AMEND THE 1997-98 BUDGET TO REFLECT A
DEPARTMENT
RECOMMENDED ACTION:
1. ci Adopt Resolution NO.??-^? to amend the 1997-98 budget by deleting one vacant accc
position and adding a senior accountant position in the Finance Department.
ITEM EXPLANATION:
Over the years, the responsibilities of the Finance Department have evolved in res
technological advances as well as in response to the Council’s request for more detailed ani
information. We have found that there is no longer the need for as many staff to perform
accounting functions as many of these have been automated or eliminated due to tecl
advances. Council and management are now requesting more financial analysis of the dat
to better manage the operations of the City. Also, staff has identified the need to perform
revenue analysis to ensure that the City is properly administering its tax and revenue I
Managing the programs and analyzing the data takes a higher level of skills and knowledge
required to generate the data, thus there has developed the need for an individual \r
analytical skills than data processing skills. To meet this need, staff is recommendinc
accountant position which is currently vacant, be converted to a senior accountant.
Under the direction of the finance director, this position will be in charge of the revenue (
analysis and reporting for the City. Their duties will include managing the parking citation, at
billing, business license, transient occupancy tax and accounts receivable programs for
including supervising the cashier and business license clerk and performing or contracting
as necessary. They will also be responsible for negotiating, evaluating and managin!
contracts with outside processing and collection agencies and they will represent the Cit)
claims court when required. In addition, this position will monitor all major revenue sources
that proper amounts are remitted and collected in a timely manner.
Currently, many of the duties and responsibilities to be assigned to this position are supe
performed by the assistant finance director, the senior management analyst, and the acc
more efficient staffing level for the type of analysis and expertise needed, finance plans to re

With the conversion of this position, the Finance Department will be able to reorganize
assignments to best utilize the staff at a high level of productivity. Additionally, a more
approach to revenue monitoring and collection will lead to greater revenue collection for the (

The annual salary range for an accountant is $34,500 to $41,900. The annual salary rar
senior accountant is from $42,200 to $53,800. The accountant position is currently vacant
budgeted at $37,000. Thus, the additional cost for fiscal year 1997-98 will vary from $2,600 t
(6 months) depending on the level at which the position is filled. The additional ann\
thereafter will range from $9,240 to $14,280 (including benefit costs).

THAT THE CITY COUNCIL OF THE CITY OF CARLSBAD,
DELETING AN ACCOUNTANT POSITION AND ADDING A
DEPARTMENT
CALIFORNIA, HEREBY AMENDS THE 1997-98 BUDGET BY
SENIOR ACCOUNTANT POSITION IN THE FINANCE
WHEREAS, the Finance Department reorganized its revenue collection
and analysis functions to more efficiently manage operations, and as a result
requests to convert a vacant Accountant position to a Senior Accountant position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby amends the 1997-98 budget by deleting
one vacant Accountant position and adding a Senior Accountant position in the
Finance Department.
