The Carlsbad Police Department, in conjunction with local schoc
districts, is recommending the adoption of this amendment as
means to control a growing problem of damage and vandalism 1
public school properties. The problem at the schools has escalate
since the adoption of the ordinance that regulates skateboarding j
other parts of the City. This regulation seems to have encourage skateboarders to find new areas in which to skate. Several schoo
have reported damage to property and have sought relief through th type of action. The burden of enacting a district-wide regulatic
prohibiting skateboarding and similar forms of transportation c
school property, and of posting individual schools, will rest with tl
school districts.
The proposed amendment to the existing ordinance has bee
prepared by the City Attorney’s office and is consistent with the othc portions of Title 10, Chapter 58. The Chief of Police is recommendir
the adoption of the amendment in the interest of public safety ar
welfare.
FISCAL IMPACT:
None anticipated. The Police Department would be called upon
enforce this amendment as needed.

10, CHAPTER 10.58 OF THE CARLSBAD MUNICIPAL

Dear Chief Vales:
I am writing in regard to two issues in which the City of Carlsbad could be extremely helpful to
our new carnpus.
First, please be aware that the problems related to skateboarding on the La Costa Canyon Campu:
is of great concern. The very physical layout of the school wiil serve as both 8 powerful
attraction and a serious danger to skateboarders. Our district has made several architectural
modifications to discourage skateboarding and the school has established a no skateboarding
policy on campus. I respectfully request that the City of Carlsbad support our efforts by includinl
the school grounds in the city ordinance that prohibits skateboarding.
In addition, our school requests that the city allows for the enforcement of all appropriate parkinl
ordinances on the high school campus. If provisions could be made to allow school staff to issue
certain parking citations, as is allowed in the City of’ San Dlego, I belteve that enforcement of
traffic ordinances would be effectively bolstered.
Thank you in advance for your consideration of these requests. Moreover, thank you for all the
support you have already provided La Costa Canyon High School.

At the City/School Dist,rict Joint Committee Meeting of October 10, 1996, the District requesl
City assistance in enforcement of District Policy No. ' 3513, Prohibition of Skateboardir
Rollerblading and Rollerskatinp on all Carlsbad Unified School District school sites.
Ie is .a' probiem. which we have attempted to resolve for a number of years. Skateboarding
particular has caused considerable damage to school site equipment, buildings and even roofs, a
in at least one instance, resulted in a liability lawsuit which extended over two years.
In' spite' of District Policy No. 3513, Prohibition of Skateboarding, Rollerblading a
Rdlerskating. extensive posting of all school sites, and the added costs of uniformed Pinkert
and' Rancho Santa Fe security guards, it has been a problem the District has been unable
control effectively. Many of the violators are not students, they are young adults, can not
identified, or are from "out of town", or even "out of state"! Consequently, it is nea~
impossible to enforce the policy, particularly since many of the incidents occur after hours or 4
weekends and holidays.
Accordingly, we are requesting a City ordinance or amendment of the Carlsbad .Municipal Co
