BIDS FOR THE REHABILITATION OF THE WASHINGTON
STREET 10 AND 12-INCH GRAVITY SEWER PIPELINE
RECOMMENDED ACTION:
Adopt Resolution N0.q & 5 'for approval of plans and specifications and auth(
advertise notice inviting bids for the rehabilitation of the Washington Street 10 a
Gravity Sewer Pipeline, CMWD Project No. 97-1 03, Contract No. 34521.
ITEM EXPLANATION:
This project involves the rehabilitation of a IO and 12-inch diameter gravity sewer pi pipeline joints are deteriorated and the pipeline has broken sections. The pipelines
each other and run from Oak Avenue to Beech Avenue in Washington Street and
the A.T.& S.F. railroad right-of-way. The pipelines are within the public road rigt
Washington Street and in a 40-foot wide easement through the railroad right-of-was
the attached location map.
The Carlsbad Municipal Water District has prepared plans and specifications to reh;
pipelines by a sliplining method. These plans are available for review. In accor
Section 3.28.080 of the Municipal Code, an Invitation to Bid will be published, and ti
will be awarded to the lowest responsive, responsible bidder subject to the Cit
approval. Construction is anticipated to require approximately thirty (30) calendar da
date of issuance of the Notice to Proceed. Staff recommends approval of the projec
specifications and requests approval to proceed to bid for the rehabilitation of tl
pipelines to improve conveyance system reliability.
FISCAL IMPACT:
The engineer's estimate for construction of this project is $120,000. This includes $1
rehabilitation of the 10-inch and $16,000 for the 12-inch gravity sewer pipeline. CI
inspection services are estimated to cost $7,000. Total project cost is $127,000.

ENVIRONMENTAL IMPACT:
The Planning Department has reviewed the documentation on the project and
categorical exemption on July 7, 1997. The Coastal Permit exemption was also issL
