MARINER’S POINT, UNITS 1 & 2
RECOMMENDED ACTION:
Adopt Resolution No. 9 3 - 2z approving two final maps for Carlsbad Tract No. 91-12, Mariner’s Point, Units 1 & 2.
ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract No. 91-12, also known as Mariner’s Point, Units 1 & 2. This subdivision is located northwest of the intersection of Poinsettia
Lane and Aviara Parkway. The maps are comprised of 189 lots with uses as follows:
Unit 1 - 79 single-family residential lots, 1 open space lot, and 1 lot reserved for access purposes.
Unit 2 - 107 single-family residential lots, 1 lot for public access purposes and 1 remainder parcel.
The final maps conform substantially with the tentative map as approved by City Council on March
15, 1994 per Resolution No. 94-83, and as revised per the tentative map extension by City Council
on April 9, 1998 per Resolution No. 9&123. The final maps also conform to the Carlsbad Municipal
Code, the Subdivision Map Act, and City Standards. The applicant, Bramalea California, LLC, a
California limited liability company, is requesting the recordation of said final maps.
The maps have been found to be consistent with the Growth Management Ordinance and the
requirements of the Local Facilities Management Plan for Zone 20. Currently, all public facilities
within or impacted by Zone 20 meet or exceed the adopted performance standard. For a more complete analysis of the public facilities impact for this project, see the attached Local Facilities
Impact Assessment Form.
The project density is 5.4 du/acres and is below the Growth Management Control Point of 6 du/acre.
The findings required to approve the project (above/below) the Growth Control Point were made as a part of Planning Commission Resolution No. 3558 on November 17, 1993.
The developer has contracted with a licensed environmental consultant to provide construction observation and monitoring services for the mitigation measures required by the tentative map and the Environmental Impact Report for the subdivision.
FISCAL IMPACT:
This project will generate the following fees at building permit issuance:
1. Park-In-Lieu Fees (188 units @ 1,!575/unit) $292,950 2. Traffic Impact Fees (188 units @ 540Iunit) $100,440 3. Sewer Connection Fees (188 units @ 1,8lO/unit) $33W60
The exact amount of public facility fees are unknown until the applicant submits an application for building permits. Public improvements for this project include streets, curb and gutters, sidewalk, water, sewer and storm drainage improvements to City Standards and construction of streets, storm
drains and sawer as shown on the improvement plans. No detailed economic impact analysis of this development has been conducted. While increased operating expense related to this project are expected to be offset from the increased tax or fee revenue, no exact percentage of offset can
be predicted.

RESOLUTION NO. 97-22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING TWO FINAL MAPS FOR CARLSBAD TRACT NO. CT 91-12. MARINERS POINT UNITS 1 & 2.
WHEREAS, Bramalea California, LLC, a California limited liability company, has
submitted final maps known as Carlsbad Tract No. 91-12, Units 1 & 2, to the City of Carl&ad for
approval; and
WHEREAS, the tentative map of Carisbad Tract No. 91-12 with conditions was approved
by the Planning Commission on November 17, 1993 pursuant to Resolution No. 3556; and
WHEREAS, the City Council approved Planning Commission Resolution No. 3556 at its
meeting of March 15, 1994 pursuant to Resolution No. 94-83; and
WHEREAS, the City Council granted a one-year extension of time for said tentative map
at its April 9, 1996 meeting pursuant to Resolution No. 96-123; and
WHEREAS, the City Engineer has determined that said map substantially conforms to
said conditionally approved tentative map; and
WHEREAS, the conditions of approval for said final maps have been completed or
secured; and
WHEREAS, the developer has offered public streets and public easements for dedication
to the City of Carisbad; and
WHEREAS, the final maps conform to the City of Carisbad General Plan and all
requirements of City Codes and Standards; and
WHEREAS, the City Council of the City of Carlsbad determined it to be in the public
interest to approve said final map.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cartsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That said final maps known as Carlsbad Tract No. 91-12, Units 1 & 2 from Bramalea
California, LLC, which is on file with the City Engineer and is incorporated herein by reference, is
accepted.

3. That the City accepts the dedications shown on the final maps.
4. That the City Clerk is authorized to sign the Certificate of Acceptance on the final
maps.
5. That the City Clerk is authorized to cause the original final maps to be recorded in the
Office of the County Recorder of San Diego County, State of California.
6. That the City Clerk is authorized to release the maps to First American Title Company
for recording in the Office of the County Recorder.
