BTEM EXPLANATION On August 20, 1996, the City Council authorized the mayor to execute an Agreement with the Carlsbad Convention and Visitor's Bureau for community promotion services. The City's Agreement with the Carlsbad Convention and Visitor's Bureau established $264,000 as the total amount of funding for the fifteen (15) month period from August 1, 1996 through October 31 , 1997. The contract includes $1 17,000 for the operation of the Visitor Information Center, and $147,000 for programs which include conducting a travel writer's program, promoting local community events, attending trade shows, and advertising. I I The Carlsbad Convention and Visitor's Bureau (CCVB) has submitted their first quarterly report summarizing the activity from August 1 , 1996 through October 31 , 1996. Payments from the City during this period totaled $37,399. The CCVB also raised an additional $14,484 from other sources which include a grant from the County of San Diego for $8,200, and $5,600 from local hotels. Expenditures for this period totaled $60,389, of which $23,400 or 39% were for operation of the Visitor Information Center. The remaining $36,989 in expenses were for programs; advertising was the largest single outlay in this category totaling $13,684 or 37%. The second largest category was for trade shows at $8,807, followed by promotion of community events at $5,600. Included in the attached exhibit is a Visitor Information Summary for the three-month period ending October 31, 1996. A comparison of this period to the same period in the previous year indicates that the number of visitors to the Carlsbad Visitor Information Center (9,942) increased by 3,082 visitors or 45% from the previous year, -3 bl% *-"I I FISCAL IMPACT : -> a .a 8 Funds for community promotion totaling $21 1 ,I 50 were authorized and appropriated with the 1996-97 budget. A ConVis staff member attends each meeting. The ConVis updated and reprinted its popular Dining Guide. The brochure provides informative data on all of Carlsbad's 143 eating establishments. On August 13, Diana Aaron met with representatives of SAT0 at Camp Pendleton, to enhance cooperation with their programs. On August 16, Steve Link, ConVis executive director, worked with a writer from Success Meetings Magazine for an article on Carlsbad. In mid-August, the ConVis purchased a new computer and 15" color monitor. The comp contains an Intel 133MHz Pentium Processor, with a 1.6GB HD and 16MB RAM. Other quality components included are, an internal 28.8 Data / 14.4 Fax Modem, 4X CD-ROM 3.5" Diskette Drives and Stereo Speakers. The system was pre-loaded with MS Windows 95. Software upgrades to the system include Intuit's Quickbooks (a financial based program), Eudora Lite, (an E-Mail program capable of decoding encrypted files sent over Internet), FaxWorks (a program to receive Fax and Voice messages), and MS Internet Explorer 3.01 with all current updates (browser for Internet access.) ConVis helped promote the Toshiba Tennis Classic, August 17-25, by distributing brochc and providing information to the local hotels so they could promote the event to their gut During August, the groundwork was laid for the German Film Fest slated for March 21-1 1997. The film festival will highlight German culture through films and attract internatic attention to Carlsbad. On September 9-13, Diana Aaron participated in the Sales Mission to Canada, sponsored the California Division of Tourism. About three dozen representatives of California communities and attractions participated in mini-trade shows in Victoria, Vancouver and Surrey. They met with travel agents, tour operators, travel planners and journalists. On September 11, the ConVis loaned its booth to the Carlsbad Chamber of Commerce fc the Mexport Trade Show in San Diego. An ample supply of ConVis brochures was pro\ as well. On September 17, Steve Link attended a conference hosted by the San Diego ConVis on cooperative advertising opportunities. . On September 17, Steve Link spoke in support of the Carlsbad Country Stores project at City Council meeting. The project offers potential to attract visitors, especially bus grou to Carlsbad. cvba\qtlydec.lpt I e 0 At the September meeting of the Hotel/Motel Committee on September 18, Jim Henry, the manager of Sea Poixnte Resort, was the featured speaker. On September 24 the initial meeting was held of the ConVis Task Force to evaluate ConVi programs designed to attract groups. The Task Force, chaired by Jim Samuels, marketing director, Four Seasons Resort, Aviara, will also explore additional programs the ConVis might adopt. Preceding this meeting, Diana Aaron surveyed each Carlsbad hotel on their opinions in this area. On September 28, Diana Aaron worked as a volunteer at the Carlsbad Girls Club Jubilee. On October 3, Steve Link and Diana Aaron attended a workshop sponsored by the San Di ConVis on working with meeting planners and groups. Steve Link was vice chairman of the Oktoberfest on October 5. The festive event is sponsored by Carlsbad's two Rotary clubs. On October 12, Diana Aaron participated in the Community Workshop Day at Carillo Ranch. In the future, the ranch may be an ideal site for special events associated with conventions being held at Carlsbad resorts. On October 17, Diana Aaron met with PRA, a San Diego-based destination management company, about cooperative efforts to bring groups to Carlsbad. ConVis revised and reprinted its visitors guide in October. More than 40,000 copies of 1 colorful 16-page guide were printed. The guide is distributed at travelhade shows and mailed to people inquiring about Carlsbad. The 40,000 is just a 12-month supply. At the October meeting of the Hotel/Motel Committee on October 16, Bert James, chair of the San Diego ConVis, was the featured speaker. On October 24, the: ConVis applied for a Domain Name for its web page on the Internet The name selected was www.carlsbadca.org. This will make the ConVis easier to find ( the Internet. On October 24, Diana Aaron met with Daphne Gilman, the meeting manager of NAMN discuss cooperative activities. On October 24, Diana Aaron gave a travel writer a tour of Carlsbad. On October 25-27, the Marketing Committee went on a retreat to Julian to update and reformat the Conv'is Marketing Plan. On October 28, the ConVis arranged for Seapointe Resort to be used as a site for a Kid Worth A Million press conference. We promote our 800 number (800-CARLSBAD) in every ad. We ask every person who phones us where they saw our ad. Frequently, people jot down our phone number when seeing our ad in a publication at their library or on an airplane and they can’t recall which publication it was. Some people will clip out an ad in a publication and hold on to it for a considerable lengtk time before contacting US for information. This is especially true in the spring. People hc on to our ads to be able to contact us with questions about the flower fields. Nrmerous studies have shown that at least 75% of the people who request a brochure abot domestic destination will sooner or later visit that destination. We distribute 40,000 brochures annually. lJnfortunately, for data tracking purposes, 12 hotels advertise in our brochure. This enab the visitor to contact the hotel directly to arrange for lodging. Not only are there more tourists strolling our strcets, there is more money in our cash registers. According to PKF Consulting, a Cos Angeles research firm, the increased revenues resulted from a 7 percent increaw in occupancy rates combined with a 7 percent increase in room rates. The following is in response to your questions. 1. Stats on telephone inquiries. We have four phone lines that come into the depot and rarely, if ever, do we have four st members on duty at any given time. Therefore, the first priority is to fully respond to whatever the caller is inquiring about, while leaving other callers on hold as short a time ~ possible. What we do ask every caller is how they obtained our phone number. Finding how many are in their party and why they are coming to Carlsbad only occurs if the situ2 permits. On the page of our quarterly report that lists the number of inquiries for various ads, we furnish you with the name and address of every person listed. However, these are peoplc who requested our information packet. Many more people than this call our office with questions that don't require us mailing them anything. So, I am furnishing you with two sets of documents: a breakdown by state of the request an information packet received by telephone and copies of the data we receive with our I telephone bill. I hope this is sufficient. 2. Efforts taken toward attracting groups. A. First of all, the Toshiba Tennis Classic, Village Street Faire, Mercedes Gc Championships PGA Tournament, San Diego Marathon, Carlsbad 5000 ar several other events definitely qualify as groups. We worked closely with of the above organizations during this reporting period. We also placed a the Orange County Register to promote the Village Street Faire ($1,599) paid $3,000 to In Motion to subsidize the advertising campaign associatec the San Diego Marathon. When we attend any travel show we have the opportunity to talk to travel’ agents and provide them information about our hotels. Some travel shows are more consumer-oriented and some travel shows are limited to travel agents, tour operators and tour wholesalers. This is the seventh year that we have participated in the Canadian Sales Mission sponsored by the California Division of Tourism (September 9-13). At Victoria, Vancouver and Surrey, we talked directly to travel agents and tour operators. No consumers were allowed at these events. No other Nort County community or organization has a representative participate in the interest in booking business in Carlsbad. Canadian Sales Mission. Attached is the list of agents who expressed an C. During this reporting period we modified our trade show schedule to markel less to consumers and more to travel agents and tour operators. We can’t d both with our budget constraints. We have added the following travel shows which will enhance our contact \ meeting planners, tour operators and travel agents. March 5-7 - Successful Meetings Marketplace March 9-13 - ITB Travel Show, Berlin March 20 - European Receptive Tour Operator Reception April 24-27 - California Travel Market June 1-4 - Pow-Wow Sept ? - Japanese Tour Operator Reception There is always a waiting list for booth space for Pow-Wow. We sent in a $2,000 deposit for booth space. The drawing is scheduled for January 3. ’ also plan to participate in The Canadian Sales Mission next September. Th trade show schedule for 1997 is attached. To participate in these shows, we will have to transfer funds from the Advertising and Travel Writer programs (with your permission) and we hac cancel participation in the following consumer/travel agent shows: Sacramento Travel Show Denver Travel Show Tucson Travel Show D. We are changing our advertising strategy away from consumer-oriented tra publications to travel agenthour operatodmeeting planner publications. Th ads usually require a two-month lead time. 2 a 0 In September, we placed a 1/3 page full-color ad ($4,826 plus $693 cost to produce the ad) in the November issue of Successful Meetings Magazine. In October, we placed a 1/6 page full-color ad in the California Travel Plannini Guide published each January by the California Division of Tourism ($1,215 plus $776 to produce the ad.) The cost of these ads in travel agent-oriented publications plus several others that we will contract with in the spring, will be offset by reductions in ad placements in such consumer publications as Motorland and the LA Times. E. We did list in our Activities section of the quarterly report a meeting Diana Aaron had with SATO representatives at Camp Pendleton on August 13. W work continually with the Billeting Office and now SATO to encourage then to use Carlsbad hotels rather than hotels in San Clemente or in other North County cities when meetings are being scheduled. In October, the Ramada Suites had to defer some scheduled room renovations because Camp Pendletl booked 1,OOO room nights at the Ramada for a Defense Department conference. Unfortunately, no TOT was due for this conference, so Ramad paid less TOT for October than the same month last year when, in actuality, business was up. F. Registering a Domain Name on our web page on the internet has resulted in dramatic increase in inquiries from travel agents and meeting planners. We forward the inquiries to the appropriate hotel. In the attached example, we provided the lead to eight hotels that could handle the group. G. I was interviewed in August by a writer from Succes@l Meetings Magazint Carlsbad’s hospitality industry. The article with full-color photos appeared the November issue. A reprint is attached. 3. Enclosed is a copy of our recently updated Marketing Plan. 4. The American version of this mind stretch'ing entertainment is generating considerable excitement well in advance of its scheduled 1999 corn pletion in this resort community 35 miles north of downtown San Diego. Not all the excitement is posi- tive, however. Since Carlsbad sures, many residents feel their idyllic lifestyle and people-size beach town are being threatened by the expansive development that LEGOLAND is designed to anchor, already offers a cornucopia of plea along with the recently opened Gemological Institute of America, a planned luxury resort, a golf course, and a string of upscale stores. 'Ironically," says Steve Link, manager of the Carlsbad Conven- tion and Visitors Bureau, 'their opposition may have actually helped convince LEGO to choose us from among some 200 compet- ing cities." The company, Link believes, probably found the idea of locating LEGOLAND in an area that needed it for economic rescue distasteful. "Because of our resi- dents' negative response, they perceived us as an upscale com- munity with access to a large, affluent population that is already well served by its hospitality infra- structure and recognized as a worldclass visitor destination." Through its activities, the ConVis promotes a healthy hospitality industry that benefits the community economically, producing jobs and generating tax revenues for thel city. The ConVis is governed by a volunteer board of directors who meet monthly to establish policy and oversee the staff. The directors represent a cross section of Carlsbad hotels and businesses.
