Based on the analysis and comparison of duties to comparable classifications in the City,
staffs recommendation is to place the Deputy City ClerldTechnician in the General
Employees’ Salary Schedule at range 37; $27,965.60 - $33,992,40. The salary and

benefit allocations from the Minutes Clerk (salary range 32) and Senior Office Specialist
(salary range 17) positions in the City Clerk’s Department will be converted to fund this
position.
Carlsbad Municipal Water District
In January 1990, the City and the Carlsbad Municipal Water District (CMWD)
consolidated their water and sewer operations. At that time, the City integrated the
supervisory and management job descriptions and salary ranges into the City’s
Management classification and salary plan based on the former CMWD job descriptions
and salary ranges. The ConstructionlMaintenance Supervisor was one of the former
CMWD job classifications. Last year, the incumbent Constructionktaintenance
Supervisor retired and created the opportunity to review and update this job.
The attached (Attachment C) is the revised job description for ConstructionlMaintenance
Supervisor submitted for Council’s approval. Based on a comparison of other
supervisory classifications in the City, staff recommends the reallocation of the salary
range of the ConstructiodMaintenance Supervisor from $39,806 - $50,804 to $46,904 -
$59,878 to maintain the consistency in the salaries of similar supervisory classifications.
The increased cost of this salary reallocation will be absorbed and offset through salary
and benefit savings from last year’s retirement of the former ConstructionlMaintenance
Supervisor.
Police DeDartment
In February, Council approved the revised job description of Police Sergeant which
increased the education, experience and training requirements to reflect the higher
standards now required by the California Commission on Peace Officer Standards and
Training (POST). However, POST requires experience in a supervisory capacity prior to
obtaining the supervisory certificate. In order to clarify that the POST supervisory
certificate is required in the Sergeant classification, but must be obtained after
appointment to a Sergeant’s position, the attached revised job description (Attachment E)
is submitted for Council’s approval.
FISCAL IMPACT:
Based on the elimination of two positions in the City Clerk’s Department and
replacement with one new position of Deputy City ClerWTechnician, there will be an
estimated annual savings of $39,000. Based on replacing the salary and benefits of a
long-termed former CMWD employee with an employee at a lower salary and benefit
level, there will be an estimated annual savings of $3,200 for the total compensation
reallocation of the Constructiodvlaintenance Supervisor in CMWD.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, REVISING THE
CLASSIFICATION OF DEPUTY CITY CLEW
TECHNICIAN AND DELETING THE CLASSIFICATION
OF MINUTES CLERK; REVISING THE CLASSIFICATION
SUPERVISOR AND REALLOCATING THE SALARY
RANGE; AND AMENDING THE GENERAL EMPLOYEES’
AND MANAGMENT SALARY SCHEDULES
RESPECTIVELY.
DESCRIPTION OF CONSTRUCTIONMAINTENANCE
WHEREAS, in October 1996, retirement credits were granted to
employees; and as a result of this program two vacancies were created in the City
Clerk’s Department; and,
WHEREAS, the City Clerk’s Department reorganized to meet the current
staff needs and to consolidate job responsibilities; and,
WHEREAS, it is necessary to revise the classification of Deputy City
ClerWTechnician in the General Employees’ classification and salary plan, to
appropriately describe and compensate the assigned responsibilities of this new
position; and,
WHEREAS, it is desirable to delete the classification of Minutes Clerk in
the General Employees’ classification and salary plan; and,
WHEREAS, the City Manager recommends and the City Council
concurs, that it is desirable and necessary to convert the funding of two vacant
positions of Minutes Clerk and Senior Office Specialist in the City Clerk’s
Department to the new position of Deputy City ClerWTechnician; and,

WHEREAS, as a result of a recent retirement in the Carlsbad Municipal
Water District, it is desirable and necessary to update and revise the job
description of Constructioflaintenance Supervisor; and,
WHEREAS, it is desirable to ensure consistency and competitive salary
ranges of all comparable supervisory positions, it is necessary to reallocate the

salary range of the Constructionhlaintenance Supervisor on the Management
Salary Schedule commensurate to other supervisory positions; and,
WHEREAS, the City and the Carlsbad City Employees’ Association
have met and conferred on the impacts of this recommendation on their respective
represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:

in Attachment A, attached hereto and made a part thereof, is hereby approved at

JOB DESCRIPTION
JOB TITLE: DEPUTY CITY CLERK/TECHNICIAN
DEPARTMENT: CITY CLERK
BASIC FUNCTION:
Under general supervision, to perform varied clerical, technical and
general administrative assistance to the City Clerk’s Department, and to
perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Deputy City Clerk/Technician works under general supervision, and
within a framework of established procedures, is expected to perform a
variety of duties with only occasional instruction or assistance. The
incumbent will be deputized to perform duties assigned to the City Clerk
in the government code. The Deputy City Clerk/Technician will require a
general knowledge of departmental procedures and precedents, Political
Reform Act regulations, election procedures, and have the ability to
answer inquiries requiring interpretations of routine policies, rules and
regulations. Employees in this class will have frequent contact with the
public, answering a variety of questions requiring knowledge of related
departmental policies and procedures.
KEY RESPONSIBILITIES:
Answer inquires requiring interpretations of routine policies, rules and
regulations.
Assist with the preparation, assembly and distribution of materials for
Council meetings in accordance with established procedures.
Attend City Council meetings and provide an accurate transcript of the
proceedings in accordance with established policies and procedures;
provide verbatim transcripts of portions of the proceedings when
required; respond to public/ staff inquiries concerning those meetings.

Research and compile data for administrative and public reports or
inquiries utilizing manual and automated systems.
Assist with implementation of the Records Management Program,
including the filing, coding, indexing and distribution of documents; and
coordinating the storage, archiving and destruction of records.
As deputized by the City Clerk, assist in the administration of City
elections by issuing and administering nomination papers, preparing
notices, serving as liaison to vendors and the County Registrar, and
preparing appropriate documents.
Assist with Political Reform Act Filings (e.g., Conflict of Interest
statements, campaign statements) , including maintaining a schedule of
filers; distributing forms in a timely fashion; responding to inquiries by
filers; reviewing forms for completeness when filed; and processing
necessary amendments/ corrections with filers.
Process requests for bond reductions/ releases from other departments,
reviewing records on file to verify accuracy.
Process administrative contracts/ agreements for approval and signatures
in accordance with established procedures.
Assist in coordination of advertising including preparation of legal
notices ensuring timely publication and review of invoices for accuracy.
May serve as Acting City Clerk when so designated.
Perform other related duties as assigned.

JOB TITLE: CONSTRUCTION/MAINTENANCE SUPERVISOR
DEPARTMENT:
BASIC FUNCTION:
Under direction, to plan, supervise and review the work of crews
performing varied maintenance and construction work for Water
Distribution and Sewer Collection Systems and related structures and
appurtenances; its landscape and building maintenance as related to
Water District facilities; and to perform related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is a supervisory position at the management level in
Construction/ Maintenance operations. This class is distinguished from
the Superintendent who is a division head responsible for district
operational procedures as well as construction and maintenance
functions.
KEY RESPONSIBILITIES:
Plan, assign, supervise, review and evaluate the work of crews engaged in
a wide variety of construction and maintenance activities on water
distribution and sewer collection systems, and District facilities and
properties.
Supervise and perform installation, maintenance and repair work on
water distribution and sewer collection systems, including pipelines,
taps, valves, meter services, fire hydrants and related appurtenances and
structures.
Instruct and provide for the training of staff in work methods, use of
tools and equipment and relevant safety precautions.
Inspect job sites to determine work required and to evaluate
performance.

Provide technical assistance to crews in resolving difficult problems
encountered.
Prepare and maintain a variety of written reports and manual and automated records, including timecards, worksheets, accident reports,

agencies.
Recommend special work required or necessary equipment maintenance;
prepare specifications for contract work; prepare detailed budget
requests for section activities.
Coordinate work with other departments and outside agencies; provide
for emergency repair work as needed.
Evaluate the work of assigned personnel; recommend and implement
disciplinary action as necessary; participate in the selection of new
employees.
Ensure that safe work methods are followed and that appropriate safety
precautions and equipment are utilized; conduct safety meetings.
Participate in supervisory and management team meetings related to
work operations, may participate or provide input to budget or other
administrative operational functions.
Operate construction equipment as necessary.
Perform other related work as assigned.
QUALIFICATIONS:

SPECIAL REOUIREMENTS:

Possession of a CA Class A is desirable. Possession of an American
Water Works Association (AWWA) Grade I Water Distribution
Operator’s Certificate and a California Water Environment Association
(CWEA) Grade I Collection System Maintenance Certificate are highly
desirable.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely
provide the required knowledge, skills, and abilities is qualifying. A
typical way to obtain the required knowledge, skills, and abilities would
be:
Equivalent to completion of the twelfth grade, supplemented by
additional coursework or training in supervision, and construction
and maintenance operations; and,
Four years of increasingly responsible experience in the
construction and maintenance field with two (2) years in a lead or
supervisory capacity.

PHYSICAL REOUIREMENTS AND ENVIRONMENTAL SETTING
The Supervisor must inspect equipment found in confined space
therefore may be required to use respirators which prohibit full beards
and facial hair that may interfere with a proper respirator fit.
In order to perform duties of scheduling and inspecting jobs, the position
requires physical capabilities common with maintenance and
construction trades, such as, bending, climbing, walking, standing,
sitting and kneeling. In emergency situation, may be expected to
perform more physically demanding work, such as heavy lifting or
carrying of over 50 pounds. Must be willing to work outdoors in all
weather conditions, to work underground in confined spaces and with
exposure to potentially hazardous conditions. Must be available and
and perform “stand-by” duty if needed.

JOB TITLE: POLICE SERGEANT
DEPARTMENT: POLICE
BASIC FUNCTION:
Under direction, to have responsible charge of police field or office
operations on an assigned shift; to supervise and personally perform
investigation duties; and to do other related work as assigned.
KEY RESPONSIBILITIES:
As a patrol sergeant, to supervise the patrol, traffic safety, investigative
and records and communications activities during an assigned shift,
Maintain discipline and ensure that Department rules and policies are
followed,
As assigned, plan, supervise and participate in a comprehensive program
of adult and juvenile investigative services,
Participate in all normal patrol activities, including enforcing local and
state laws, issuing citations, making arrests, administering first aid and
transporting prisoners.
Assist officers in follow-up investigations and may personally participate
in investigations, including all routine gathering of evidence, questioning
of witnesses and apprehension of suspects,
Assist officers in preparing reports in cases for trial and may personally
appear in court to present evidence and testimony.
Prepare duty rosters and assign personnel to various work assignments,
shifts and places of work,
Confer with prosecutors and maintain contact with other law
enforcement agencies. Review reports submitted by officers; conduct in-
service training; prepare reports of shift activity,
