HD. - TITLE: CITY MGR - DEPT. Libraw CITY ATTY. - I1 I I RECOMMENDED ACTION: Adopt Resolution No. q9/52V accepting a $5,000 InfoPeople grant from the ( State Library. ITEM EXPLANATION: On January 21 I 1997, the City Council authorized the library to apply for an InfoPec (Internet for People) grant from the California State Library. This grant, in the am01 $5,000, has been awarded to the library and will be used to expand Internet acces: Children’s Division. Funds will be used to purchase two computer workstations, on service warranties, modems, and printers. The grant will also provide an initial free hours of dial-up connect time to the Internet. One requirement of the grant is that the library work with a community-based partnl share in the development and administration of Internet resources. The library’s p: this program is the Interact Club of Carlsbad High School, which is affiliated with Rc International. Club members have been active participants in planning for use of tt- workstations and will also be involved in providing volunteer assistance and in loca raising to help with ongoing costs. FISCAL IMPACT: The grant itself will pay for two computer workstations, two modems, and a networl printer. A number of additional costs not covered by the grant will be incurred to st this project. WHEREAS, the Carlsbad City Library now offers public access to the Internet in the adult section of the library; and WHEREAS, the library now wishes to add Internet access in the children’s SE WHEREAS, the California State Library has awarded Carlsbad a $5,000 Info grant to purchase the necessary computer hardware for two internet workstations; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of C; California as follows: 1. That the above recitations are true and correct. 2. That the City Council accepts a federal Library Services and Construl grant in the amount of $5,000 and hereby authorizes the Finance Director to approp funds to the library’s InfoPeople Grant account. 3. The State Library-primary consultant assigned to this project will be Kathy Low, telephor 653-6822. Please work with this consultant in implementing your project. My staff is ready to assis making your project a success. This project supports the purchase of two public access Internet workstations meeting the specificat defined in the InFoPeople Grant Program Guidelines. If the workstations to be purchased under thi: not installed by September 1, 1997, participation in this program may be forfeited. Please note that Internet workstations obtained under this grant are restricted to public InFoPeople Internet access o public hours. However, during non-public your staff may use the workstations for non-InFoPeople purposes. The workstations must be installed in the approved sites and locations cited in the grant 2 and used for the original project purposes for five (5) years or the life of the equipment, whichever c If you cease to use the equipment for public access to the Internet, the disposition of the equipment approved by the State Library. Attached to this award letter are a timeline of required activities and the reporting requirements assc this grant. Should the cost of obtaining workstations meeting the InFoPeople requirements be less t total grant award, remaining grant hnds may be used for paper, maintenance, and other operating e: related to the InFoPeopIe workstations. The site for which grant hnds are awarded is the Main Library. All unexpended and unencumbered knds must be returned by Nov 1997. This project is allowed 60 days to liquidate encumbrances which were incurred prior to Sept After the 60 day period, all encumbered funds which have not been liquidated must be returned to t Library. Reporting on financial activities is required quarterly, on the forms enclosed, within 30 days of eacl- beginning with the third quarter. A final narrative report is required and is due within 30 days after the project, by October 30, 1997. The final liquidation report must have been received at the State December 15, 1997. Failure to provide timely reports is a serious breach of a grant recipient's administrative duty under program, which may result in federal audit exceptions against the state and the loss of LSCA finds. Librarian may extend the final deadline for good cause. Requests for extension beyond the final de; be received in writing at least 30 days prior to the deadline at the State Librarian's ofice. All required reporting materials are attached to this letter. This letter and the enclosed list of LSCl requirements amend the Consolidated ApplicatiodGrant Award Certification document and must r of all your existing copies.
