I RECOMMENDED ACTION:
Adopt Resolution No. 9 3 - YY a approving the plans and specifications for a resic
sealing contract and direct the City Clerk to solicit bids for the project.
I ITEM EXPLANATION:
For a number of years, the City of Carlsbad has made a Strong COfllmitment to 1
program of preventative maintenance of pavements on its road system. This progr<
combination of chip seals, slurry seals, and pavement overlays to revitalize
pavements. The program extends the life of the roadway surface and alleviates the nc
roadway reconstruction. This program has been extremely effective in the past, resul,
the finest roadway systems in the County.
The Pavement Management Program has divided the City into quadrants. Once eve1
every residential street is surveyed and a decision is made on the type of rehabilitati
that is needed. At a minimum, residential streets will be sealed every eight years. A
$1,000,000 will be required each year to fully maintain the system to optimum standarl
This contract consists of applying a rubberized asphalt seal to approximately 350,000 of residential streets in the northwest quadrant. I ENVIRONMENTAL REVIEW:

RESOLUTION NO. 97-442
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR A RESIDENTIAL STREET SEALING
CONTRACT AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS FOR SAID PROJECT, PROJECT NO. 35273.
WHEREAS, the City Council of the City of Carlsbad, California, has determ
necessary, desirable, and in the public interest to seal asphaltic concrete streets; and
WHEREAS, the plans, specifications, and contract documents for completing this
have been prepared and are on file in the Engineering Department of the City of Carlsbad;
WHEREAS, the approved 96-97 Maintenance budget includes sufficient fL
construct this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cz
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented are
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to [
