On April 15, 1997, City Council authorized the advertisement for bids for the construction
1997 Street Sealing Project. The Purchasing Department received three (3) sealed bi
June 12, 1997, as shown in Table 1.

This project will provide an improved pavement surface on the streets shown on the att,
Exhibit 1.
All bid documents submitted by Schaefers Parking Lot Service and Mission Paving & Se
Inc., have been reviewed by staff and found to be in order. Staff recommends that C1
award the contract for the 1997 Street Sealing Project to Schaefers Parking Lot Service.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under SI
15301 Class 1 (C) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
Table 2 shows City staff's estimate of the costs of constructing the project. On June 24,
Concrete Repairs contract in the amount of $690,350, also funded from this acl
the City Council authorized the award of a contract for the 1997 Pavement Overla!
TransNet/Local funds in the amount of $2,066,320 have been appropriated for paw
management projects in the northwest and northeast quadrants, therefore, sufficient fund
available. However, due to the timing of the receipt of TransNeULocal funds, a short-term
from the Gas Tax fund may be required.
Staff anticipates no additional funds will be required for this project. Unused funds will rc
in the fund to finance further pavement maintenance projects.

RESOLUTION NO. 97-559
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
CONSTRUCTION OF THE 1997 STREET SEALING PROJECT.
THE EXECUTION OF CONTRACT NO. 3527-S FOR THE
WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad fo
construction of the 1997 Street Sealing Project, Project No. 3527-S; and
WHEREAS, bids have been received by the City of Carlsbad for the construction of
project; and
WHEREAS, the low bid received to construct said project was submitted by Scha
Parking Lot Service in the amount of $383,957; and
WHEREAS, the bids received to construct said project submitted by American As1
Schaefers Parking Lot Service, and Mission Paving & Sealing, Inc., are responsive; and
WHEREAS, the total estimated costs for said project if performed by Schaefers Pa
Lot Service are $514,957; and
WHEREAS, Council has previously appropriated $1,066,320 for design, construl
administration and inspection of said project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carl:
California, as follows:
1. That the above recitations are true and correct,
2. That the bid of $383,957 by Schaefers Parking Lot Service for Project No. 35
for the construction of the 1997 Street Sealing Project is accepted, and the Mayor is hc
authorized to execute a contract therefor.
3. That the City Manager is hereby authorized to approve construction change o
up to $75,000.
4. That the City Council authorizes a short-term loan from the Gas Tax Fund
amount not-to-exceed $200,000.

1 5. That the award of this contract is contingent upon the Contractor executir

required Contract and submitting the required bonds and insurance policies, as described
contract, within twenty (20) days of adoption of this resolution. The City Manager may
reasonable extensions of time. 4
