RECOMMENDED ACTION:
Adopt Resolution No. 9’) - 456 authorizing the Finance Director to appropriate funds from Bridge and Thoroughfare District No. 2 (Poinsettia Lane and Aviara Parkway) for engineering
services and reimburse the Engineering Department Operating Budget for expenses incurred.
ITEM EXPLANATION:
The City has expended $34,000 for engineering services pertaining to the formation of Bridge and
Thoroughfare District No. 2. These expenditures were charged to the Engineering Department
Operating Budget. Staff estimates that an additional $11,000 will be needed to complete the
District formation making a total cost of $45,000.
The Bridge and Thoroughfare District has collected in excess of $2.8 million in pre-payments and
now has sufficient funds available for project related engineering costs. Therefore, staff
recommends that City Council authorize the appropriation of $45,000 for formation expenses and
authorize the Finance Director to reimburse the Engineering Department Operating Budget in the
amount of $34,000 for expenses to date.
FISCAL IMPACT:
Sufficient funds are available in the Bridge and Thoroughfare District No. 2 Fund for the requested
$45,000 appropriation.

RESOLUTION NO. 97-456
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE FINANCE
DIRECTOR TO APPROPRIATE FUNDS FROM BRIDGE AND
THOROUGHFARE DISTRICT NO. 2 (POINSETTIA LANE AND
AVIARA PARKWAY) FOR ENGINEERING SERVICES AND REIMBURSE THE ENGINEERING DEPARTMENT OPERATING
BUDGET FOR EXPENSES PREVIOUSLY INCURRED.
WHEREAS, the City Council of the City of Carlsbad, California has considered the need
to appropriate funds from Bridge and Thoroughfare District No. 2 (Poinsettia Lane and Aviara
8 Parkway) for engineering services; and
9 WHEREAS, $34,000 has been spent from the Engineering Department Operating Budget
lo for engineering services pertaining to the formation of Bridge and Thoroughfare District No. 2
11 (Poinsettia Lane and Aviara Parkway); and
12 WHEREAS, funds are available in the Bridge and Thoroughfare District No. 2 Fund.
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct. 15
2. That the Finance Director is authorized to appropriate $45,000 from the Bridge
16 and Thoroughfare District No. 2 Fund for engineering services.
17 3. That the Finance Director is authorized to reimburse the Engineering Department
l8 Operating Budget in the amount of $34,000 for expenses incurred.
19 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
