RECOMMENDED ACTION:
That Council ADOPT Resolution No. 77- 83 APPROVING the Street Name Chi
SNC 96-03, renaming Corte Dolor to Code Clarita.
ITEM EXPLANATION:
On January 15, 1997, the Planning Commission conducted a public hearing
recommended approval with a 6-0 (Welshons absent) vote of a street name chat-
located in the Santa Fe Trails subdivision, in the southeast quadrant. In Spanish, the
‘dolor’ means pain or sorrow. The applicant has stated that the potential homebuye
not pleased with such a street name and is therefore requesting a name change,
The proposed street name conforms to all requirements of the City Council’s Street Ni
and Addressing Policy No. 20. The main name Clarita fits the Spanish theme (
southeast quadrant and is not used elsewhere in the City. The street designation
(Spanish for Court) is appropriate for a cul-de-sac street. No emergency res1
concerns exist since no duplication of names is proposed and, since the street is P
constructed, no existing homeowners would be affected.

The renaming of a street is exempt from environmental review pursuant to Section 15:
of the State CEQA Guidelines. The Planning Director will issue a Notice of Exemptior

FISCAL IMPACT:
Since the street is not yet constructed, the only fiscal impact to the City would I
updating of emergency response maps and databases. The applicant has agreed to
costs associated with the street name change and has accepted a condition of apprc
that effect.

WHEREAS, Centex Homes has filed a verified application with the (

I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4048,
RECOMMENDING APPROVAL of Street Name Change No. SNC 96-03, based upon the
findings and subject to the conditions contained therein.
11. INTRODUCTION
The proposed street name change would rename the entire length of the cul-de-sac street named
Corte Dolor to Corte Clarita. The proposed name change is consistent with the City Council’s
Policy No. 20 regarding street naming and addressing. Staff has no issues with the proposal.
111. PROJECT DESCRIPTION AND BACKGROUND
Centex Homes is requesting approval of a street name change for Corte Dolor within the Santa
Fe Trails subdivision. As shown on the attached location map, the proposal involves renaming
the entire length of the cul-de-sac street from Corte Dolor to Corte Clarita. In Spanish, the word
dolor means pain or sorrow. The applicant has stated that the potential homebuyers are not
pleased with such a street name and is therefore requesting a name change.
In 1987, the City Council adopted a policy statement regarding naming, renaming and addressing
of streets. The action served to implement the General Plan Circulation Element program to
duplication and uncertainty”. A conflicting or confusing street naming or addressing system can
increase congestion, detour visitors and slow emergency response. Therefore, Council Policy
No. 20 details a system for selecting the main street name, its suffix and the addresses on the
street. This procedure is followed during the final subdivision map review, prior to the public or
private street being recorded.
Occasionally the need arises to rename a street. Typically this is based upon confusion or
duplication of names (e.g. Palmer vs. Palmar or Mision Estancia vs. Estancia Street) and the
resulting potential for delay in safety response times. In some instances, a street has been

renamed to satisfy a neighborhood or developer’s marketing needs, provided it remained equally
or mare consistent with the City Council Policy No. 20. Such is the case with this street name
change request.
IV. ANALYSIS
As discussed above, the only document governing the naming and renaming of private and
public streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In
addition to the regulatory documents, a street name or rename should not interfere with safe and
adequate circulation, including emergency response time. Therefore, the following analysis is
divided into two sections, one discussing compliance with the Council policy, the other
discussing the potential circulation impacts.
A. Conformance with Council Policy No. 20
The Street Naming and Addressing Policy specifies the types of main names and suffixes for
street within Carlsbad. As shown on the attached Street Name Classification Map, different
portions of the City have themes for the main name of a street. For example, streets in the
southwest quadrant should be labeled with either names of flowers, trees, plants, birds or nautical
terms (such as Poinsettia Lane, Kestrel Drive and Windrose Circle). The theme names for the
southeast quadrant, the area proposed for the street name change, are names of birds or Spanish
terms.
The Street Naming Policy also lists acceptable street name suffixes or designations. These
designations are grouped to indicate the size and direction of a street. For example, north-south
trending roadways are typically named streets or drives whereas east-west trending roadways are
typically avenues or roads. When dealing with Spanish terms, the street designations are actually
prefixes, such as Paseo, Camino or Calle.
The proposed street name change from Corte Dolor to Corte Clarita conforms to the City Council
Policy NO. 20 in all aspects. The term “Clarita” is a Spanish term, actually a first name, which is
consistent with the street name theme in the southeast quadrant. The street designation “Corte”,
Spanish for “Court”, follows the approved .designations for cul-de-sac streets. In addition, the
policy requires street names to be limited to 16 letters and spaces so that standard street name
blanks can be used. Corte Clarita totals only 13 letters and spaces, which meets the policy’s
criterion.
Given that the proposed street name change corresponds with the appropriate theme, uses an
allowable street designation and does not exceed the maximum number of letters and spaces, the
proposed street name change conforms with the City Council Policy No. 20 regarding the
renaming of streets.
B. Circulation Impacts
As discussed above, confusing or conflicting street names can increase congestion and slow
emergency response times. The current proposal would not create confusion since the main

name of “Clarita” is not used in any other form throughout the City. The proposed street name
change has been reviewed by the Fire and Police Department and no emergency response
need adjustment, however, the applicant is conditioned to reimburse the City for all costs
associated with these revisions. In summary, the proposed street name change will not cause any
adverse circulation impacts.

The physical ramifications of a request to change a street name involve the refacing of existing
street name signs and qualXes as a minor alteration of existing public structures involving
negligible expansion of use. The proposal is therefore exempt from environmental review
pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be
issued upon final project determination.

City of Carlsbad, the City Council determined that it was in thc
interest to adopt a policy for naming and numbering new public and
streets and changing the names of existing streets, according to a
given in Section 34091.1 of the Government Code. The Community Devc
Director has determined that it is in the public interest to revise the
policy for naming and numbering new public and private streets to
to the Carlsbad Post Office's future computer processing system.

Chairperson Nielsen announced to the applicant, Commissioners and the public that if the Commission
recommends approval of this item it will be forwarded to the City Council for its consideration.
Chairperson Nielsen opened the public hearing and asked the applicant to step forward. No applicant
responded and Chairperson Nielsen asked Mr. Rudolf if the Commission could proceed even though
there was no applicant or hidher representative present to agree to proceeding with one (1)
Commissioner absent.
Mr. Rudolf affirmed that they could proceed with Item #4.
Associate Planner Michael Grim stated that the Centex Corporation, developer of Centex Homes at the
subdivision known as Santa Fe Trails, has requested to have the street named Corte Dolor, changed to
Corte Clarita. He went on to explain that Corte Dolor translates to “pain” and that Centex has been having
trouble selling property on a street named “pain” and are requesting to have the name changed to Corte

Clarita for obvious reasons Mr. Grim pointed out that there are no conflicting street names within the City
and Staff is recommending approval of this name change.
Chairperson Nielsen opened the public testimony. Seeing no one wishing to speak on this matter,
Chairperson Nielsen closed public testimony and opened Commission discussion.
