The Arts Commission voted to recommend approval at its December meetii The proposed artwork for the Shore Protection Wall access areas is a mosaic tile in variou colors. The design consists of 10 squares of tile widely spaced in the access areas to gi a highlight of color to the overall design and a continuity of motion created in the wall patter The areas will be recessed in the concrete so that the finished tile will be flush with the wa This is the final portion of the artwork to be approved. The wall design was approved b) City Council on August 13, 1996. The process began in 1990 with the selection of artist Raul Guerrero. The total amount of the contract is $30,000 which includes the design development, public meetings creating models for display and the implementation of the artwork. Selection of Artist The selection process used in selecting an artist for the Shore Protection Wall Project (Seawall) was a juried limited competition. Eight artists submitted application materials in response to the Request for Qualifications. The jurors for this Selection Panel met May 17, 1990, and were asked to consider the function of the Shore Protection Wall, the neighborhood context and the aesthetics of the site. The meeting was open to the public. The Selection Panel consisted of A) Mario Monroy, Carlsbad Beach Erosion Committee, Carlsbad resident B) Patra Straub, Carlsbad Arts Commissioner C) Richard Keely, artist and teacher, Carlsbad resident D) John Cahill, Municipal Projects Manager E) Pat Entezari, Engineering Department The Selection Panel met May 30, 1990 to interview the three Wsts. meeting was open to the public. The Panel selected artist Raul Guerrero. The '2. Arts Commission Approval The Arts Commission approved the selection of Raul Guerrero as the finalist for the Shore Protection Wall Project on June 7, 1990. The meeting was open to the public with opportunity for public input. 3. ArtistDesign Review Committee A design review committee was formed by adding two community members to provide community input to the Selection Panel (cornunity representatives live near the site.) The Design Review Committee met on July 3 1, 1990. The purpose of the design review meetings are to advise the artist on community context. The two residents added to the Panel were: Ophie Escobedo and Sarah Marquez The Design Review Committee discussed the importance of relating the artwork to the ocean environment, the multicultural nature of the neighborhood, and the need to embellish the "function" of the boardwalk area. Also discussed was safety and resistance to vandalism. "4. Arts Commission Review a 0 The Arts Commission voted to accept the preliminary drawings and concept of the artwork for the shore protection project as presented by the artist. The meeting was held on December 6, 1990 at the City Council Chambers. The meeting was open to the pubk The artist Raul Guerrero met with the Design Review Committee on December 19, 1990 to discuss design requirements for the artwork in relationship to the Carlsbad Boulevard Shore Protection Project. Raul Guerrero reviewed his design concept with the group. The Design Review Committee met on January 4, 1991 to review preliminary designs as discussed in the prior meeting. The Committee agreed to approve the design at this stage and to recommend the design to the Arts Commission. 5. Working Drawings Comdeted: Engineering Department and project consultants completed working drawings. US Army Corps of Engineers Approval Obtained on July 27, 1990. 6. 7. Planning Commission Approval Obtained on January 3 1,1991. 8. Coastal Commission ApDroval Obtained on July 1, 1991 and November 15, 1994. 9. Artist’s Model The artist constructed project models accurately illustrating the appearance and scale of the project. The models include: A) Drawings of the shore protection wall B) Models of 2 access areas C) Section of wall, actual size, 5’x4’ section, showing concrete color and texture D) Drawings of tile work for the bench backs (to be presented to the Arts Cornmission 8/1/96) * 10. Arts Commission Review The Arts Commission reviewed the artist’s design proposal for the tile to be placed on the backs of benches and around the planter areas, on August 1, 1996 at its e e regularly scheduled meeting. The artist gave a presentation and opportunity for public input was encouraged. The meeting was publicized in advance. In addition to the Arts Commission, the Design Review Committee attended and participated in the discussion prior to approval. 1 1. Public Display * A. The models were displayed at the City Library and the Branch Library for a total of five weeks. 96 comments were received. Approximately two-thirds of the comments indicated that 1) the art should be more relevant to Carlsbad or %)they disliked one or more of the eight images to be depicted in mosaic tile. * B. Public Information The Arts Office through press releases and photographs distributed to the media. publicized both the artwork and public display information * 12. Arts Commission Review In response to public comments, the Arts Commission directed the artist to submit a second proposal at its October meeting. The Commission appointed a sub- committee to meet with the artist to discuss the comments and various alternatives. * 13. Arts Commission Approval The artist presented his second proposal at the December 12 Arts Commission meeting. It was approved unanimously. *Opportunity for public input
