RECOMMENDED ACTION: Introduce Ordinance No. NS - 40s to establish a prima facie 30 mile per hour sp' upon Kestrel Drive from Batiquitos Drive to Aviara Parkway. I Average Daily Traffic (ADT) volume of 2,200 vehicles near Aviara Parkway. The road curvilinear alignment and has a maximum street grade of 10.8%. No centerline striping I installed at this time. The road has a very good accident history and has STOP signs inst: where the road intersects Batiquitos Drive on the south and Aviara Parkway on the north. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to e! prima facie speed limit on the basis of the results of an Engineering and Traffic Sun/ Engineering and Traffic Survey considers such factors as the number of collisions t occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, land uses, driveway locations, critical speed, conditions that may not be readily appare driver, horizontal and vertical alignment, stopping sight distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Safety Comn their February 3, 1997 meeting. By a 4-0 vote, the Commission recommended that the p, speed limit on Kestrel Drive between Batiquitos Drive and Aviara Parkway be estat 30 miles per hour. The current version of the Engineering and Traffic Survey is on file in the Office of the C Engineer. ~ FISCAL IMPACT: Installation of four speed limit signs will cost about $500.00. EXHIBITS: I. NS-405 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.530 TO ESTABLISH A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON KESTREL DRIVE FROM BATIQUITOS DRIVE TO ITS INTERSECTION WITH AVIARA PARKWAY.
