CONTRACT AWARD FOR PURCHASE OF
WILDLAND FIRE PROTECTIVE GARMENTS
ICOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 9 ‘?-s&b awarding the bid
for Wildland Fire Protective Garments for the period July 1, 1997 through June
30, 1998, with the option to renew the contract for three (3) additional one (1)
year periods to Allstar Fire Equipment Inc.
ITEM EXPLANATION
The City of Carlsbad has been the lead agency in the cooperative bids for
firefighter’s protective clothing for several years. In May 1995 a contract was
awarded for wildland garments for one year with the option to renew for two
additional one year periods. At the end of the second contract year the vendor
requested a price increase of over 30%. Staff considered the increase
unjustifiable and decided to rebid . Based on responses to a questionnaire from
18 participating agencies, it is estimated that more than 450 sets of garments will
be purchased from this bid. The anticipated orders would result in purchases in
excess of $110,000. Each individual public agency will place their respective
order(s) with the vendor.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders
was published and Requests for Bid were sent to eight vendors. Three
responses were opened, witnessed and recorded on June 5, 1997, Staff from
Purchasing and representatives from Carlsbad, Chula Vista and San Miguel Fire
Departments evaluated the bids. The results are as follows:

The lowest, responsive bid was submitted by Allstar Fire Equipment Inc.
FISCAL IMPACT
The City of Carlsbad’s Fire Department anticipates spending approximately
$2000 for wildland garments next fiscal year. These funds will be available in the
Fire Department’s Fire Suppression Special Supplies Account.

WILDLAND FIRE PROTECTIVE GARMENTS
WHEREAS, Section 3.28.120 sf the Carlsbad Municipal Code provides th
materials and services costing over twenty-five thousand dollars must be obtained throu!
formal bidding procedures; and
WHEREAS, bid proposals were submitted by three vendors and were judg
against known criteria;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsb
California, as follows:
1. That the bid from AllStar Fire Equipment Inc. is hereby accepted and 1
Purchasing Officer is hereby authorized to execute a Purchase Order
these items as the need arises for a period of one year beginning Jul)
1997 through June 30, 1998 which may be renewed by the City Manager
three (3) additional one (1) year periods.

City of Carlsbad held on the 8th day of July , 1997, by the follov
