Staff recommends Council adopt Resolution No. 9 3 - G 6 3 , awarding a bi
for a 5 gang reel mower to California Turf.
ITEM EXPLANATION
I
The 5 Gang Reel Mower approved in the 1996-97 Community Service
Department budget is a necessary tool in the turf maintenance program at tt-
newly constructed Poinsettia Park. This mower will enable staff to mow lars
areas of turf in a timely manner. It will be used to mow athletic field turf are2
throughout the southern portion of the City. The reel mower will help provide
quality cut, and smooth playing surface for the many participants in organize
sports using Carlsbad's park facilities.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidde
was published and Requests for Bid were sent to twelve vendors. Five bids we
opened on March 27, 1997, as listed below:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THE PURCHASE OF A 5 GANG REEL MOWER
CARLSBAD, CALIFORNIA, ACCEPTING A BID AND AUTHORIZING
WHEREAS, Section 3.28.120 of the Carlsbad Municipal Code provides 1
materials and services costing over twenty-five thousand dollars must be obtained thro
formal bidding procedures; and
WHEREAS, bid proposals were submitted by five vendors and were jud
against known criteria;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlst
California, as follows:
1. That the bid of California Turf, 955 Beacon Street, Brea CA is her
accepted.
2. The Purchasing Officer is hereby authorized to execute a Purchase Orde
the purchase of a 5 gang reel mower in the amount of $36,354.85 inclu

PURCHASE OF 5 GANG REEL MOWER
The Parks Division has reviewed the documentation submitted with the bids for the 5
Gang Reel Mower. Our observation of the data submitted has led to the selection of
the Tor0 Mower, model 6500 D.
The other two mowers do not meet the specifications for the following reasons:
A. John Deere - Submitted by E Z Equipment Co
1. The horsepower does not meet the specifications.
2. The overall width of the unit exceeds the specified distance. This mower would
not fit on the park equipment trailers.
B. Jacobsen LF-3810 2WD and Jacobsen LF-3810 4WD
1. These units do not have the automated electronic control system specified. Thc
electrical unit allows a turf manager to program the reel speed to the mowing
speed. The electronic unit can also be programmed to limit the maximum
