenance program description including the replacement of dead or
diseased plant material, weed control, pruning and staking, erosion control, site access and cowbird trapping.
Monitoring and reporting program describing the success criteria as
stated in the USFWS biological opinion and suggestions to update,
horticultural and botanical monitoring to ensure survival of the habitat.

This plan will be used to provide guidance for the City landscape
architect and engineer to design the revegetation landscape plans. The plan will
include generalized planting locations.
Twenty-one (21) calendar days after the Notice to Proceed, seven (7) copies of the draft report will be provided to the City for review and comment.
Fourteen (14) days after receiving the City comments, seven (7) copies of the final report shall be provided to the City. All expenses, including, but not limited
to travel, telephone charges, copying of documents, facsimile transmissions,
postage, meeting with City or their contractors and all other expenses incurred in
fulfilling this agreement are included in the $5,000.
Section 4
Add the following: City shall pay Contractor for all work associated with
Paragraph 1 above, on a time and materials basis not-to-exceed $5,000.
Contractor shall provide City on a monthly basis, copies of invoices sufficiently
detailed to include hours performed, hourly rates, and related activities and costs
for approval by City.
All insurance policies to be maintained by Contractor shall be extended to incll
coverage for this extension period.
