PROCESSING OF STREET NAME CHANGE - MTG. 4-1 -5 3 DEPT, HD$ TITLE; POINSETTIA /AVIARA PARKWAY CITY MGR - 1 I I ~~ RECOMMENDED ACTION: That the City Council consider the Street Name Change and direct staff to implement Council i ITEM EXPLANATION: The naming and renaming of streets within Carlsbad is guided by City Council Policy Stal Number 20 - The Street Naming and Addressing Policy. According to that policy, street changes can be initiated by either a private individual or body, the Planning Commission, or t Council. It is staff's understanding that a request to change Poinsettia Lane to PoinsettiajAviara Park\ that stretch of road between Paseo del Norte and Avenida Encinas has been discussed Council level. A formal application has not been filed for processing. Should the Council dc process this request, consistency with past practices would dictate two processing options. The first option would be to direct the applicant to submit an official Street Name Change through Community Development. This Street Name Change would then be processed Planning Department through the Planning Commission and City Council similar to such p requests as Corte Dolor, Aviara Parkway and Four Seasons Point. The second option would be to direct the City Attorney to prepare documents to addrf proposed Street Name Change. The Street Name Change would then be heard only by t Council. The first option reflects a situation where the Street Name Change application has been init applicant or it had some social or economic interest in the Street Name Change. An exampl latter procedure was the Street Name Change from Elm Avenue to Carlsbad Village Drive. FISCAL IMPACT: No fiscal impact to the City would result since, as shown on Exhibit 3 attached, the applic agreed to pay all costs associated with the name change, including but not limited to ten signs, four internally illuminated street signs and all emergency response databases and m: EXHIBITS: ~~ an interested private party.
