HR ‘. DEPT. HD. CITY ATTY I CITY MGR. w RECOMMENDED ACTION: Adopt Resolution No. W-M revising the Senior Police Officer, Police Sergeant and Police Lieutenant job descriptions; establishing new classifications of Community Service Officers I, II, III, deleting the classification of Police Services Aide and transferring incumbents into the new job series; and amending the Carlsbad Police Department Salary Schedule. ITEM EXPLANATION: At the request of the Police Department, the minimum qualifications for the Senior Police Officer, Police.Sergeant and Police Lieutenant have been revised to include an increase in experience and education at each level, and clarification of the Police Officer Standards and Training (P.O.S.T.) certifications at each level. The Senior Police Officer, Police Sergeant, and Police Lieutenant revised job descriptions are submitted for approval and enclosed as Attachment A. By mutual agreement, the Carlsbad Police Association and Police management determined that the current minimum qualifications for these supervisory levels did not reflect the updated and progressive standards in the department. Subsequently, the minimum standards are proposed to be upgraded. All current incumbents meet the proposed standards. All revisions have been discussed and accepted by the Carlsbad Police Officers’ Association. The current Police Services Aide classification was established to perform non- hazardous tasks in support of sworn Police Officers, thereby relieving the Officers of routine duties. Over the years, these positions have been utilized in several areas, and evolved into various levels of responsibilities. Subsequently, the Police Department requested the development of a class series to recognize th C a i! various levels of responsibilities assigned to these positions. The mmunity Service Officers I, II and III job descriptions are submitted for proval and enclosed as Attachment B. The Community Service Officer I is the entry level and is intended to provide both clerical and routine support in the office and in the field. The Community Service Officer II is the journey level and is intended to provide field support in more specialized areas, such as, vehicle abatement and parking enforcement. The Community Service Officer III is the advanced level and is intended to be utilized in specialized tasks involving more critical or sensitive functional areas, such as, domestic violence, follow-up on traffic accidents or investigations. Based on a review of comparable positions both internally and externally, staff recommends the following salary ranges be approved and added to the Police Salary Schedule: Community Service Officer I Community Service Officer II Community Service Officer III $22,619.48 - $27,494.22 $23,750.48 - $28,868.84 Range 14 $24,937.90 - $30,312.36 Range 16 Range 18 0 0 AB# IY,nYrl , p. 2 of2 Further, staff recommends the deletion of the Police Services Aide classification and the reallocation of those two positions in the Police Department to Community Service Officer II and 111. The current salary range of Police Services Aide falls between the proposed salary ranges of the Community Services Officer I and II. Therefore based on a review of the duties of each incumbent, II level and the other incumbent into the Community Service Officer Ill level, The conversion of these positions and additional cost of transferring these incumbents into the new class series will be absorbed within the current year’s budget of the Police Department. FISCAL IMPACT: The estimated increased cost for the reclassification of these positions and transfer of these incumbents into the new classifications is $4,600 annually. The increased cost of approximately $2,300 for the remainder of FY 96-97 will be absorbed by the Police Department funded by salary savings from vacant positions. WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to revise the class specifications of Senior Police Officer, Police Sergeant, and Police Lieutenant, (Attachment A); and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to establish the classifications of Community Service Officer I, II and Ill (Attachment B), replacing Police Services Aide, and that the Police Salary Schedule (Attachment C) be amended; and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to reallocate two positions in the Police Department and transfer the two Police Service Aide incumbents to Community Service Officer II and 111 in the Police Department; and, WHEREAS, the City and the Carlsbad Police Officers’ Association have met and conferred on the impacts of this recommendation on represented employees. EXAMPLE OF DUTIES: Patrol City in radio car or on foot: answer calls for the protection of life and property, and the enforcement of city, county, and state laws; may conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, holdups, vehicles accidents, death, and other criminal incidents. DISTINGUISHING CHARACTERISTICS: Incumbents in the Community Service Officer I class assist in a variety of non-sworn and non-hazardous responsibilities supporting law enforcement functions that are limited to duties of a routine nature, such as, clerical duties and occasional field work. This class differs from the next higher level, Community Service Officer 11, in that the latter performs more difficult and journey-level duties working independently and in more specialized areas, such as, parking enforcement and vehicle abatement programs and field work. EXAMPLE OF DUTIES: Assist in interviewing victims and witnesses, screening and following up on investigations under the direction of a detective; Assist in examination of crime scenes and collection of evidence; Assist the District Attorney’s Office Wd probation officers in presentation of cases and court exhibits; As assigned, assist in administering the department’s designated programs, such as, domestic violence, juvenile diversion, child abuse, property and evidence, crime prevention, etc. Refer victims to the appropriate community resources; Testify in court as required; Coordinate safety education programs; Make presentations to various community organizations; Receive and respond to citizen inquiries and requests for police services in person and by telephone; Relieve sworn police personnel by handling time-consuming calls and giving and receiving information from the public; COMMUNITY SERVICE OFFICER I11 7 I c 0 0 Write preliminary reports and conduct follow-up investigations on reports of missing persons, runaways, and bike thefts; Maintain liaison with other agencies including, social, community and health service agencies, probation department, schools and other law enforcement agencies; Assist with special projects and assignments; Maintain a variety of statistics, Police files and logs, including utilizing automated recordkeeping systems and access to database information, such as, ARJIS. Assist in training new staff as assigned; Clear roadway and perform traffic control at accident scenes; Take traffic accident reports and reconstruct scene on paper; Conduct background checks on offenders; Photograph and fingerprint individuals; Supervise safety patrol and crossing guards; Perform any of the duties listed in the Community Service Officer I and I1 job descriptions; Perform other related duties as assigned. A typical background may include: Equivalent to graduation from high school and three years of progressively responsible experience performing police civilian duties at a level equivalent to the City’s classification of community Service Officer 11. Additional experience in a police-related area or vocational andor college level coursework in criminal justice are desirable. SPECIAL REOUIREMENTS: Possession of a valid California drivers’ license. Must pass a detailed background investigation which may include a psychological evaluation. Must be willing to work overtime, rotating evening, night, weekend and holiday shifts.
