With the reside subdivision construction taking place in the vicinity and the homes being served by C Acervo, the previously uncompleted segment of road was opened to public traffic at that til Calle Acervo is a collector street constructed between Rancho Santa Fe Road and Car De Los Coches. It has one lane of traffic in each direction with an Average Daily Tr (ADT) of 2,000 vehicles. The road is about 1.0 mile in length and has a design speed o miles per hour. The segment of Calle Acervo between Calle San Blas and Camino De Coches had a 30 mile per hour prima facie speed limit established in 1995. The remaindc the road is unposted. On the westerly end of Calle Acervo, the Olivenhain Pioneer Elementary School has driveways intersecting Calle Acervo. The westerly driveway is an ingress only driveway the easterly driveway is an egress only driveway. An ALL-WAY STOP has been establis at the Calle Acervo/easterly driveway intersection. A traffic signal is located at the Rar- Santa Fe Road/Calle Acervo intersection. Sections 22357 and 22358 of the California Vehicle Code authorizes local authoritie establish a prima facie speed limit on the basis of the results of an Engineering and TI Survey. The Engineering and Traffic Survey considers such factors as the numbc collisions that have occurred on the road segment, roadway features, traffic volu~ pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions may not be readily apparent to the driver, horizontal and vertical alignment, stopping distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Safety Commi: at their February 3, 1997 meeting. By a 4-0 vote, the Commission recommended tha prima facie speed limit on Calle Acervo between Calle San Blas and Rancho Santa Fe F be established at 30 miles per hour. The current version of the Engineering and Traffic Survey is on file in the Office of the Traffic Engineer. I FISCAL IMPACT: Installation of four speed limit signs will cost approximately $500.
