HD. - TITLE: NORTHWEST QUADRANT CITIZENS’ GROUP - RECOMMENDED ACTION: Receive presentation from the Northwest Quadrant Citizens’ Group regarding pal facilities in the Northwest Quadrant of the City. I ITEM EXPLANATION: The City Council has received a request from the Northwest Quadrant Citizens’ G address the Council regarding parks in the Northwest Quadrant. It is the City C policy to provide an opportunity for citizens to have an item listed on the age submitting a letter to the City Manager ten days prior to the Meeting. Presentatil limited to ten minutes unless the Mayor, with the consent of the Council, allows ac time for the presentation. FISCAL IMPACT: None at this time. EXHIBITS 1. EXHIBIT 1 e MARCH 10, 1997 SUBJECT: NORTHWEST QUADRANT/PARKS MAYOR LEWIS AND COUNCILMEMBERS A group of us citizens from the Northwest Quadrant has been meeting for several months to discuss the need for additional park facilities in the Northwest Quadrant. Our group includes Margaret Brownley, Dave Copley, Ofie Escobedo, Bill Fait, Jim Gaiser, Thelma Hayes, Don Jackson, Bob Ladwig, Jeanne McFadden, Margie & Mario Monroy, Barbara Otwell, Connie Trejo, Mike & Patra Straub, and David Valadez. We are not formally organized nor do we represent anyone but ourselves. Part of this current group put together a report on Northwest quadrant parks issues in November of 1989, which was presrnted to the Council in 1990, To update ourselves, we have had some of your staff come to meet with us. Jim Elliott has presented information tous along with Michael Holzmiller and Keith Beverly. In addition, Mrs. Cheryl Ernst, the Carlsbad Unified School District Superintendent, has also come to one of our meetings. After considerable research, we have determined that no one can clearly put a date on when or where a community center/gymnasium and park will be constructed in the Northwest Quadrant. Because of the lack of a specific site and the diminishing opportunities to acquire a suitable one, we as a group feel it is important the Council take positive action now on a plan leading to a decision on a specific community parksite, by Sept.l,1997,and a time schedule for its development. Opposition to the City's acquisition of the thirteen parcels by Palm and Jefferson reinforces a need for timely re-evaluation of the Northwest Quadrant Park Plan. We also have a consensus on a proposed location for a community CentWgymnasium. Our three choices in order of preference are: 1. Pine School Site 2. Manzano Study Area- could include a community park, on this State owned 16 acre site. 3. Fragmented Sites - Oak Maintenance Yard, Buena Vista Reservoir, Parcel A Kelly property (North shore of Agua Hedionda Lagoon), City owned property north of Library. Our first preference is Pine School, because of its central location. For the City to be able to acquire the site, it will need to be declared surplus by the School District. Even if their proposed borld issue is approved in June, the District has not formally agreed to sell the site. Also, there is some citizen opposition to this location. 0 e On the state parcel, Manzano Area #1, we request you authorize Staff to take a close look at the site and respond back to you with their recommendations prior to the outcome of the June 3, 1997 School Bond Election. The least desirable option is the fragmented parcels in the Northwest Quadrant. We also ask YOU to authorize Staff to responc back on this alternative, accepting as we do, that the Community Park standard cannot be applied in the Northwest Quadrant, should the prior two options fail. Thank you for your consideration. As previously mentioned, we feel we are running out of options and time as the City continues to recommendations and of your progress.
