PROPOSALS SUBMITTED FOR FUNDING UNDER THE
CDBGlHOME PROGRAM
RECOMMENDED ACTION:
Hold a public hearing to accept comments on the housing and community development needs
moderate income persons within the City of Carlsbad. In addition, the City Council may accepl
on the various proposals which have been submitted for funding under the City of Carlsbac
Community Development Block GranUHOME program.
ITEM EXPLANATION:
Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad c
be eligible to receive funding under the federal Community Development Block Grant (CDBG)
Program to finance projects which serve the identified needs of low and moderate income per
participant in the San Diego Urban County HOME Investment Partnership Consortium, the C
receive federal HOME funds to provide affordable housing opportunities for lower income housc
In identifying the needs of low and moderate income persons, federal regulations require tt
Council "hold at least one public hearing to obtain the views of citizens on the grantee's
housing and community development needs." During the public hearing, the City Council may
comments on specific activities proposed to meet the needs of low and moderate income persc
The City of Carlsbad is entitled to receive an anticipated new CDBG allocation of $618,000 c
year 1997-98. The City also has CDBG funds which were allocated in previous years but now
reallocated to new projects. The following projects were completed with a surplus of CDBG
$1,409.96 remaining balance from the City of Carlsbad's Fair Housing Survey; 2) $11,76C
requirements, and, 3) $77.65 remaining balance from 1995-96 CDBG funds for repayment (
Section 108 Loan.
The total amount of CDBG funds currently available for allocation to eligible projects whic
needs of low and moderate income persons is $631,253.61. The total amount of HOME fundir
for allocation to eligible projects is anticipated to be approximately $1 97,052.
Attached for City Council's information is the City's Funding Plan Strategy (Exhibit I). Tt
outlines the national objectives and the local objectives established for the Carlsbad CDBC
Eligible housing activities for the HOME program are also outlined.
In response to the City's "Request for Proposals", a total of (31) proposals, with $1,
CDBG/HOME funding requests, have been submitted to date for consideration by the City C
January 20, 1997 and January 22, 1997, the CDBG Funding Advisory Committee interviewed
organizations/agencies requesting funding. The Committee met on January 29, 1997 to
balance from 1994-95 CDBG funds for the renovations to Holiday Park in compliance wi
the Housing and Redevelopment Office (2965 Roosevelt Street).

In selecting projects for CDBG funding, top priority should be given to developing a we1
program which best meets the various public service and public facility needs of low and moder
Carlsbad residents. Each eligible proposal submitted was evaluated based upon the follow

proposals were then selected from each of the three local objective categories based upon the
average evaluation score. The chart provided as Exhibit 2 outlines each request for funding
the City for the 1997-98 CDBG program with an indication of the average evaluation score t
recommendation.
In selecting activities for HOME funding, top priority should be given to projects which be!
identified needs of low income residents of Carlsbad, as detailed within the City's Consolid
Additionally, staff evaluated each proposal submitted based upon the above referenced criteria
provided as Exhibit 3 outlines each request for HOME funding with an indication of staffs
score, the corresponding Consolidated Plan priority, and funding recommendation.
Staff recommends that the City Council accept public comments on the needs of low anc
income persons and the proposalls submitted for funding under the 1997-98 CDBG/HOME
meet those needs. Then, as a second action, it is recommended that the Council express i
approve final project funding allocations at a future City Council meeting.
FISCAL IMPACT:
The City of Carlsbad will receive an estimated new allocation of $618,000 in CDBG funds f
year 1997-98. An additional $13,253.61 in CDBG funds is also available for reallocation from
approved, canceled or completed projects. The City may use a maximum of twenty percent (;
new allocation, or $123,600, for administration of the City's CDBG and HOME program.
Program has no impact on the General Fund.

STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES
The City of Carlsbad Community Development Block Grant (CDBG) funds will be allocated tl
organizations, agencies, City Departments, or persons to implement programs c
develop/improve public facilities which meet the following community development objectives
1. AFFORDABLE HOUSING:

e Provide direct benefit to lower income persons through the provision or retentio
of affordable hwsing units in Garlsbcad;
Provide shelter or services to homeless or near homeless persons/families whic
result in an improved situation through employment, permanent housing
treatment of mental, or substance abuse problems, etc.; and,
Provide direct assistance to lower income households to prevent or eliminatc
residential Building or Municipal Code violations and/or improve the quality c
housing units in Carlsbad through residential (rental and/or owner occupiec
rehabilitation programs.

2. SOCIAL SERVICES (GENERAL):
e Provide assistance to non-profit public service providers who meet the basi
needs of lower income Carlsbad residents. Basic needs are defined as thos
which provide food, shelter, clothing and, in some cases, health care;
Provide assistance to non-profit public service providers who offer counseling an
self-improvement programs/activities for lower income Carlsbad residents: and,
Provide assistance to non-profit public service providers who offer recreation(
and/or cultural programs/activities for lower income Carlsbad residents.

3. SOCIAL SERVICES [CHILDREN & ADULTS):
e Provide assistance to organizations which administer programs that directl.
benefit lower income children living in Carlsbad. The programs must provide onc
or more of the following activities: day care, after-school care, culturc
enrichment, recreation, health care/immunization or self-improvement. The Cit
may also give priority to single-parent assistance programs such as counselin!
services; and
e Provide assistance to organizations which administer programs that directl
benefit low income adults living in Carlsbad. The programs must provide one c
more of the following activities for adults: employment services, job training, anc
educational programs. Programs designed for elderly adults only must provid
one or more of the following activities: meals, homemaking or personal assistanc
services, financial assistance services, counseling, transportation, or share
housing or other housing related services.

PROGRAM STRATEGY
The City of Carlsbad, as a member of the San Diego Urban County HOME Consortiurr
will allocate its HOME Investment Partnership funds to implement the following activitie
directly, through local housing authorities, or for-profit or non-profit organizations:

1. Housinq Acquisition/Rehabilitation
1997-98
HOME funds may be used for acquisition of existing housing units with or withou
rehabilitation for lower-income persons and special needs groups.
2. Housing Rehabilitation
HOME funds may be used for housing rehabilitation costs incurred separately o
in connection with the acquisition of existing housing for lower-income persons
and special needs groups.
3. Housing Construction
HOME funds may be used for all eligible costs of housing construction for lower
income persons and special needs groups, where the existing housing stock i
not appropriate for the development of affordable housing.
4. Rental Assistance
HOME funds may be used for tenant based rental assistance for eligible lower
income persons and special needs groups, related residential security deposi
assistance programs, and other eligible related costs.
5. Home Buyer Assistance
HOME funds may be used for home buyer assistance programs for lower income
persons. Such programs may include, but are not limited to, downpayment anc
closing cost assistance, direct loan to the home buyer, interest subsidy to the
lender, or “gap” financing.
6. Administra tion/Planninq
b A portion of HOME funding may be used for eligible HOME administration an(
planning costs, including direct administrative and overhead costs, public

information, fair housing, and program development costs.
7. NOFA Process
The City's portion of HOME funds will be awarded to eligible housing activitie
implemented by the City or by for profit or non-profit organizations. All housin<
proposals submitted as part of the CDBG/HOME Request for Proposals whicl
were not recommended for CDBG funding and proposals which are determine(
to be ineligible activities under the CDBG Program will be considered for fundin(
under the HOME Program.
City staff shall evaluate each proposal and present all eligible HOME fundec
housing activities to the Housing Commission. Based upon the evaluation, staf
will recommend a housing activity(ies) to be considered by the Housins
Commission for a HOME funding recommendation to the City Council.
Additionally, the Urban County HOME funding program will be implementec
through twice yearly Notices of Funding Availability (NOFA's).
8. Leveraqe
In so far as possible, HOME funds will be leveraged with other public and privatf
funding sources to enhance program productivity.
9. Area of Activity
HOME funds may be used for housing activities implemented within the City 0'

Notice of Public Hearing
The citizens of Carlsbad are hereby notified that Carlsbad's City Council will hold E
public hearing on Tuesday, March 18 , 1997 at 6:OO pm in the Counci
Chambers located 1266 Carlsbad Village Drive to discuss projects to be included ir
the City's 1 997-98 Community Development Block Grant (CDBG)/HOME Program.
The City has approximately $631,253.61 available for allocation to eligible CDBG
projects and $1 97,052 to eligible HOME projects.
The City of Carlsbad is committed to using CDBG/HOME funds to finance
projectslservices which provide direct benefit to lower income residents. To
develop a CDBG/HOME program which meets the needs of the low and moderate
income population, the City of Carlsbad requests assistance from members of the
community. Citizen participation is critical to the success of the Carlsbad
CDBG/HOME program. Therefore, the City invites all community members tc
consider the needs of low and moderate income persons within Carlsbad, to attend
the public meetings, and to provide comments on the housing and community
development needs of low and moderate-income persons and the various proposals
which have been Submitted for funding under Carlsbad's 1997-98 CDBG/HOME
Program. Those proposals selected for funding will be identified within the
Consolidated Plan as the activities the City will pursue in the upcoming year to
meet the needs of low and moderate income Carlsbad residents.
The City has received a total of 31 proposals for CDBG/HOME funding. Copies of
all proposals are on file in the City Clerk's Office or the Housing and Redevelopment
Department. The following organizations have submitted a request for funding:
North County Council on Aging; Senior Adult Services; Western Institute
Foundation for Mental Health; EYE Counseling & Crisis Services; Brother Benno
Foundation; Catholic Charities-La Posada de Guadalupe; YMCA Oz North Coast;
Community Resource Center; Boys and Girls Club of Carlsbad; Join Hands Save a
Life; City of Carlsbad/Stay n' Play Program; City of Carlsbad/YES to Arts; SER/Jobs
for Progress; North County Health Services; Women's Resource Center; Casa de
Amparo; AIDS Foundation of San Diego; Fraternity House; North County
Community Services; Family Service Association; Hospice of the North Coast;
Lifeline Community Services; Vista Community Clinic; and, the City of
Carlsbad/Single Family Residential Rehabilitation Program.
