STORMWATER POLLUTION PREVENTION
PROJECT PROPOSAL
April 28, 1997
Overview:
Polluted runoff from urban areas can cause poor water quality, changes in aquatic
habitat, contamination in coastal lagoons and beaches. To prevent this pollution,
public education in storm water pollution is now required by the federally mandated
National Pollution Discharge Elimination System permit program. The elements of this
proposal are recommended in the city’s Storm Water Public Education Plan and will
build on existing programs.
Introduction:
The Resource Conservation District of Greater San Diego County, a local unit of
government, is recognized nationally as a leader in Environmental Education. Having
received a national award for Conservation Education District of the Year in 1996 and
the regional award for the same year, the RCD has also be recognized by the San
Diego County Board of Supervisors for Pollution Prevention Week activities and was
named “Conservation That Works” award winner by the City of Escondido for two
years.
The RCD, has provided public education, information and technical assistance on
natural resource issues since 1941. Since 1990 the education outreach program has
focused on storm water and watershed management. The RCD has received contracts
and educational funding from the Port of San Diego, California Department of
Education, U.S. Environmental Protection Agency, California Ag-In-The-Classroom,
Rincon Del Diablo Municipal Water District and Carlsbad Municipal Water District.
Proposal Summary:
The RCD proposes the following activities:

Program Obiectives:
0 To increase the public’s awareness of individual activities contributing to storm
water runoff.
To provide information to city staff and officials on the Clean Water Act, needs and
methods to reduce pollution in storm water.
0 To provide measurable results with a cost effective program.
Methods:
I. Employee Training
The RCD will develop a storm water nonpoint source pollution prevention training
program for city staff. The course will be geared to the staff members’ role with the city
resulting in three separate curricula.
General Focus: General Administrative Staff 1 City Council
Using the University of Connecticut - NEMO (Nonpoint source Education for
Municipal Officials) Project Video will provide an overview of the storm water
runoff problem, the laws and solutions. This session will provide a more detailec
look at the applicable federal, state and local regulations regarding storm water
runoff. Program length is I hour.
Construction focus: Decision makers in PlanninglPermitting
This session will use the Ohio Soil &Water Conservation Society - Erosion
Control Training Video. The focus here is pollution from construction sites and
methods to reduce the runoff. A good education in proper installation of Best
Management Practices (BMPs) for erosion control. This session will also use
the Excal communications industrial video (described below). Program length is
2 hours.
Industrial Focus: Public Works, mechanics, industrial
Excal Communications has produced a video for training industrial employees.
This video is best used with the public works and maintenance departments
where the BMPs suggested in the video can be put to use. Program length is
I .5 hours.
The RCD will secure training tapes appropriate for each audience and supplement with
overheads and written materials. A pre and post test will be prepared to evaluate
comprehension and increase in awareness. Twenty (20) training workshops will be
provided plus two (2) new employee training sessions annually. The city will arrange
training location, staff attendance and have audio visual equipment available.

watersheds outlined. individuals will determine where they live in the watershed.

4. Articles (2)
Two times during the year the RCD will prepare an articles with a Carlsbad focus
explaining storm water pollution and solutions with a local focus. The articles will
appear as part of the city parks brochure and will also be sent to local community
groups and publications for printing.
5. General Awareness Brochures
The RCD uses a series of pollution prevention brochures called “Harmony“. This set of
7 designs is currently used with the Carlsbad School Outreach Program funded by the
Municipal Water District and with the Port of San Diego School Outreach Program.

6. Spanish Language Materials
A set of Spanish language materials has been prepared by the RCD. The set matches
the first six English version materials listed above.
Cost is based on printing 3000 copies of each of six designs.
