AUTHORIZE FUNDING FOR
SANDAG SHORELINE EROSION I CITY MGR.B MONITORING PROGRAM
RECOMMENDED ACTION:
Adopt Resolution No. 9 9- appropriating $1 3,056 from the General Fund Contingency
Balance to support SANDAG’s Shoreline Erosion Committee for the continuation of the Annual
Regional Shoreline Monitoring Program and the development of a Long Term Beach

ITEM EXPLANATION:
The San Diego Association of Governments (SANDAG) and the Shoreline Erosion Committee
have requested that local coastal jurisdiction in the San Diego region participate in funding the
Annual Regional Shoreline Monitoring Program and the development of a proposal for a
Long Term Beach Replenishment Program. The following is a brief description of each project and
the requested level of financial commitment from each jurisdiction is listed in Exhibit 1.
Annual Reaional Shoreline Monitorina Proaram
The Shoreline Erosion Committee believes that a regular monitoring program is very important to
the region’s efforts to restore our critically eroded shorelines. Monitoring wit1 document the
benefits of beach replenishment projects and help make the case for the importance of future
replenishment efforts. Monitoring will also help improve the cost effectiveness of future project
designs in order to allow more sand to be placed on the beaches at lower cost.
As a result of the program, each coastal jurisdiction will receive annual graphic and written reports
which describe and analyze changes in beach widths and profiles, and will have access to all data
from the program.
The City’s Beach Erosion Committee has funded a comprehensive shoreline monitoring effort for
the past 10 years analyzing a total of 13 transects along the Carlsbad coastline. The Regional
Shoreline Monitoring Program, as proposed, will cover three transects previously analyzed by the
City’s program. Consequently, in a effort to ensure that monitoring efforts are not duplicated, the
Beach Erosion Committee’s monitoring program will be revised accordingly.
Lona Term Beach Replenishment Proaram
SANDAG and the Shoreline Erosion Committee have also requested that local coastal jurisdictions
participate in funding the development of a proposal for a Long Term Beach Replenishment
Program. This work will involve the preparation of a proposal which describes how the region can
restore and maintain its beaches over the next 25 to 50 years. The proposal will identify the
necessary program and projects, costs and benefits, environmental, economic and engineering considerations, and a financing and implementation strategy to accomplish this objective.
The purpose of this work will be to enable the region, and the state and federal governments, to
make decisions on financing and implementing the program. Decisions on financing and
implementing the proposal will further the region’s progress in carrying out the policies and actions
contained in the Shoreline Preservation Strategy adopted by SANDAG in 1993.

The Beach Erosion Committee, at their April meeting, unanimously recommended that the
Council support SANDAG’s Shoreline Erosion Committee by appropriating $1 3,056 to fund the
Annual Regional Monitoring Program and the development of the Long Term Beach
Replenishment Program.
FISCAL IMPACT:
Carlsbad’s current cost to participate in the Annual Shoreline Monitoring Program is $6,656 plus
a one-time cost for the Long Term Beach Program of $6,400; the total cost is $13,056.
Sufficient funds are available from the General Fund Contingency account.
Ongoing costs to participate in the Annual Shoreline Monitoring Program will be approximately
$6,700. This amount will be included in the annual Engineering Department budget request.

The “Shoreline Miles” column represents the shoreline mileage within each jurisdiction city
limits, including federal and state controlled land, and excludes the five miles north of
Oceanside Harbor which is not in the City of Oceanside.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING $1 3,056 FROM THE GENERAL FUND CONTINGENCY BALANCE TO SUPPORT
SANDAG’s SHORELINE EROSION COMMITTEE FOR THE
CONTINUATION OF THE ANNUAL REGIONAL SHORELINE
MONITORING PROGRAM AND THE DEVELOPMENT OF A LONG
TERM BEACH REPLENISHMENT PROGRAM.
WHEREAS, the San Diego Association of Government’s (SANDAG) Shoreline
’reservation Strategy and related state and federal analysis has shown that the region’s beaches
irovide important recreation benefits, economic growth through the tourism they support,
:onsiderable local, state and federal government revenues, and the protection of public
nfrastructure and private development from storm damage; and
WHEREAS, the beaches are a natural resource of state and national significance which
:ontribute in many ways to the quality of life in our region; and
WHEREAS, the SANDAG and the Shoreline Erosion Committee have requested that
oca1 coastal jurisdictions in the San Diego region participate in funding the Annual Regional
Shoreline Monitoring Program and the development of a proposal for a Long Term Beach
?eplenishment Program; and

WHEREAS, the Annual Regional Shoreline Monitoring Program will document the
benefits of beach replenishment projects and help make the case for the importance of future
eplenishment efforts; and
WHEREAS, the Long Term Beach Replenishment Program will identify the necessary
rogram and projects, costs and benefits, environmental, economic and engineering
:onsiderations, and a financing and implementation strategy to accomplish the objectives of the
ihoreline Preservation Strategy; and
WHEREAS, the City Council finds that it is in the best interest of the City of Carlsbad to
iarticipate in funding programs which will further promote the betterment of our local coastline.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
