RECOMMENDED ACTION:
Adopt Resolution No. 8 7- 6 3 , to authorize an appropriation of $1,700 from the Hc
Fund for the Vista Winter Regional Homeless Shelter.
ITEM EXPLANATION:
The City of Vista is sponsoring a Winter Regional Shelter for the Homeless scheduled to open
1997 and to continue operation through mid March 1997. The Shelter will be located at i
Guard Armory at 150 Recreational Drive in Vista. Alpha Project-Casa Raphael will operate 1
Individuals will not be allowed to use the shelter after five days if they are not participai
management services focused on improving their current housing and financial situation. How
freezing weather, the shelter will be open to all homeless individuals. The Vista Winter Regi
will provide the only cold weather shelter in the North County Coastal area this year.
The City of Vista has requested funding from other cities in the region, including Carlsbad, tl
the operational costs of, the Shelter. The total cost to the City of Vista to operate the Sheltel
estimated to be approximately $30,000. Based upon this cost estimate and the average
persons from Carlsbad that have been provided shelter and services since FY 1993-94, t
represents the City of Carlsbad's fair share contribution:

It is staffs recommendation that the City Council authorize the appropriation of $1,700 from
Trust Fund for the Vista Winter Regional Shelter. The Housing Trust Fund shall be used
purpose of providing funding assistance for the provision of affordable housing and reason2
administration consistent with the policies and programs contained in the Housing Element
General Plan. This shelter and the case management services are consistent with Objectib
Housing Element to provide shelter and assistance for the homeless.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, APPROPRIATING $1,700 FROM THE HOUSING TRUST FUNl
FOR THE VISTA WINTER REGIONAL SHELTER FOR THE HOMELESl
WHEREAS, addressing the needs of homeless persons and families transcends juri!
boundaries; and
WHEREAS, the City of Carlsbad desires to address the needs of its homeless per
families within its jurisdictional boundaries;
WHEREAS, the City of Carlsbad desires to cooperate with other local jurisdictions in 1
San Diego County Coastal region to address the shelter needs of homeless persons and famili
the winter months;
WHEREAS, the City of Vista will be sponsoring a Winter Regional Shelter for the and has requested a funding contribution for Carlsbad's proportionate share of costs to assisi

1. That the above recitations are true and correct.
2. That the City Council hereby appropriates $1,700 from the Housing Trust FUI

appropriate contribution to the City of Vista.

Dear Mayor Lewis:
Having endured an inordinately wet winter thus far, Vista has reconsidered its position with
respect to opening the Armory for use as a Winter Homeless SheltedOutreach program. We wi:
make every effort to have a safe, warm facility open from the first of February through the
middle of March for the homeless population who need a hand up, not a handout. At a special
meeting, the Vista City Council authorized the expense of $30,000 from Vista General fund
reserves to provide this needed operation. As has been the case in prior years, we are asking for
a partnership from our sister cities in the North County to help sponsor the program.
Our request is based on a long record of providing this service to all of the homeless population
of the North County area, including a number of persons/families who call your city home. The
following breakdown demonstrates where in prior years, homeless personsifamilies have
indicated they have come from.

We will again contract with Alpha Project to run the SheltedOutreach program, with the suppor
of a number of local non-profit service organizations. Our $30,000 participation will cover mos
expenses, but these service agencies have traditionally donated time, resources and fund raising
on their own to provide the best possible chance to end the cycle of hornelessness for those who
want to be helped. We may have an outside chance to secure FEMA funds, though the past
requirements have called for a facility to be open for a minimum of 90 days. Thus, we do not
expect that such funds will be available at this juncture.

We ask that you join in our efforts to help those homeless persondfamilies who want the chance
to start again. We will be the home yet again to provide for residents from all over the coastal
North County who have lost their place of residence and have nowhere else to turn, including
those from your jurisdiction. The facility is open only to those persons/families who are clean
and sober, and who make a commitment to follow through a program of education, training and
eventually re-entering mainstream society. We will commit ow financial resources on their
behalf, and hope that you will find it in your hearts to partner with Vista in this endeavor. We
will not define what level of financial support we expect, but know that Vista has paid well over
half the cost of providing this facility since 1992, even though we have never had the same level
of proportionate population from Vista.
Vista further encourages that each of our neighbors join in a partnership this spring to find a
regional home for a permanent regional facility for our coastal North County population. There
is funding available if we WO~K together to find a suitable size. We again ask that you consider
the lives of these North County citizens, both in the short and long terms, and help us meet the
needs of our larger community.
