Staff is now requesting that the City Council make its final project selection and apprc
allocations for Carlsbad's 1997-98 CDBG/HOME program. Although every proposal submitted
under the CDBG/HOME program should be considered by the City, the Council has no obliga
every proposal. The City Council should select projects which best meet the identified need:
and moderate-income population within Carlsbad.

The chart below summarizes the funding available and the maximum amount which can be i
each expenditure category:
The Annual Consolidated Plan for Housing and Community Development, which specifies C[
funded projects and the designated funding levels, must be submitted to the US, Department
and Urban Development (HUD) by May 16, 1997. To assist the Council in its decisions,
Funding Advisory Committee and Housing Commission met several times to review and I
various proposals submitted for consideration.
RECOMMENDATIONS:
From staffs perspective, the CDBG Funding Advisory Committee members and the Housing (
worked very well together and were able to fairly quickly reach consensus regarding the
projects/activities and subsequently the level of funding to be recommended to the City Cou
time, it is staffs recommendation that the City Council accept and approve the projc
recommendations of the CDBG Funding Advisory Committee and the Housing Commission fot
1997-98 CDBG/HOME program and authorize the Housing and Redevelopment Director to F
submit the required application documents for submission to the U.S. Department of HUD.
FISCAL IMPACT:
The City of Carlsbad will receive an estimated new allocation of $618,000 in CDBG funds 1
year 1997-98. An additional $1 3,253.61 in CDBG funds is also available for reallocation fron
approved, canceled or completed projects. The City may use a maximum of twenty percent (
new allocation, or $123,600, for administration of the CDBG and HOME program. The CDE
has no impact on the General Fund.
As a participant in the San Diego Urban County HOME Investment Partnership Consortium,
the City will receive approximately $1 97,052 to increase affordable housing opportunities in
Administration of the HOME Consortium, including overall program management, is the resp
the County of San Diego. The HOME Program has no impact on the General Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, SELECTING SPECIFIC PROJJXTS FOR
FUNDING UNDER THE 1997-98 COMMUNITY DEVELOPMENT BLOCK
GRANT/HOME PROGRAM.
WHEREAS, the City Council of the City of Carlsbad, California, held a public
on March 18, 1997 to accept comments on the needs of low and moderate income pers
the proposals submitted for funding consideration under the 1997-98 Community Deve
Block Grant/HOME Program;
WHEREAS, the City Council considered the CDBG Funding Advisory Corn
and the Housing Commission's recommendations for project funding allocations;
WHEREAS, the City Council selected the projects to be included in the
Carlsbad's 1997-98 Community Development Block Grant/HOME Program; and,
WHEREAS, the City Council has taken all testimony into account.
NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
1: That the above recitations are true and correct.
2. That the projects selected at the City Council meeting of April 1, 1997 arl
approved at the indicated funding levels for inclusion in Carlsbad's
Consolidated Funding Plan for the 1997-98 Community Developmen
Grant/HOME Program.
3. That the City will publish a summary of the proposed projects in
newspaper(s) and allow a thirty (30) day public review and comment period
submitting the City's Consolidated Funding Plan to the U.S. Department of
and Urban Development for approval.
4. That the Housing and Redevelopment Director is authorized to submit the
application documents, the Annual Consolidated Funding Plan, to t

RE: REVISIONS TO 1997-98 CDBG FUNDING RECOMMENDATIONS
On March 18, 1997, City Council held a public hearing to accept comments on the needs of low
income Carlsbad residents, as well as the proposals submitted for fundmg consideration under tl
City's 1997-98 CDBG/HOME Program. As a follow up to Council's discussion of the Boys and Gir
Club's request for fundmg to rehabilitate the Village Branch facility and the health care needs
Carlsbad residents, the following summary of issues is presented for review:
Boys and Girls Club Rehabilitation of Village Branch - Earmarking - Funds for Pool Renovation
In response to a request from the Boys and Girls Club, Council took action on February 11, 1997
allow the Boys and Girls Club to use S160,OOO from their 1994-95 CDBG funds specifically for t
repair and renovations to the pool and locker rooms. Based on a recent conversation with Carm
Cedola, it is staff's understanding that no additional fundmg is actually needed for the pool and lock
room repairs. However, funding is now requested to complete the remodeling and rehabilitation
other program areas and offices. Therefore, it is staff's recommendation that the Bays and Girls Cli

facility to allow them to create a Teen Center.
North County Health Services - Community Health Clinic Proposal
North County Health Services requested $157,500 for tenant improvements for a community heal
clinic to be established in the Old Carlsbad area. North County Health Services &d not ;n&cate
their application or during their interview with the CDBG Funding Advisory Committee that th'
had identified a site for the community clinic. Additionally, their request for funding was not ba
upon an identified scope of work but rather on an estimate of general costs for tenant improvemei
per square footage. Staff is concerned that appropriate planning has not yet occurred for this project
The Committee and staff felt that this project, although it may be needed, should not be consider
for funding for the 1997-98 CDBG Program. It is recommended that North County Health Servic
resubmit a CDBG funding application once a site has been tentatively identified, a scope of wc
completed and additional action has been taken to begin the process to obtain any required permits j
the clinic.
While Council could provide the $3,000 originally recommended for AIDS Foundation as seed mon
for the community clinic, these funds would be insignificant with respect to the proposed ten:
improvements. It is anticipated that North County Health Services would not be able to use thl
funds within the 1997-98 program year. Staff believes that the $3,000 would better serve Carlsk
resjdents if redktributed to other organizations who are able to expend these funds within the progr:

and thank you for your contiaued support of La Posada I believe that we share the belief &at La
Posada is an effective pamenhip betweem the city, the community and a non profit agency on
behalf of the homeless.
As you know, La Posada first opened its doors in 1992 At the invitation of the Caring Residents of
Carlsbad, Catholic Chantles entered into a partnership to establrsh a shelter for men. La Posada
tepresents a truly urkque model QF pmbiem ident;Gcdon, solution st)ategg and irnplemehtatiofi
involving lod citizens, pmte busmesses, the city and a social semce agency.
During the eady stages of development, a site was idenaiied that was considered the most
appropnate location for a shelter for men. The prqerty located on Impala Dtive is on a cul de sac,
next to City property md a canyon. The propeq owners, Palomar Investments hsoaates, wed

The North County Food Bank, has been under the management of the
AIDS Foundation San Diego, until recent financial problems demanded
they close the doors. Due to the termination of the Foundation, the
People in North County were without the services of the Food bank.
The food Bank is meant to supplement Low-income food budgets for
Those persons and their families affected with HIV.
I don’t need to tell you how fast this virus is spreading.
It is no longer a gay disease. It has no prejudices.
In order to continue services to North County, Life Source Services

Comudty Development Block Grants for the 1997-98 cycle. Knowkg
that you have supported our Carlsbad program for many years . . . and that
city involvement has helped keep our service affordable for the hundreds of

1. The committee's own scoring system does not jibe with its
recommended grants. As you can easily see, Meds-on-Wheels
received a score of 81 and a grant recwunendation of $3,000. The
Women's Resource Center, to use just one exampIe, received a
score of 77 and 8 grant recormnendation of 34,000. At what point
did the committee abandon its own point system in the provision of
filfidulg?
2. The elderiy were almost fotalIy ignored by this year's grants. Of
the $62 1,253.6 1 in proposed distributions, the two senior service
agencies seeking hding -- Mealssn-Wheels and the North County
Council on Aging - received a grand total of $5,000! At a time
when Carlsbad's senior population is growing Easter than ever, is this
the message we want to send? That seniors are no longer a prbdp

3. Meals-on-Wheels service is unique. Mr. James Whitaker, who represented the
Senior Commission of the Fundin3 Advisory cormnittee, was apparently not aware
the service provided by Meals-on-Wheels goes well beyond that provided by
the Carlsbad Senior Center. Our agency provides specialdiet meals, such as the
clients. By delivering two fiiI1 meals a day, our program also provides two-thjrds of
a client’s Recommended Daily Allowance for nutrition We have no waiting list.
Today’s callers can begin receiving meal service within 24 hours, and no one is
denied sewice because of an inabrlrty to pay our small. dady fee. In short, our clients
are fkr more dnerable, and our service is fir more complete, than those found in
Older Amencans Act programs such as the one at the Senior Center.
lowsalt, low-cholesterol, diebetic and bland meals required by many senior
MeaIs-on-Wheels is the type of program the government hoped to solidxfy with CDBG
funding. The average age of a Meals-on-Wheels client is 80. Two-thirds are considered
“low income” by the Department of Housing and Urban Development. If the City of
Carlsbad were forced to provide this service to Carlsbad residents, this criiicd program
would cost more than $loO,OOO. We requested only $8,043, and me extremely concerned
by the Advisory Committee’s recommended grant of $3,000. This is a major, major
reduction. It is 56% less than the amount approved last year and 73 less than the support
we :eceived in .!995-361
I realize the committee worked hard, and its recommendations are no doubt well-
intentioned. But the City Council has a responsibility to its citizens, particularly those
citizens with special needs, those citizens who cannot always make their needs known.
The senior community of Carisbad is counting on you to exercise ths responsibdity on its
