ITEM EXPLANATION: The Employee Capital Equipment Purchase Plan affords all employees an opportunity identify equipment purchases which will help them perform their jobs more effectively, safc or at a reduced cost to the City. The employee plan originated in 1993 when virtually capital equipment purchases were cut from departmental operating budgets because tight budget constraints. Council has authorized over $160,000 in needed capi. equipment through this program. Capital equipment purchases are a necessary investme which can improve public safety, increase employee productivity or service levels, a1 provide value to the City over time. The Employee Capital Equipment Purchase Plan also provides an opportunity 1 employees to be involved in the decision-making process. Any employee may submit capital equipment request, generally for items between $1,000 and $25,000. The requc must contain documentation of how the purchase will achieve one or more of the followi 1 ) Increase efficiency 2) Save time and/or money 3) Allow the maintenance of service levels with decreased work hours 4) Increase employee safety 5) Increase service levels with the same staffing levels Five employees volunteer to serve on the Committee, one from each service area of the City. The Finance Department serves as the Committee facilitator. Water and Sewer Dale Schuck Community Development Ken Quon Community Services Paul Meadows z 0 Michael McFadden E Committee Recommendations: During this past period, the Committee submitted tl 4 following recommendations to the City Manager for approval. Each of these requests me€ - the goals of saving time and/or money and increasing efficiency. The following committl 4 0 z recommendations are submitted for Council consideration. 3 0 0 1) Computer - Staqecoach Park $2,500 Supervisor Dave Millikan writes memos, news releases, and maintains program records for the Recreation department. Dave - e 0 has no computer access. His word processing projects are supported by Harding Center staff thus adding considerable turnaround time. The computer will improve his productivity, improve service to the public, and allow assignments to be completed in a more timely manner. 2) Computer and winter - Main Library $3,900 Reference Librarian Mary Van Orsdol, is the head of Genealogy and Local History. Her job duties include preparing work schedules, statistical reports and memos, and tracking donations from the Genealogy Society. Mary currently prepares work by hand or on a typewriter. The computer and printer are expected to increase her efficiency by 50% thus providing time for increased or enhanced service to the public. 3) Additional comwter memow and software - Hardinq Center $1,700 Graphic artist Cheryl Hogue designs and prepares flyers, posters, and advertisements for the Recreation department. Her computer has insufficient memory to support the software and graphics currently utilized and thus additional memory purchase will increase Cheryl's efficiency. The requested software will allow better quality advertising and facilitate sending ad copy to publications. The software will save time and money spent converting documents to compatible software used by most service bureaus. FISCAL IMPACT: Staff recommends the use of General Fund reserves to fund the capital equipme recommendations from the Employee Capital Equipment Committee. This request tok $8,100 and sufficient funds are available in the unreserved General Fund balance. EXHIBITS: 1. Resolution No. 99- 910 appropriating funds for purchase of capital equipment. 1 e * ’ II RESOLUTION NO. 9 7-410 2 3 4 5 6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF CAPITAL EQUIPMENT AND APPROPRIATING FUNDS WHEREAS, capital equipment purchases are a necessary investment which can improve public safety, increase employee productivity or 7 8 9 10 service levels, and provide value to the City of Carlsbad over several years; and WHEREAS, the Employee Capital Equipment Committee and City Manager recommend the purchase of capital equipment which will increase employee efficiency and save time and money; and 11 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 12 WHEREAS, the General Fund has sufficient and available funds. 13 PASSED, APPROVED AND ADOPTED at a regular meeting of the 16 is authorized and $8,100 is appropriated from the General Fund balance. 15 1.
