ITEM EXPLANATION
Upon the closure of the San Marcos Landfill in March 1997, the Palomar Transfer Statio
its tonnage capacity from 400 tons per day (TPD) to 800 TPD, and began accepting anc
the waste from residential and commercial solid waste collection vehicles from the N
region. These vehicles provide service to single-family homes and commercial bin custc

Staff has reviewed the request, negotiated with Coast Waste Management staff, a
consensus on a reasonable roll-off rate increase. The current rate is $157.24 plus dispoi
The proposed rate is $255.56 (plus disposal), an increase of 62.5%. While this
substantial, the proposed rate is comparable to the rates of roll-off boxes in two citr
affected by the increased transportation distance, Vista and San Marcos. Those rates are
Vista $248.95
San Marcos $254.30
While these rates are slightly lower than those proposed by Coast Waste, it is important
each of these cities employ a tiered rate system, with those roll-off boxes contair
construction debris being charged an additional $22.85 - $34.10. Coast Waste does not I
surcharge be assessed based on type of waste.
FISCAL IMPACT
The recommended action will result in an increase in the solid waste service fee for roll-off
$157.24 to $255.56 (62.5%), leaving fees for all other classes of service unchanged
increase will result in corresponding increases in the franchise and AB 939 fees for the r(
of service. However, roll-off boxes do not represent a large portion of solid waste servia
the total impact will not be significant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA ESTABLISHING SOLID WASTE
SERVICES RATES FOR ROLL-OFF BOXES
WHEREAS, The City of Carlsbad is responsible for the provision of sc
designated recyclables, and yard waste collection services to promote the safety, I
general welfare of its residents; and
WHEREAS, the City of Carlsbad may contract for said services; and
WHEREAS, the City of Carlsbad has contracted with Coast Waste Managemc
solid waste, designated recyclables and yard waste collection services within the City;
WHEREAS, Coast Waste is in the business of collecting solid waste,
recyclables, and yard waste and can continue to provide the necessary collection
residential and commercial customers; and
WHEREAS, the City of Carlsbad has determined that a revision in the I
services fee for roll-off boxes is necessary at this time.
NOW, THEREFORE, BE IT RESOLVED, BY THE City Council of the City of C
follows:
1. The above recitations are true and correct.
2. The following rates shall apply to special pick-ups of solid waste:
a. The delivery charge for roll-off boxes shall be $42.00 per box.
b. The service charge for all classes of roll-off boxes shall be $
collection, plus landfill disposal fees.
c. Roll-off boxes which are not collected a minimum of once-per-we
assessed a stand-by charge of $3.60 per day, Customers req
than one collection from a roll-off box shall be refunded the oric
delivery charge. This refund may be issued in the form of a CI
customers account.
3. These rates shall become effective September 1, 1997, and supersede
roll-off box service rates previously established.
