RECOMMENDED ACTION:
Accept report.
ITEM EXPLANATION:
The San Diego Association of Governments (SANDAG), its Sholreline Erosion Committee, ,
region’s coastal cities have been working with the U.S. Navy to develop the beach replen
opportunities of the Aircraft Carrier Homeporting Project at North Island Naval Air Statior
dredging of San Diego Harbor to accommodate a deeper draft Nimitz Class Aircraft Carrier, scl
to arrive in the summer of 1998, will yield up to 7 million cubic yards of clean, beach quality san
cooperative effort will take advantage of a “once in a generation” opportunity to restore our I
eroded beaches.
The Homeporting Sand Program would provide clean, beach quality material for all of the
coastal jurisdictions either through ‘direct deposition on the beaches or as a result of normal Iittc
patterns in the Oceanside Littoral Cell. Carlsbad has been designated with two beach nour
sites as follows:

The construction of the beach will be carried out by pumping sand from an oceangoing barge (
beach. The barge will anchor approximately Z mile offshore and pump the sand through a
diameter floating platform. A steel pipe will run along the ocean floor from the buoy to the beac
pipe will be teed off and beach building will. proceed north and south alternately, as the pi
extended along the beach. As the sand is pumped, two bulldozers and a forklift will grade it
engineered beach design. Each barge-load of sand is approximately 11,000 cubic yard:
expected that two or three barge loads of sand will arrive at the beach each day. The tempora
associated with this activity will be similar to typical grading equipment and pumping noise
portion of the beach being constructed will be closed off to the public for safety. The City will
assistance from the State Lifeguard Services for beach patrols during the beach building opera1

FISCAL IMPACT:
The Navy and coastal cities have been working for over three years to make this project
because it is so important to the environment, economy and quality of life of coastal communi
the entire region. The project is strongly supported by all of the region’s local governments, environmental, business and citizen groups in the region, the region’s state legislative delega‘
work closely and cooperatively to secure several million dollars in state and federal funds to pa:
beach replenishment aspects of the Navy’s Carrier Homeporting Project. The costs o
replenishment for this project will be less than $2 per cubic yard of sand, a cost about ten tin
than alternative sources of sand for beach replenishment.
Of the estimated 8 million dollars for the beach replenishment activities, 4 million dollars ha1
allocated through the federal government and the State has currently appropriated an ac
