RECOMMENDED ACTION:
Adopt Resolution No. 97-75- approving the City of Carlsbad’s support
Charities’ application to the State for the Federal Emergency Shelter Grant (FESG) F
operation of La Posada de Guadalupe Homeless Shelter and authorizing the City Manager
documents necessary for such funding application.
ITEM EXPLANATION:
The Federal Emergency Shelter Grant (FESG) program is a Federal categorical grant use(
assistance to homeless families and individuals. Cities with populations between f
200,000 may apply to receive FESG funding through the State, and compete with one a
state-wide basis.
Catholic Charities will be applying to the State for $150,000 in FESG funds to operate Li
Guadalupe Homeless Shelter. La Posada provides transitional housing for a maxir
homeless men. This shelter assists in meeting the great need in Carlsbad for housing sing
men and is devoted to improving the quality of life for its participants by encouraging a
employment and the acquisition of permanent housing. La Posada is the only home
located within Carlsbad offering shelter and services to the community’s homeless popul:
In September 1996, the Planning Commission approved a two year extension of the Con
Permit to allow for the continual operation of La Posada de Guadalupe Homeless St

shelters and assistance for the homeless. The City’s Consolidated Plan also places a higt
the development and maintenance of transitional shelters for the homeless.

At this time, staff is requesting that the City Council adopt a resolution approving suppori
Charities’ application to the State for the Federal Emergency Shelter Grant (FESG) I
operation of La Posada de Guadalupe Homeless Shelter. Also, it is requested that
authorize the City Manager to execute documents necessary for Catholic Charities’ FE!
application. There is no obligation to the City of Carlsbad other than the expression of
cooperation with Catholic Charities in its application to the State for funding un
Emergency Shelter Grant program.
FISCAL IMPACT:
There is no fiscal impact to the General Fund. Catholic Charities will be applying to tl

APPLICATION.
WHEREAS, Catholic Charities is submitting an application to the State for through the Federal Emergency Shelter Grant program for operation of La Po
Guadalupe homeless shelter; and
WHEREAS, Catholic Charities is requesting support of La Posada de Guadal
approval of the continuing operation of La Posada de Guadalupe, as required by the
Emergency Shelter Grant funding application;
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Council
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council supports Catholic Charities’ application for FESG fun approves the continuing operation of La Posada de Guadalupe in Carlsbad.
3. That the City Council authorizes the City Manager to execute documents 1
for Catholic Charities’ application to the State for Federal Emergency She1
funding to operate La Posada de Guadalupe.

Carlsbad, California, on the 4th day of March 7 1997,

CERTIFICATION OF LOCAL APPROVAL
I, Raymond R. Patchett, City Manager of the City of Carlsbad, duly authorized to act I
behalf of the City of Carlsbad, hereby approve the following project proposed by Catho
Charities, San Diego which is located in the City of Carlsbad.
La Posada de Guadalupe Homeless Shelter (La Posada), operated by Catholic
Charities, San Diego, provides transitional housing for a maximum of 50
homeless men. This shelter assists in meeting the great need in Carlsbad for
housing single homeless men and is devoted to improving the quality of life for
its participants by encouraging and enabling employment and the acquisition of
permanent housing. La Posada de Guadalupe is the only homeless shelter,
emergency or transitional, located within Carlsbad to offer shelter or supportive
services to the community’s homeless population.
As detailed within the City’s Consolidated Plan and consistent with the housing
need of homeless persons in the General Plan Housing Element, there are an
estimated 1,000 to 1,213 homeless persons in Carlsbad. Nearly all of those
homeless may be farm workers and day laborers living alone. It is assumed that
families comprise a relatively small percentage of the total homeless population.
Based upon the significant number of homeless individuals in Carlsbad, the
limited supply of affordable housing in Carlsbad, and the need to provide
supportive services for the homeless, as well as shelter, the development and
operation of transitional shelters for the homeless is assigned the highest priority
in the City’s Consolidated Plan.
In its four years of operation, La Posada de Guadalupe has been able to
community organizations and the City to provide a comprehensive program that
successfully meets the needs of its shelter residents. Residents are able to
maintain shelter for up to 90 days, receive food and hygiene services, and
participate in other supportive service programs.
The Carlsbad Hiring Center located adjacent to the shelter provides employment
related services. The Vista Community Clinic and North County Health
Services provide health screenings and health education programs. Mira Costa
Community College provides English as a Second Language courses. A local
non-profit organization, Caring Residents of Carlsbad, assists with community
effectively maximize available resources and cooperatively work with other

relations, including local fund raising activities, and provides a dedicated
volunteer work force for the shelter.
The City of Carlsbad has continually funded La Posada de Guadalupe through
its Community Development Block Grant (CDBG) Program. Since 1993, a total
of $108,100 has been awarded to Catholic Charities for the development and
rehabilitation of the shelter. Additionally, Catholic Charities has received a
total of $39,290 from the City’s CDBG funds for the operation of the facility,
As a result of the cooperative relationship between Caring Residents, Catholic
La Posada de Guadalupe has been able to serve 1,576 unduplicated individuals,
with 61,061 bed nights and 174,791 meals in its four years of operation.
Continued support and operation of this shelter will assist the City’s homeless
population and create a supportive community environment with enhanced
supportive services and facilities.
