No. 3527-0. I ITEM EXPLANATION:
For a number of years, the City of Carlsbad has made a strong commitment to a I
program of preventative maintenance of pavements on its road system. This program
combination of chip seals, slurry seals, and pavement overlays to revitalize ar
pavements. The program extends the life of the roadway surface and alleviates the nee(
roadway reconstruction. This program has been extremely effective in the past, resultin!
the finest roadway systems in the County.
The Pavement Management Program is based on the City being divided into quadrar
every four years, the appropriate quadrant is systematically surveyed to identify streets
either a slurry seal, chip seal, or pavement overlay. Approximately $1,000,000 of fur
required each year to fully maintain the system to optimum standards.
For the 1996-97 Fiscal Year, the northwest quadrant of the City will be the focus of this
The project being advertised at this time covers the overlay portion of the program E focused on portions of Hosp Way, Donna Drive, Magnolia Avenue, Valley Street, Oa
El Camino Real. Camino de las Ondas, which is located in the southwest quadrant, Y
included in the project due to past commitments to homeowners, shown on Exhibits 1-5.
Minor concrete repairs and root pruning will be performed on portions of these
conjunction with street overlays.

The pavement overlay program utilizes rubberized asphalt, optimizing recycling p
accordance with State policy.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Sec
Class I (C) of the Public Resources Code (California Environmental Quality Act).

SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE 1997 PAVEMENT OVERLAY
AND CONCRETE REPAIRS PROJECT, PROJECT NO. 3527-0.
WHEREAS, the City Council of the City of Carlsbad. California, has determinc
