RECOMMENDED ACTION:
CITY I
Review and establish the City's Vision Statements and Goals for the 1997 calendar year.
ITEM EXPLANATION:
Each year, the City Council reviews the City's Five-Year Vision Statements and Goals for C
service areas, including Administration, Community Development, Cultural and Recreatior
Safety Services and Public Works. The Vision Statements provide a vision of what Carlst should look like in five years and the service area goals set forth specific programs i services to achieve this vision.
In creating and reviewing these statements and goals, the Council relies on input from citizc
and community organizations, as well as on personal preferences which are shaped by I
process of identifying visions, setting goals and adopting specific, measurable objectives
meet these goals. These visions provide staff with a visual picture of what Carlsbad sho
look like, and ensures that all activities are directed toward doing what is best for Carlst now and in the future.

Goal I:
Is a government that earns the support and respect of its citizens by providing services in
responsive, open and efficient manner.
Goal II:
Will always be managed in a fiscally sound, businesslike manner while balancing the
demands of the economy, funding operations and meeting the demands of the Capital
Improvement Program, the Growth Management Plan and the community.
Goal 111:
Leads through involvement in intergovernmental relations regarding regional issues at
