That the City Council adopt Resolution No. 9Q-55 accepting the Bloc funds and appropriating the funds to support the new North County Dm Program and finance a portion of the police department computer cor project. ITEM EXPLANATION: The City of Carlsbad’s application for funding under the US Depart Justice’s Local Law Enforcement Block Grants Program from the Omnibi Year 1996 Appropriations Act was approved in the amount of $83,130. These one-time funds can be used only to enhance but not repli enforcement budgets and must be spent within two years from the recei] grant. In summary, we must comply with the following actions to participate in t block grant program: Trust fund: The City must establish an interest-bearing trust fund to depo the block grant payment. Advisory board: The City must establish or designate an advisory board. T establishment of this board need not occur prior to applying for funds 1 must occur prior to the obligation of any bnds received. The board mi include representatives from at least the following groups: local 1 enfbrcement agency, local prosecutors office, local court system, local put school system, and a local non-profit group active in crime prevention drug use prevention or treatment. The advisory board must review t application and the board must be authorized to make non-bindi recommendations to the City on the use of the funds. Carlsbad Police Department joined with Escondido and Oceanside Poll Departments to form a partially-regional board. On January 8, 1997, t Carlsbad advisory board met. Attendees included the Honorable Mich; Burley, Judge, North County Municipal Court; Kris Anton, Assistant Chj North County District Attorney’s Office; George Suttle, Captain, Carlsk Police Department; Brad Wiscons, Director, Escondido Youth Encount and Sue Bentley, Assistant Superintendent, Carlsbad Unified School Distri I presented our proposal for the use of the block grant funds and advisc committee members supported our proposed use. Public hearing: At least one public hearing must be held regarding t proposed use of the funds and must be held prior to the obligation of t funds. Proposed expenditures: The police department is requesting that $20,0( of the total program cost be appropriated for the North County Regior Drug Court, and that the balance, $72,367 plus interest, be appropriated f the police department computer conversion project. These are both on time expenditures and fall within the guidelines of acceptable expenditur of the grant funds. Drug Court: One of the permitted uses of the grant funds is for t establishment of drug courts. Drug courts are being created nationwide a: cost-effective alternative to the incarceration of non-violent drug offendei Local agencies in North County have agreed with the District Attorne: block grant funds and/or police asset forfeiture fimds. Participati agencies include Escondido Police Department ($30,000), Oceanside Poli Department ($40,000). San Diego County Sheriff's Department ($40,00( and the Office of the District Attorney ($10,000). The contributions will directly to fund rehabilitation costs including treatment, counseling, dr testing, and job training. There are no personnel costs or 0th contributions required other than the cash contribution. The program u be monitored with periodic reports measuring the project outcome. Computer Conversion Project: A City study has recommended that t Safety Center convert from Mac to PC computers. The cost of the entj conversion is estimated to be over $330,000. The police departmen portion of the conversion expense is approximately $220,000. The poli department already has $101,000 budgeted this fiscal year in as: forfeiture fund for computers.
