RECOMMENDED ACTION:
,s+ Adopt Resolution No.qy I approving the Final Map for Carlsbad Tract No. CT 93403, Poinsettia
Hill and authorizing the City Clerk to process the Map for recording.
ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract 93-03, i!3 Iso known as
Poinsettia Hill. This is a 36.21 acre property subdivided for residential development. This
subdivision is within Local Facilities Management Plan (LFMP) Zone 21 and is generally located
off El Camino Real between Palomar Airport Road and Aviara Parkway. It is comprised of 34
lots with uses as follows: 17 multi-family dwellings, 2 open space lots, II private street lots, 1
RV storage lot and 3 recreation lots.
The final map conforms substantially with the tentative map as approved’ by Planning
Commission on 01/05/97 per Resolution No. 3607-3610 The final map also conforms to the
General Plan, all the applicable requirements of the Municipal Code, City Standards and the
Growth Management Plan. The applicant, Western Pacific Housing L.P., a California limited
partnership, is requesting the recordation of said final map.
FISCAL IMPACT:
The developer pays a pian check fee to cover the expense of plan checking and P recessing the
Final Map for recording. There is no fiscal impact to the City. All appropriate fees will be paid if
and when building permits are issued for this project.

RESOLUTION NO. 97-573
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE FINAL MAP FOR CARLSBAD TRACT NO. 93-03 POINSETTIA HILL AND AUTHORIZING THE CITY CLERK TO PROCESS THE MAP FOR RECORDING
WHEREAS, Western Pacific Housing L.P., a California Limited Partnership, has
submitted a Final Map known as Carlsbad Tract No. 93-03, Poinsettia Hill, to the City of
Carlsbad for approval; and
WHEREAS, the Tentative Map of Carlsbad Tract No. 93-03 with conditions, was
approved/recommended for approval by the Planning Commission on 01/05/97 pursuant to
Resolution Number 3607-3610; and
WHEREAS, the City Engineer has determined that said map substantially conforms to
said conditionally approved tentative map; and
WHEREAS, the conditions of approval for said Final Map have been completed or
secured; and
WHEREAS, the developer has offered public street and public easements for dedication
to the City of Carlsbad; and
WHEREAS, the Final Map conforms to the City of Carlsbad General Plan and all
requirements of City Codes and Standards; and
WHEREAS, the City Council of the City of Carlsbad determined it to be in the public
interest to approve said Final Map; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That said Final Map known as Carlsbad Tract No. 93-03, Poinsettia Hill, which is on
file with the City Engineer and is incorporated herein by reference, is accepted.
3. That the City accepts the dedications shown on the Final Map.
4. That the City Clerk is authorized to sign the Certificate of Acceptance on the Final
Map.
5. That the City Clerk is authorized to cause the original Final Map to be recorded in
the Office of the County Recorder of San Diego County, State of California.
6. That the City Clerk is authorized to release the map to California Title Company for
recording in the Office of the County Recorder.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 26th day of August , 1997 by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Nygaard, and'Hal1
NOES: None
ABSENT: Council Member Kulchin

My name is Guy Moore and I reside at 6503 El Camino Real,
Carlsbad, Ca. .92009.
Mr. Mayor and Members of the Council:
I would like to take this opportunity to point out that approval of this
final map grants a subdivision overlaying long planned public road
“Poinsettia Lane”, a prime arterial, and diverts same Southerly to
overlay local collector “Carillo War.
Regional planning of the past always considered local collectors
“Carillo Way” and “Camino Vida Robles” as “in addition to” not
“instead of Poinsettia Lane
Rapid expansion East of El Camino involving planning areas 10 and
17, Fieldstone and Bressi holdings and the planned “San Dieguito
Ranch” speaks loudly for greater flexibility and capacity rather than the
knowing destruction of the City’s most viable alternative for “Poinsettia
Lane”.
For these reasons I respectfully request the City have a cost estimate
done by an authoritative neutral engineering organization of the
County of San Diego’s 1969 alternate route location for “Poinsettia
Lane”.
