TITLE:
AWARD OF CONSTRUCTION CONTRACT FOR
BUENA VISTA CHANNEL DREDGING
PROJECT NO. 2489
RECOMMENDED ACTION:
Adopt Resolution No. c) 7 - S accepting bids and awarding a contract for the Buena Vista Channel Dredging, Project No. 2489.
ITEM EXPLANATION:
On November 12, 1996, the City Council approved the plans and specifications for the Buena Vista Channel Dredging and directed the City Clerk to advertise for construction bids. On December 17, 1996, the following two sealed bids were received:
1. DK Environmental $195,714.95 2. Rutledge Gradalls $340,000.00
ENGINEER’S ESTIMATE $200,000
Bids for the project have been reviewed and analyzed. The lowest responsible bidder is DK Environmental, at $195714.95. Staff, therefore, recommends the award of the contract
to DK Environmental.
Construction will begin in January 1997 and is scheduled to be completed within 55 calendar days.
ENVIRONMENTAL COMPLIANCE:
The City has secured California Coastal, U.S. Army Corps of Engineers, and State Fish & Game permits. As a condition of the permits, the City must perform the work in the months of January and February. The Planning Director has determined that due to the maintenance nature of the project, it is exempt from environmental review. The Notice of Exemption was filed on August 19, 1992.
FISCAL IMPACT:
The entire maintenance program, including staff time, is funded by the benefit assessments collected from the adjacent property owners. The districts fund balance is $447,573.
The total construction costs of this project is estimated at $265,715 as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE BUENA VISTA CHANNEL DREDGING PROJECT NO. 2489.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary, desirable, and in the public interest to dredge Buena Vista Channel; and
WHEREAS, two (2) sealed bids were received on December 17, 1996 for the project;
and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by DK
Environmental in the amount of $195,714.95; and
WHEREAS, City staff has analyzed DK Environmental’s bid and find no ambiguities
impacting their status as the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by DK Environmental, in the amount of $195,714.95 is
hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the Buena Vista Channel Dredging.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council .
held on the 7th day of January , 1997 by the following vote, to wit:

RESOLUTION NO. 97-6
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A DONATION FROM THE CARLSBAD ARTS ASSOCIATES AND APPROPROIATION THEREOF
WHEREAS, the Carlsbad Arts Office provides “a variety of quality cultural programs,
including all forms of visual and performing arts, to all Carlsbad residents”; and
WHEREAS, the purpose of the Carlsbad Arts Associates is to support the programs of the
Carlsbad Arts Office; and
WHEREAS, the Carlsbad Arts Associates is providing funds in the amount of $9,000 to .
assist with the City’s
summer jazz concert series; and
WHEREAS, the $9,000 will be deposited in the Arts Office Special Events Fund and funds
are to expended from this account.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
follows:
:: That the above recitations are true and correct. That the donation of $9,000 from the Carlsbad Arts Associates is accepted and appropriated to the Arts Office to support the summer jazz concert series.
