ENG CITY MGR. - RECOMMENDED ACTION: r; ..- Adopt Resolution No. authorizing staff to pursue Transportation Develop (TDA) funding from SANDAG For construction of bicycle and pedestrian facilities in various throughout Carlsbad. I I -‘: ,k ITEM EXPLANATION: Each year, SANDAG administers distribution of $2,500,000 for non-motorized facilities tl San Diego County for bicycle and pedestrian projects under special provisions of the Tran Development Act (TDA). Claims for this money can be initiated by any city located in 5 County by completing an application form and the annual TDA claim form. Projects subm be included in an adopted City plan and be included on the seven-year Regional Trar Improvement Plan (RTIP) update. This update, modified by adding new projects, is annually by the City’s Traffic Engineering Division staff. A resolution from the City Counc cycle for requesting TDA funding is required as part of the application process. At the January 6, 1997 meeting of the Traffic Safety Cammissian, the Commission recomr a 3-0 vote that TDA funding be pursued for the following four projects: 1. Funding for sidewalk construction is being requested to help complete the many missin! linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained funding from Si prepare a comprehensive Sidewalk Inventory Report. That report was completed an( prioritized locations throughout Carlsbad where sidewalks are needed. SANDAG 1 received, will be combined with the Capital Improvement Project (CIP) funding to begin cc of sidewalks in priority locations. In this application, the City will be requesting funding to support the construction of sidev portion of Chestnut Avenue between Monroe Street and El Camino Real. The TDA funds for the construction of this project is estimated at $70,600. 2. As a result of the increased residential and commercial development along the Palor vehicular traffic volumes. With the existing narrow lane configuration between a point 50 of Yarrow Drive and El Camino Real and increasing traffic volumes, bicyclehehicular a also be expected to increase without the widening of the roadway segment, including bi The estimated cost for the bike lane and sidewalk portions of widening Palomar Ail between a point 500 feet west of Yarrow Drive and El Camino Real is $184,500. 3. Cannon Road between Carlsbad Boulevard and Railroad Tracks This portion of Cannon Road is used by both commuter and recreational bicyclists i thoroughfare to access various recreational areas and employment centers, Le., the coa route on Carlsbad Boulevard, various State beaches, and a number of commercial, inc government offices. With the increased residential and commercial development along t Road corridor east of Interstate Highway 5, specifically the Carlsbad Ranch project anc improvement of the undeveloped residential land uses, commuter bicycling is expected as vehicular traffic volumes also increase. The City Council has expressed an interest in providing a safe pedestrian and bicycle r infill areas of Carlsbad near schools and adjacent to the Highland Drive corridor. This ir prompted by the need to address the uses based on the primarily residential land uses in There is a high volume of students, pedestrians, and bicyclists which use this route various elementary schools, one junior high school and/or one high school. Roadway improvements in this area are incomplete with large portions of the streets b. Hiqhland Drive Corridor Desiqn Study curb, gutters and sidewalks. The vision of this project is to study the Highland Drive a propose a design which would maintain the rural street atmosphere and include a desigr for pedestrian and bicycle traffic. The limits of the study would stretch along High between the Buena Vista and Agua Hedionda Lagoons. This study is estimated to cost $! The City’s proposed list of projects for application in the 1997-98 Transportation Develc funding cycle is $340,700. WHEREAS, the City Council of the City of Carlsbad, California has determir bicycle and pedestrian facilities shall be part of roadway improvements as indicatec Circulation Element of the General Plan; and WHEREAS, the San Diego Association of Governments (SANDAG) has solicit cities projects for the seven-year Regional Transportation Improvement Program; and WHEREAS, the construction of sidewalk improvements in Carlsbad has been incl the seven-year Regional Transportation Improvement Program; and WHEREAS, funds have been established and are available through SANDAG governments for construction of non-motorized improvements which include bicy pedestrian facilities.
