RECOMMENDED ACTION:
Adopt Resolution No. ??* 564 approving plans and specifications and authc
advertise for bids for the construction of the Reach 5A Vista/Carlsbad lntercer
CMWD Project No. 94-101, Contract No. 31821/35331.
ITEM EXPLANATION:
This project constructs two separate pipelines. One pipeline is a new 12-inch diamc
water pipeline in Jefferson Street extending from Las Flores to Marron Road. It will
existing 50 year old pipeline, improve fire flow capacity, and provide a more reliable
interconnecting existing water pipelines. The second pipeline replaces a portion of 1
Vista/Carlsbad Interceptor Sewer and is referred to as Reach 5A. Reach 5A is from
to the Jefferson Street Bridge crossing of Interstate 5. This sewer is jointly owned b
of Vista and Carlsbad. The existing sewer pipeline and manholes have been severe
due to hydrogen sulfide, and the daily flow rate now exceeds pipeline design ca
existing sewer pipeline will be abandoned along this reach. The water portion of th
being presented to the District Board of Directors for review and approval. The sew€
the project is being presented to the City Council for review and approval. The c
contract will be a three party contract between the Contractor, Carlsbad Municipal W;
and City of Carlsbad. The contract will involve separate bid schedules for sewer and
sewer pipeline construction to replace the interceptor sewer to meet capacity requirc
preclude potential pipeline failure resulting from corrosion.
The engineering staff has prepared plans and specifications to construct the pipel

FISCAL IMPACT:
The engineer's estimate of the project cost is $604,000. The project cost in

have been appropriated in the 1997-98 budget for the Vista/Carlsbad Interceptor 5
project cost estimated for the Phase 5A project is $604,000; therefore, there are suffi
available for this project. Carlsbad is responsible for 27.3% of the $604,000
$165,000. Carlsbad will be reimbursed by the City of Vista through a progres
schedule during construction.

The Planning Department has reviewed the documentation on the project an(
categorical exemption on June 20, 1995. The California Coastal Commission issut

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, FOR APPROVAL OF PLANS AND
SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN
ADVERTISEMENT FOR BIDS FOR REACH 5A
VISTAXARLSBAD INTERCEPTOR SEWER, CMWD PROJECT
NO. 94-1 01 I CONTRACT NO. 31 821/35331
WHEREAS, the City Council of the City of Carlsbad, California, has dete
necessary and in the public interest to approve the plans and specifications and :
publishing an advertisement for bids for the Reach 5A Vista/Carlsbad lnterceptoi
CMWD Project No. 94-101, Contract No. 31821/35331 ; and
WHEREAS, $3,000,000 have been appropriated in the 1997/98 Bu
interceptor sewer replacement in Vista/Carlsbad Interceptor Sewer and the projeci
$604,000 of which $165,000 (27.3%) is Carlsbad's share of the project cost; therefo
are sufficient funds available for this project; and
WHEREAS, plans and specifications for the Reach 5A Vista/Carlsbad In'
Sewer, CMWD Project No, 94-101 have been prepared by the engineering staff wil
